Many useful applications of Project 06

Recently, the Party Committee and the government of Binh Duong province have consistently directed and implemented the Government's project "Developing the Application of Population Data, Identification, and Electronic Authentication to Serve National Digital Transformation for the Period of 2022-2025, with a Vision to 2030" (referred to as Project 06).

Notably, in October, Binh Duong became the first locality to apply the "Land Database of the Ministry of Natural Resources and Environment to Simplify Administrative Procedures in the Field of Residence." This initiative has significantly contributed to enhancing connectivity, sharing databases, and effectively resolving administrative procedures to better serve citizens and businesses in the electronic environment.

Data digitization

In 2024, Binh Duong province has outlined 18 tasks to implement Project 06. To date, 15 out of the 18 tasks have been completed, while the remaining tasks are still in progress. Additionally, party committees and authorities at all levels have prioritized the pilot implementation of several new programs, with 48 tasks assigned by the Government.

Local police department advises individuals on utilizing land data for completing administrative procedures related to residency.

The Provincial Working Group for Project 06 has completed 11 of 48 programs and tasks, with 37 others actively in progress. Binh Duong has been chosen as a pilot region to link the land database with the national population database to simplify residency administrative procedures.

The Provincial Steering Group has tasked members to quickly match and clean land user information. By October, 851,737 of 896,566 land use cases had been compared and cleared, achieving 95% completion. The group is collaborating with ministries to finalize the connection and sharing of land databases for residency procedures. On October 28, Binh Duong launched this program, resolving 230 applications on that day.

Binh Duong has launched a pilot program called "Electronic Health Book on the VNeID Application." This program has been implemented at all health insurance medical examination and treatment facilities that are connected to the Vietnam Social Security's health insurance appraisal portal. Users can look up health insurance card information using their ID card and can register for a digital signature to digitally sign the connected data in accordance with regulations.

As of now, the province has taken steps to prepare for the deployment of electronic health books, referral papers, and re-examination appointment papers through the VNeID application. By November, over 341,000 health insurance records, more than 326,810 electronic health records, over 3,110 paper referral records, and more than 16,840 paper re-examination appointment records had been integrated.

“Additionally, a plan has been developed to pilot the implementation of the electronic health book within the province to facilitate its integration with the VNeID application. We are also collaborating with the Ministry of Public Security and Cho Ray Hospital to finalize the regulations needed for creating, connecting, accessing, and utilizing electronic health book data, re-examination appointment papers, and referral documents for medical examinations and treatments”, said a representative from the Provincial Working Group overseeing Project 06.

To intensify propaganda

To achieve these remarkable results, it is crucial to emphasize the significance of effective propaganda and mobilization efforts aimed at encouraging public participation in Project 06. Lieutenant Colonel Huynh Van Thanh, Head of the Provincial Police Department of Administrative Management of Social Order, explained that Project 06 will have specific tasks at each stage, and successful execution of these tasks relies heavily on effective communication.

The Provincial Police actively advised the Provincial Project 06’s Task Force to implement a comprehensive propaganda plan. This plan involves coordinating with relevant agencies and local authorities to disseminate the tasks, significance, importance, and benefits of Project 06, like the advantages of the VNeID application and electronic identification accounts, which facilitate administrative procedures through online public services. These efforts aim to build consensus within the community, enhance the awareness of agencies, organizations, and individuals, and motivate the public to engage in the digital transformation process and contribute to the objectives of Project 06 in the province.

Local police in the province are continuing to issue ID cards to people to contribute to the completion of digital citizen utilities, executing the tasks of Project 06.

Recently, reports from Di An City indicate that the "Mobile Public Administration" program has been implemented in various residential areas and apartment buildings with a high population density. This initiative aims to educate residents, facilitate the submission, and resolve administrative procedures in an electronic environment.

At each location, members of the "Mobile Public Administration" team actively disseminated information, answered questions, provided guidance, and assisted residents with administrative procedures in areas such as land management, justice, civil status, residence registration, issuing ID cards for children under six years old, creating digital signatures, and processing passport applications. After several months of operation, the "Mobile Public Administration" has proven to be effective in reforming and simplifying administrative processes. It has also contributed to increased trust and satisfaction among residents and businesses in the area.

"Thanks to widespread consensus and strong support from the community, the province has now issued over 2.2 million citizen identification cards and identity cards. Additionally, more than 1.9 million level-two electronic identification accounts have been created, with over 1.7 million of these accounts successfully activated. This achievement reaches 141% of the target set by the Central Government and significantly contributes to the completion of the digital citizen utility program," stated Senior Lieutenant Colonel Huynh Van Thanh.
