Localities actively respond to negative weather and climate

Binh Duong provincial People's Committee has just held a meeting to direct departments and localities to actively implement activities of natural disaster prevention and control, rescue and relief. In order to ensure the ability to cope with weather and climate conditions with many negative developments in the last months of the year, the province has required localities to strengthen their forces and regularly organize drills in the form of "4 readiness on site".

At the recent meeting of the Steering Committee for Natural Disaster Prevention and Control, Rescue and Relief held by the provincial People's Committee, departments and localities were assigned to deploy and supervise the exercise activities in accordance with their assigned functions and tasks by the specific tools. Accordingly, functional branches and localities need to focus on implementing measures for natural disaster prevention and control, rescue and relief in the direction of leanness, expertise, capacity, authority, effectiveness and efficiency. Natural disaster prevention and control, rescue and relief, proactive response to negative weather and climate conditions in the last months of the year need to clearly assign and decentralize responsibilities based on regulations and specific coordination mechanism between agencies and localities. In which, members of the Steering Committee for natural disaster prevention and control, and permanent rescue in localities are the core and leading force.

Along with plans and tasks for natural disaster prevention and control, rescue and relief are assigned in detail, specifically each year, departments and localities also need to review and implement plans and strategic master plans; thereby, gradually improving the capacity of forecasting and early warning of the risk of natural disasters, negative weather and climate at the provincial, district and commune levels. Departments and localities also need to complete the sets of documents for propagandizing and disseminating laws and policies on natural disaster prevention and control, rescue and relief, guidance and dissemination of skills and experience, especially technical skills and ability to respond to real situations when large and complex natural disasters occur.

In order to actively respond to dangerous natural disaster situations, a combination of 3 dangerous and adverse situations including storm landfall, overflowing water reservoirs and high tides in the peak months at the end of the year, Mr. Mai Hung Dung, Standing Member of the provincial Party Committee, Standing Deputy Chairman of the provincial People's Committee, requested departments and localities to continue strict implemention of Directive 09/CT-UBND dated May 9, 2022 of the provincial People's Committee on the proactive response, prevention and control of natural disasters, rescue and relief in 2022.

Mr. Mai Hung Dung also requested the People's Committees of districts, towns and cities in the area to proactively inspect natural disaster prevention and control works, the system of dikes, reservoirs and dams, and the water supply and drainage system in areas prone to flooding and landslides. Key and critical locations should be identified to promptly arrange forces to safely and promptly handle damage incidents according to the motto of "4 on the spot". In addition, in this August, localities also need to strengthen their professional forces to organize drills, and equip them with more skills and knowledge on natural disaster prevention and control, rescue and relief for officials, local authority and local people.

The localities simultaneously launch their troops

After receiving the instructions from the provincial People's Committee, in August 2022, many localities have implemented exercises to improve the capacity of natural disaster prevention and control, rescue and relief for grassroots officials, departments and people. Accordingly, most localities make hypothetical situations about multifactorial negative weather and climate changes suitable to local conditions to implement disaster response plans and industrial conservation.

Talking to us, Mr. Nguyen Thanh Tung, Deputy Chairman of Dau Tieng district People's Committee, said that after receiving Directive 09/CT-UBND of the provincial People's Committee on the implementation of plans for natural disaster prevention and control, search and rescue, in the last months of the year, Dau Tieng district has quickly consolidated its forces and implemented many drills. Specifically, up to now, 12 communes and towns in the district have completed drills for natural disaster prevention and control, rescue and relief according to hypothetical situations suitable to specific geographical and weather conditions of local climates. Mr. Tung said that district leaders are always present to supervise the drills to ensure that the drills are strictly organized, contributing to a force formation for natural disaster prevention and control, rescue and relief, capable of completing the tasks according to the motto of "4 on the spot".

In order to actively respond to the risks of natural disasters and floods in the area, at the end of July, the People's Committee of Ben Cat Town also organized a mission to review and check the operation status of the canal systems, drainage ditches in the area, which affirmed by Mr. Nguyen Trong An, Chairman of the People's Committee of Ben Cat town as annual activity organized by the locality. Accordingly, through checking the operation status of drainage works, the locality promptly comes up with appropriate dredging and remodeling plans to proactively respond to natural disasters and floods that are likely to occur in the last months of the year.

Before entering the peak rainy season at the end of the year, many other localities in Phu Giao district also provided training to carry out drills for natural disaster prevention and control, rescue and relief. Accordingly, most of the drills involved the participation of forces for natural disaster prevention and control, rescue and relief at grassroots level (major), local people and reinforcements from the district. The representative of Phu Giao district leadership said that in recent years, localities in the district have quite seriously and drastically implemented plans for natural disaster prevention and control, rescue and relief. Accordingly, localities are imbued with the idea of ​​"prevention is key to proactive respond and quick and effective manner of evacuating people first, assets later; training and rehearsals to respond to natural disasters are organized."

At the beginning of August, An Long commune of Phu Giao district, based on a hypothetical disaster situation, organized a practical exercise of more than 100 officials and people. Accordingly, the forces of natural disaster prevention and control, local rescue and relief based on the hypothetical situation of a circulating storm causing heavy rain on the Be River upstream that made many fallen trees obstruct and cause danger to the people should come up with a timely and appropriate plan. Faced with the above hypothetical situation, the Steering Committee for Natural Disaster Prevention and Control, Rescue and Relief of An Long commune promptly supplemented and adjusted the plan, made alarms, and at the same time organized the preparation of forces, materials, and vehicles ready for rescue and relief. Local forces also urgently deploy plans for disaster prevention and control, handling situations, evacuating and relocating households and properties out of flooded areas to ensure the safety of life and property.
