Mass mobilization contributes to sustain public trust in the Party leadership, affirmed Liem, the member of Standing Board of the Mass Mobilization of Provincial Party Committee

October 13, Provincial Party Committee holds a meeting to mark 85^th anniversary of mass mobilization of the Party (October 15, 1930 – October 15, 2015) in the face of grand celebration of the upcoming 10^th Provincial Party Congress and the 12^th National Party Congress. Talking to reporters of Binh Duong Newspaper, Nguyen Thanh Liem, the member of Standing Board and Head of Mass Mobilization of Provincial Party Committee affirmed that the continual improvement of mass mobilization has been valuable in connecting the Party decisions and the public determination for the success of the cause towards industrialization and modernization in recent years.

- Sir, could you please brief through the foundation and historical meaning of mass mobilization in the revolutionary cause of Vietnam?

- 85 years ago when the Communist Party of Vietnam (CPV) was established, from October 14 to 31 in 1930 in Hong Kong, the first session of CPV was adjourned to agree upon political doctrine, regulations, and resolutions on mobilization of workers, farmers, young communists, women, military, aids, and the Ally of Emperior Resistance. The resolution of CPV pointed out that Party committees in cities and provinces must organize a specialized board of mass mobilization. From October 1930 on, such boards had been established to call upon the public to join up the revolutionary cause of CPV.

After August Revolution in 1945, President Ho Chi Minh wrote an article of mass moblization which was published on Su That (The Truth) Newspaper on October 15, 1949. In October 1999, by recommendations of central mass mobilization, the Politburo decided to take October 15 as the anniversary day of mass mobilization of the Party or Mass Mobilization Day nationwide.

Our CPV considers mass mobilization as strategic actions for the revolutionary cause of our nation as the prequisite for leadership and tight bond of the Party and the State to the public. The cause of nation building up and protection as carried out by our people in the face of international integration requires highest unity and people’s power in combination with reforms, industrialization, and modernization. As the matter of fact, the 5^th congress of the CPV has affirmed the importance of mass mobilization in the socialism revolutionary cause.

- President Ho Chi Minh taught of mass mobilization importance; please let us be informed of implementation of such teaching in Binh Duong Province for the success of socio-economic development duties, security and national defense in the last term?

- In 5 years, by the efforts of the whole Party, military forces, the people, and enterprises, socio-economic development of the province has been for significant achievements, especially the field of industrial and urban development. All-level ccommittees, authorities, fronts and unions have paid much attention to mass mobilization with improved awareness of mass mobilization amongst staffs and Party members to create general power and unity of the public. Mass moblization of the political system has recently been implemented effectively in the society, contributing significantly to Party buiding and leadership improvement, gaining the public trust in leadership and management.

All-level authorities have promoted the implementatio of Directive No. 18/2000/CT-TTg of the Prime Minister on enhancing mass moblization. They also signed cooperation agreements to help fatherland front committees and political-social unions to monitor and contribute into authority building and timely resolution of renunciation. The good relationship with organizations and unions, enterprises and the people have been for administrative reforms, democracy, anti-corruption, life improvement for officials, civil servants, and cadres, poverty reduction, etc.

- To satisfy the requirements and demands of accelerating industrialization and modernization of the nation, what will be the targets and duties of mass mobilization for the time to come, sir?

- To well implement mass mobilization for the time to come, all-level committees, authorities in the province will be concentrating on major tasks including the implementation of Decision 1370-QD/TU, Action Plan No. 69-CTHD/TU dated August 26, 2013 of Provincial Party Committee in implementing Resolution No. 25-NQ/TW dated June 3, 2013 of the 7^th Conference of Central Committee of CPV (the 11^th tenure) on improving Party leadership of the mass mobilization in the new stage, annual inspection and check-up the allocation and promotion of the grassroots, the promotion of regulations on democracy in the grassroots, the resolution of denunciation of the public, the acceleration of building up public friendly authority and offices by the Plan No. 3408/KH-UBND dated October 03, 2014 of Provincial People’s Committee with continual implementation of Directive No. 18/2000/CT-TTg of Prime Minister, effective implementation of Conclusion No. 114-KL/TW dated July 14, 2015 of the Secretariat on improvement of mass mobilization in State’s agencies, periodical summing up and checking up of the mass mobilization activities to be held by authorities, agencies, and the armed forces.

Concurrently, the activity contents and methods of fronts and unions shall be integarted into effective implementation of Decision No. 217-QD/TW and Decision 218-QD/TW of Politburo on social inspection and critique to build up the Party and authorities of general power of forces and effective mass mobilization in the new stage. All sectors and levels have summed up patriotism emulation movements with well mass mobilization from 2011 to 2015. Besides, the mass mobilization staffs must be improved to satisfy the needs of political duties in the new stage, facilitating participation and qualification improvement of them for stanadardized mass mobilization.
