Many solutions to building up a smart city

On Aug 10, Binh Duong Provincial People’s Committee (PPC) in collaboration with AIC Vietnam held a seminar on “Smart city model and solutions to quality innovation, improvement of state management activities" at provincial Civic Center. Attending the seminar were Mr. Tran Van Nam, member of the Party Central Committee, Secretary of Provincial Party Committee; Mr. Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of PPC; Ms. Nguyen Thi Thanh Nhan, Chairwoman cum CEO of AIC Vietnam; and heads of provincial agencies and sectors, representatives of businesses, and foreign experts.

Determining sustainable progress

According to reports, after nearly 30 years of renewal policies and almost 20 years of re-establishment, Binh Duong Province has changed from an agricultural province with many difficulties, limited and asynchronous socio-economic infrastructure to a strong industrial province, a highlight on Vietnamese economic map.

To keep promoting the gained achievements and identify more sustainable steps in the future, on Mar 28^th 2016, PPC, Netherlands Consulate in Vietnam, and Becamex IDC organized a seminar of Binh Duong Province turning towards a smart city with the theme “Together building a sustainable future”.

The seminar was a great success, contributed to forming conceptions, defining a harmonious relationship between the State, businesses and scientists in building Binh Duong according to the smart urban city model. Thanks to this seminar, Provincial Party Committee put forward important policy and orientation to the implementation of the Smart city project, forming the premise of Binh Duong development in the new period with five central goals: Improving the quality of human resources; planning civilized and modern urban; developing services with high levels of intelligence; mobilizing resources for development; branding and marketing Binh Duong Province at an international scale.

To develop a smart city model, identify rational solutions to improving the quality, effectiveness of State management activities, at the seminar, many solutions to intelligent transportation, intelligent environment, intelligent healthcare were presented by experts. Representatives of ST Electronics Company (Singapore) gave a presentation on intelligent transportation, which included smart traffic control center, improved control system of traffic lights, camera surveillance system, law enforcement system... The ITS (intelligent transport system) application solving urban traffic problems is necessary to bring economic benefits, save time, protect the environment and vehicles of traffic participants.

Jaks Resources Berhad Company’s representative (Malaysia) said, Binh Duong province was a province with good environmental monitoring system. However, regarding automatic emission monitoring, Binh Duong has not had adequate legal documents, has not exploited all monitored data, while data processing, data sharing, connectivity and reporting are still weak…

Therefore, to become a smart city, Binh Duong has to establish a general operation center for the whole system managed, operated by Department of Natural Resources and Environment and monitored by PPC.

To keep innovating and creating

In order to contribute to successfully building the smart city model, at the seminar, experts came up with several solutions to innovation and creativity, which focused on smart education solutions, scientific – technological nursery garden. According to experts, smart vocational education and human resource cultivation is an educational environment that is equipped with fully material facilities, IT applications, software in management (from the Central to schools and classrooms), in teaching, learning; and has Internet access, TV with direct access to materials. Teachers and students are trained to be able to these systems of schools.

Regarding educational smart solutions, many experts said, Binh Duong should develop key projects meeting international standards and make every effort into performing following projects: smart schools, gifted schools, standardized schools, synchronous solutions to improve vocational schools to meeting social requirements. In addition, the province should set up a general smart control system of the educational – vocational system and training programs for provincial human resources integrated with the national smart educational system.

Regarding start-up nursery garden, this is an environment, where realizes innovative ideas, is a community for new venture launching… Mr. James Chang, Chairman of GKE Consulting Group (USA), a specialist in global start-up nursery garden, said we should think start-up was not merely establishing a business, but contributed to a workforce with high creative and enrichment spirit. According to him, we need to attract large corporation’s investments in new technologies, encourage outstanding students, researchers, young entrepreneurs; and update innovation and start-up trends, establish start-up centers; cultivate excellent human resource and businesses, create development opportunities, invite students, researchers, young entrepreneurs to join start-up nursery garden…

To help the province implement start-up nursery garden, according to Mr. Chang, international standards of start-up nursery garden need to be transferred, design consultancy and start-up nursery garden should be implemented in Binh Duong, operating process of international start-up nursery garden also needs to be transferred, a human resource for operating the nursery should be cultivated…
