Yesterday morning (May 5), Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired a periodic session of provincial People's Committee in April 2022 to review the local socio-economic development, national defense and security during the month, set out tasks and solutions in May. The event was also attended by Mai Hung Dung, member of provincial Party Standing Committee, Permanent Vice-Chairman of provincial People's Committee; Nguyen Van Danh, Vice-Chairman of provincial People's Committee, leaders of departments, sectors, districts, towns and cities in the province.
Positive growth
The session approved 7 contents, including: the report on direction and administration of provincial People's Committee and socio-economic situation, national defense - security in April 2022; the plan to implement a program focusing on developing the local transport infrastructure system in the direction of making urbanization and building Binh Duong smart city; the plan to increase investment in construction and improve the operational quality of grassroots cultural and sports institutions for the period of 2021-2025, with a vision to 2030; the proposal of setting up a resolution stipulating tuition fees for the 2022-2023 school year for public preschools and general education institutions in the province; the proposal of setting up a resolution regulating the province’s multidimensional poverty line in the period of 2022-2025; the decision of provincial People's Committee stipulating conditions, order of procedures and authority for the policy of transferring agricultural land to implement non-agricultural projects under the Government’s Decree No.148/2020/ND-CP dated December 18, 2020.

Reportedly, the province's socio-economic situation in the first 4 months of 2022 achieved many important results. The province’s index of industrial production, import-export turnover, and domestic investment attraction increased sharply over the same period; State budget revenue and expenditure also ensured the estimate. Provincial People's Committee, departments and localities paid attention to closely monitoring the situation of enterprises, labor fluctuation, focusing on solving difficulties, supporting enterprises for production and business. The province's competitiveness index belonged to the "Good" executive group. The situation of the Covid-19 epidemic in the province was under control. The province’s political security, social order and safety were maintained.
Specifically, the province’s index of industrial production (IIP) in April 2022 was estimated at increasing by 7.3% and 11.1% over the previous month and the same period last year. The figure during the past month surged 7.5% over the same period last year. As of April 15, the province absorbed more than VND9.78 trillion in domestic investment, bringing the figure during the 4 past months to more than VND 22.9 trillion. The province also draw US$658 million in FDI capital, bringing the total amount of FDI capital pouring into the province in the first four months of the year to US$2,341 million. Besides, the province’s State budget revenue in April reached VND5.6trillion. The figure in the first four months of the year was VND23.4trillion, or 90% of the same period and 39% of the estimate of provincial People's Council.
Accelerating public investment capital disbursement
Along with focusing on recovering socio-economic development, the province has paid great attention to social welfare. Provincial People's Committee has directed relevant sectors to accelerate the implementation of social welfare policies, support rent for employees; build provincial housing development program for the 2021-2030 period, provincial social housing development scheme for the 2021-2025 period, with orientations to 2030.
In the coming time, the province will continue implementing the Resolution No. 01/NQ-CP dated January 8, 2022, the Resolution No. 11/NQ-CP dated January 30, 2022 on the Program on socio-economic recovery and development, the Resolution No. 38/NQ-CP dated March 17, 2022 on the epidemic prevention-control program, conclusion and direction of the Prime Minister at the meeting with provincial leaders; research and set up a number of specific mechanisms and policies on labor, investment capital attraction, industrial and urban development.
Speaking at the session, Mr. Minh spoke highly of results done in the first months of the year. He also suggested departments, sectors and localities to focus on implementing a number of key tasks; accelerate the disbursement of public investment capital in 2022; review and resolutely transfer capital plans between slowly disbursed projects to projects with good disbursement progress that are still lacking capital. In addition, departments, sectors and localities need to pay attention to solving difficulties and quickly implementing new regulations pertaining to enterprises; focus on making compensation, site clearance, resettlement, removing difficulties related to land procedures to implement projects.
In addition, Mr. Minh also requested departments and localities to strengthen administrative discipline, reform of administrative procedures, make the arrangement of organizational apparatus; speed up the implementation of the project on developing the application of data on population, identification and electronic authentication for digital transformation, especially 25 essential public services while focusing on solutions to ensure traffic order and safety, handling areas that are often congested and cause floods in the province.
