Locals of Binh Duong disallowed to getting out in 18:00 to 6:00 from July 28 on

On July 27, Chairman of Binh Duong provincial People's Committee Vo Van Minh signed Document No. 3506/UBND-NC on strengthening measures of social distancing and reducing traffic density of people and means of transport.

Accordingly, the Chairman of the provincial People's Committee requested the heads of the provincial departments, agencies, mass organizations, and the Chairman of the People's Committees of the districts, towns and cities to urgently apply the time frame of the so-called curfew to minimize the circulation and activities. Specifically, people in the province are not allowed to go out; shops and business establishments must close or stop operating within the time frame from 18:00 of the previous day to 6:00 in the next day. Implementation starts from 18:00 on July 28, 2021 until further notice.

Within the limited time frame, the allowed activities include first aid, epidemic prevention and control forces or supporting forces according to the agency's coordination requirements for disease prevention and control, functional staffs and cadres and civil servants assisting leaders of the Party committees and local authorities,  members of the Steering Committee for Covid-19 Epidemic Prevention and Control at all levels, leaders of departments and branches, cadres and civil servants to advise and directly assist the leaders of the provincial Party Committee and leaders of the provincial People's Committee in direction and administration, officials, reporters, editors of newspapers and radio stations of the province and of the permanent central agencies located in the province, urban environmental sanitation workers, handling incidents of electricity, water, information systems and technical infrastructure, means of transporting essential goods, means of transporting forces performing the tasks of epidemic and disease prevention and control, means of transportation for workers at enterprises carrying out "1 route, 2 places", means of transporting materials in service of production, import and export goods, petrol retailers, and drugstores.

For the purchase of food and essential goods, it is requested that the People's Committees of districts, towns and cities should direct the People's Committees of communes, wards and townships to organize the distribution of "market vouchers" to each household on even-odd days or a certain time frame to create favorable conditions for households to purchase essential items and minimize the crowding of person-to-person contact. The People's Committees of communes, wards and townships are directed to regularly organize patrols to ensure the security and order situation in the areas.

The Chairman of the provincial People's Committee assigned Department of Industry and Trade to assume the prime responsibility for and coordinate with the People's Committees of districts, towns and cities in unifying the supply of necessities for people in quarantine, distancing and lockdown. Consideration is made for working supermarkets, shops, stable-priced essential selling locations and so on to plan for the purchase and sales quickly and rationally; people are not allowed to gather in large numbers at supermarkets, shops, and sales locations, that could cause unsafety of Covid-19 prevention and control. The Department of Industry and Trade would cooperate with the Department of Transport, the provincial Police and relevant units to research, design and organize the issuance of identification badges for delivery drivers who are allowed to get around.

The provincial Police shall assume the prime responsibility for and coordinate with the provincial Military Command and the People's Committees of districts, towns and cities in strengthening the arrangement of additional checkpoints on roads, bypasses, trails, openings, and stations to maintain effective quarantine and social distancing among individuals, groups, hamlets and neighborhoods and between Binh Duong province and neighboring provinces and cities. Coordination shall be made with the Department of Health, Department of Industry and Trade, Department of Transport, Department of Information and Communications, People's Committees of districts, towns, cities and related units to agree to extend specific instructions on identification of forces and vehicles allowed to get around after 18:00 hours.

The provincial People's Committee requests agencies, units and localities to strictly implement the above requirements. In the course of implementation, if any difficulties or problems arise, agencies, units and localities should report and propose to the provincial People's Committee and the Provincial Steering Committee for Covid-19 Prevention and Control for direct handling.
