Localities proactively implement eradication of temporary and dilapidated houses

Under the nationwide program on the elimination of temporary and dilapidated houses, in addition to providing financial support to Bac Lieu and Nghe An provinces as assigned by the Government, Binh Duong is also focusing on mobilizing resources to support the construction and renovation of hundreds of houses for local residents.

A meaningful program

Following directives to accelerate the eradication of temporary and dilapidated houses nationwide, on November 19, 2024, provincial Party Standing Committee issued a directive to strengthen the Party’s leadership and direction in implementing this effort within the province. Provincial People's Committee also issued a decision to establish provincial Steering Committee for the implementation of this program (briefly called provincial Steering Committee). After that, the Steering Committee convened a meeting to initiate the program for 2025.

 Binh Duong considers the eradication of temporary and dilapidated houses as one of its key tasks to help improve the quality of life for poor and near-poor households as well as families facing particularly difficult housing conditions. This initiative aims at providing residents with stable living conditions, enabling them to focus on work, economic development, gradually increasing their income to escape poverty sustainably. It also contributes to the successful implementation of sustainable poverty reduction and social welfare policies.

Through this program, there is a strong shift in awareness and responsibility among Party committees, authorities, political and social organizations, businesses and society as a whole toward poor and near-poor households facing housing difficulties. The program not only reflects deep humanitarian values and the spirit of solidarity—ensuring that no one is left behind—but also inspires self-reliance and the aspiration of the people to rise up out of the poverty.

The funding for this program will be mobilized from three main sources: social contributions from businesses, organizations, individuals and public officials in the province; the "For the Poor" Fund at various levels and the State budget (utilizing 5% savings from the 2024 regular expenditure budget). According to initial statistics from relevant agencies and localities presented at provincial Steering Committee meeting on March 5, in 2025, the province plans to support the construction and renovation of houses, including 110 newly built houses and 195 renovated ones, for 305 eligible households. Additionally, there are 405 households in the province that do not meet land eligibility requirements. Among them, 117 households have shared land ownership while 288 households neither own land nor have a house. Furthermore, Binh Duong will allocate VND 90 billion from its savings budget to support Bac Lieu and Nghe An province in implementing the eradication of temporary and dilapidated houses under the Government's directive.

Regarding the proposed support levels, for households that meet land eligibility requirements, assistance will be provided under provincial People's Committee’s  Decision No. 1347/QĐ-UBND dated June 3, 2022, which sets funding standards for the "Great Solidarity House" program supporting poor, near-poor, and disadvantaged households in the province. Specifically, households will receive VND 100 million in support for new house construction. If the house is built on weak soil, an additional maximum support of VND 20 million per unit will be provided. For renovation or repair, the maximum support is VND 50 million per household.

For cases without eligible land (shared land title or no land/no house), local authorities will consider specific support measures, including social housing purchase or construction assistance when a land solution is available, with a support level of VND 100 million per unit.

Proactive implementation

At the provincial Steering Committee meeting on March 5 regarding the eradication of temporary and dilapidated houses, Vo Van Minh, Chairman of provincial People's Committee, highly commended the proactive efforts and early implementation of the program by localities within the province. He also instructed relevant departments and local authorities to promptly finalize the number of temporary and dilapidated houses to be addressed, ensuring the swift execution of construction and renovation efforts.

The province's overall goal for the 305 eligible houses and the 117 cases with shared land ownership is to achieve at least 50% completion by April 30, 2025, and 100% completion by June 30, 2025. For the remaining cases, local authorities will continue reviewing and developing appropriate support plans for each phase. Specifically, for policy beneficiary families and revolutionary contributors, efforts will be made to complete house construction and renovation ahead of April 30, 2025.

Nguyen Thanh Tam, Chairman of Thuan An city’s People's Committee stated that based on a thorough review, there are 81 households in the city belonging to three groups: poor, near-poor, and disadvantaged households eligible for house construction or renovation. Additionally, there are 15 policy beneficiary families. The city also has a significant number of poor, near-poor, and disadvantaged households without land, who require special attention. Under the directives of provincial Steering Committee, Thuan An city has conducted a detailed review to ensure that this policy is implemented fairly and transparently, guaranteeing that poor, near-poor, disadvantaged households and policy beneficiary families receive support in accordance with the Prime Minister’s directives.

"Thuan An strives to complete 40 houses through social contributions in the phase 1 by April 30, 2025. In the phase 2 by June 30, 2025, the remaining 41 houses will be completed. By June 30, 2025, Thuan An city will ensure 100% completion of new house construction and renovation for all 81 eligible poor, near-poor and disadvantaged households. Specifically, for the 15 policy beneficiary families, Thuan An is determined to complete the work before April 30, 2025, as directed by provincial Steering Committee", affirmed Mr. Tam.

According to leaders of Thuan An city, for households that do not meet the eligibility requirements, local authorities will further conduct thorough reviews, establish clear criteria and ensure transparency for residents. The city will also continue mobilizing social contributions to allocate these households into social housing projects currently being developed by investors in the area. If social contributions are insufficient, Thuan An will propose additional support from the province to implement the initiative.

Meanwhile, Doan Hong Tuoi, Chairman of Tan Uyen city’s People's Committee stated that after reviewing, the city identified 29 households eligible for support, including 17 households that meet the conditions for house renovation and repair and 12 households without land or housing. For the 17 eligible households, Tan Uyen city has held discussions and will proceed with renovation and repair using two funding sources: the city's "For the Poor" Fund and social contributions from localities. The city is committed to completing the renovation and repair of these 17 houses before April 30, 2025. For the 12 households without land or housing, Mr. Tuoi shared that Tan Uyen is working with local investors, particularly social housing developers, to secure housing support for these families. Additionally, donors have pledged to provide employment opportunities within the social housing areas for these residents. By the end of March, Tan Uyen city plans to submit the list of these households to investors. "Before April 30, 2025, Tan Uyen city will complete the support program to eliminate temporary and dilapidated houses for all 29 households identified in the review", affirmed Mr. Tuoi.
