Launching 100 days and nights of peak emulation to disburse 2025 public investment capital plan
Provincial People's Committee has issued the Plan No. 2936/KH-UBND to launch a 100-day high-intensity emulation campaign aimed at expediting the disbursement of the 2025 public investment capital plan. This initiative aims at mobilizing resources to implement measures that will boost public investment disbursement, following directives from the Government, the Prime Minister and provincial Party Standing Committee. The campaign is particularly important in the context of the upcoming reorganization of provincial- and commune-level administrative units as mandated by the Government.
Accordingly, the plan is divided into two phases. For the phase 1: By June 30, 2025, the province aims at disbursing 50% of the public investment capital as assigned by the Prime Minister, with the disbursement rate for key projects without obstacles reaching over 60%. For the phase 2: By August 31, 2025, the target is to achieve a disbursement rate of 70% of the assigned capital, with the rate for key projects without obstacles reaching over 80%.
The emulation content focuses on renewing leadership, direction, management and the effective use of public investment capital. It emphasizes the role and responsibility of the head of each unit in monitoring and urging the progress of each project to promptly resolve any obstacles; links task performance outcomes with the accountability of the assigned officials, civil servants and public employees. The emulation also promotes administrative procedure reform in public investment disbursement, ensuring that procedures are implemented promptly and in accordance with legal regulations on investment preparation, construction implementation, supervision and final settlement of projects.
Regarding tasks and solutions, provincial People's Committee has assigned specific public investment disbursement targets to each agency and unit, resolving all difficulties and obstacles in public investment disbursement, shortening the processing time for investment procedures in public projects by at least 30% compared to current regulations. Provincial People's Committee has also promoted administrative procedure reform and the application of information technology in handling public investment procedures. Overtime work, additional shifts and well-organized construction schedules will be arranged to accelerate project progress while still ensuring construction quality and labor safety standards. At the same time, decentralization and delegation of authority will be promoted, with a clear assignment of individual responsibilities in public investment disbursement.
