Maximizing convenience for import and export activities

In the early days of the Lunar New Year 2023, import and export activities in Binh Duong province have continued having many good signs. To ensure enterprises’ goods not to be congested, during the 7 days of the Tet (Lunar New Year) holiday (from January 20 to 26), provincial Customs Department completed customs clearance procedures for 32 enterprises with the number of 221 declarations, the total import-export turnover of over US$ 19.9 million.

Striving to achieve State budget revenue estimate

According to Nguyen Thanh Binh, Deputy Director of provincial Customs Department, during the 7 days of Tet holiday, the unit ensured fast customs clearance of goods for 32 enterprises with the number of 221 declarations, the total import-export turnover of over US$19.9 million. Thu Dau Mot city’s Customs Sub-Department had the most customs clearance declarations with 182 from 9 enterprises, total turnover of over US$ 13.6 million. From the morning of January 27, 2023 (January 6 of lunar calendar), the units under province Customs Department have operated normally.

By the end of 2022, the State budget revenue of provincial Department of Customs was over VND 19.2 trillion, reaching and exceeding the target compared to the plan assigned by the Ministry of Finance and provincial People's Council (VND 17.8 trillion). Deputy Director General of Vietnam Customs assessed that for many consecutive years, the Customs Department has been one of the top 10 units in the whole sector in terms of revenue and is one of the leading units in the sector in terms of reforming, modernizing and applying information technology to management, creating favorable conditions for the business community to work.

Mr.Binh said that in 2023, in order to achieve the set State budget revenue estimate, the unit will further promote administrative procedure reform and customs modernization, facilitating businesses. Right in the early days of 2023, provincial Customs Department has focused on implementing main tasks and solutions to improve the business climate, improve competitiveness, remove difficulties for production and business; further researched and proposed initiatives to reform administrative procedures, especially ones related to import and export activities, shortening time and costs; implemented tasks on implementing a plan on digital transformation of the customs sector, building digital Customs Sub-Departments towards a smart customs model...

Determined from the beginning of the year

However, according to provincial Department of Customs, in 2023, businesses will continue facing challenges from inflationary pressure, leading to the province's traditional import-export market that may be shrunk. However, with the determination of collecting more than VND 20.2trillion in revenue assigned by the sector and province in 2023, right from the beginning of the year, provincial Department of Customs has set up and issued a plan on managing State budget revenue. Particularly, the department has clearly defined groups of tasks and specific solutions while assigning tasks to each unit so that the units can be proactive to implement them effectively.

According to the State budget management plan in 2023, the two units assigned the highest State budget revenue are My Phuoc Industrial Park Customs Sub-Department with VND 5.15 trillion and Song Than Industrial Park Customs Sub-Department with VND4.1trillion. The remaining units are Thu Dau Mot Customs Sub-Department with more than VND 3.15trillion; The Customs Sub- department for management of import and export goods outside the industrial parks with VND2.2trillion; Song Than Customs Sub-Department with US$ 1.7 trillion; Binh Duong General Port Border Gate Customs Sub-Department with VND1.2trillion; Viet Huong Industrial Park Customs Sub-Department with VND800billion; VSIP Industrial Park Customs Sub-Department with VND 1.9trillion.

Huynh Anh Tuan, Director of Binh Duong General Port Border Gate Customs Sub-Department said that over the past time, in order to support and create favorable conditions for businesses, the sub-department has always promoted the application of information technology and modern equipment to strengthen the management and prevention of negative behaviors. The sub-department is always on duty 24/7, including Tet and great holidays, to assist businesses in making customs clearance for goods in the fastest way. The sub-department is further improving the quality of customs officers to meet the requirements of digital and smart customs in the coming time.

Speaking at provincial Customs Department’s conference summarizing its activities in 2022 and seting out orientations, tasks for 2023, Nguyen Van Danh, Vice-Chairman of provincial People's Committee emphasized that in 2022, the situation in the country and the world had many changes, affecting Vietnam in general and Binh Duong province in particular. However, Binh Duong still attracted foreign investment capital and saw the growth of exports over the same period. The above result was actively contributed by provincial Customs Department. The unit actively contributed to improving the local competitiveness index, investment attraction. To ensure the completion of the objectives and tasks in 2023, provincial Customs Department should further promote administrative procedure reform and customs modernization, creating favorable conditions for enterprises; strengthen the inspection and control of smuggling and trade fraud, contributing to increase State budget revenue in association with the local economic development

In 2022, overcoming difficulties and challenges, the customs sector achieved and exceeded most of the assigned tasks and targets. The Customs Department smoothly handled customs procedures for 6,975 enterprises (an increase of nearly 5%) with a total of over 1.7 million declarations (up 2%); State budget revenue reached over VND 19.2trillion, meeting and exceeding the target set by the Ministry of Finance and provincial People's Council (VND 17.8trillion).
