Streamlining commune-level apparatus

On 11-5-2018, the Standing Committee of the Provincial Party Committee approved the Scheme on restructuring the organizational structure of the political system of Binh Duong province in a streamlined, effective and efficient manner according to Resolution No. 18-NQ / TW of the 6th Conference of the Party Central Executive Committee (term XII) (referred to as Project 711). After the Project 711 was issued, the Provincial Party Committee organized many meetings to deploy and direct the Party Committees at all levels and the government to continue renovating and arranging the political system from the province to the streamlined and operational facilities. effective, effective and consistent with the development trend, to enhance the Party's leading role in the political system; improve the effectiveness and efficiency of the State's management and the quality of operations of the Fatherland Front, socio-political organizations at all levels in the province; promote people's ownership; streamlining payroll synchronization, compact, attached to restructuring and improving quality.

After the Project 711 is implemented, departments, agencies, districts, towns and cities in the province have specific plans. Up to now, the province's entire political system has actively implemented, implemented and completed a great deal of work. In particular, the outstanding result after the implementation of Project 711 is that the apparatus of the entire political system of Binh Duong province has been arranged in a streamlined direction, continuing effective and efficient operation. In particular, the project "Arranging and streamlining public officials, officials and non-specialized people" in Lai Thieu ward, Thuan An city has become a model to draw experience for streamlining. apparatus, performing concurrent titles of the remaining 90 communes, wards and towns in the province. According to the assessment of the Organization Board of the Provincial Party Committee, the arrangement of cadres and cadres and non-specialized activists at the communal level is the high determination of the entire political system from the provincial to grassroots levels, which is agreed from the policy and organization, widely propagating, thoroughly grasping the purposes and requirements of the implementation of the project. Remove difficulties

In fact, each locality has its own characteristics, so the implementation of Project 711 still faces many difficulties. Urban areas in urban, densely populated areas should be under pressure and overworked. The arrangement of titles in hamlets and quarters is only 3-4 people working part-time, basically done well in rural areas and stable population.
