Lifelong learning spirit continues spreading

During the local development journey, Binh Duong is not only distinguished by its rapid economic growth, but also marked significant achievements in education and training, particularly in building a learning society. With decisive and coordinated leadership from all-level authorities and the collective efforts of the entire community, initiatives in literacy eradication, universal education and the promotion of learning and talent development have increasingly yielded positive results. Encouragingly, the spirit of lifelong learning is spreading more widely throughout the community.

Spreading the learning movement

In recent years, Binh Duong has truly fostered a widespread learning movement among its people through proactive communication, meaningful activities and the promotion of lifelong learning values. Events such as the Lifelong Learning Week and Vietnam Book and Reading Culture Day are regularly organized, in association with the community’s practical needs. The models of "Learning Citizen", "Learning Community", "Learning Family" are not only titles, but have gradually become a measure of culture and awareness in society.

According to Tran Hieu, Permanent Vice Chairman of provincial Study Promotion Association, building a learning society is not only a short-term movement, but a long-term journey. “We are committed to bringing the promotion of learning and talent to every quarter and household, especially among vulnerable groups. Learning is no longer a privilege reserved for the youth—it is a lifelong right for every citizen in today’s modern society”, he stated.

In addition to disseminating policies that support education, Binh Duong places special emphasis on inspiring people and spreading positive values. Stories of individuals overcoming adversity and thematic activities at community learning centers serve as vivid evidence of an unceasing thirst for knowledge and equal learning opportunities for all. Thanks to this focus, the study promotion movement has yielded impressive results. The province currently has 3,366 active study promotion branches and groups, alongside a study promotion and talent promotion fund with approximately VND 75 billion. In 2023, all communes, wards and towns achieved a “good” rating under the “Learning Community” model. Additionally, 440 units at the district level and 58 units at the provincial level were recognized as “Learning Units” with a good rating.

Laying the foundation for future development

The efforts to eradicate illiteracy, universalize education and build a learning society in Binh Duong are not only the responsibility of the education sector, but also the shared duty of the entire political system and the community. The province has strengthened steering committees at all levels, ensuring clear task assignments, regular inspections and practical, responsive adjustments to solutions.

Nguyen Van Phong, Deputy Director of provincial Department of Education and Training affirmed that building a learning society is considered as a core component of the province's socio-economic development strategy. The efforts of investment in educational infrastructure, teacher training, universal education standard assessments and digital transformation in teaching are all being vigorously promoted. By 2030, the goal is for all districts and cities to meet level-3 standards in lower secondary education universalization. This is a major challenge, but also a driving force for comprehensive innovation.

In addition, the province has clearly defined its long-term targets for 2030: 60% of the population aged 15 and above will have technical or vocational qualifications, including 15% holding university degrees or higher. Binh Duong is also actively participating in the UNESCO-led Global Network of Learning Cities, gradually internationalizing its lifelong learning initiatives.

Binh Duong still faces a number of challenges, especially the lack of specialized staff in the work of eliminating illiteracy, universalizing education and the uneven operation of some community learning centers. However, with a progressive mindset and long-term vision, Binh Duong is gradually removing the "bottlenecks" to go further with the synchronous connection of the entire political system as well as schools, families and the whole society to create a solid foundation for the journey of building a learning society.

By 2030, Binh Duong aims for 60% of its citizens to earn the “Learning Citizen” title, 70% of the workforce to possess life and information skills, 60% of the population aged 15 and above to hold technical or vocational qualifications. The province also aims to universalize preschool education for 4-year-old children, deploy digital universities and comprehensive digital transformation in education and training.
