Maximum effort to fulfill tasks
On the afternoon of June 19, provincial Party Standing Committee held the 48th Conference of the 11th provincial Party Executive Committee to review the first six months of 2025 and outline key tasks from now until provincial merger. The report presented at the conference showed that the province’s socio-economic situation in the first half of the year achieved many positive results. Organizational restructuring was carried out urgently, rigorously and effectively; social welfare work was attentively and thoroughly implemented.
Solid economic growth
At the conference, Nguyen Loc Ha, Permanent Vice Secretary of provincial Party Committee reported on the socio-economic, national defense-security situation and the work of Party and political system building in the first half of 2025. Since early this year, provincial Party Standing Committee has focused on implementing plans in these key areas. As a result, the socio-economic situation recorded positive achievements, with estimated GDP growth reaching 8.7%, the highest increase in the past five years for the same period.

Industrial production activities showed signs of improvement. The province effectively promoted dialogue mechanisms and consistently supported businesses. At the same time, enterprises proactively adapted to minimize negative impacts from U.S. tariff policies. The industrial production index was estimated to increase by 10.19% year-on-year. The province launched construction of Cay Truong and Bau Bang Industrial Parks (IPs), the belt road 4, the FPT Complex and the establishment of a centralized IT zone. Legal procedures are being expedited to ensure timely investment in new IPs. In addition, the province has completed investor selection for the North Tan Uyen mechanical IP. Outstanding difficulties in the electricity sector, especially related to power grid relocation, are being resolved assertively.
Along with efforts to invest in infrastructure development, the province has implemented resolutions, conclusions and directives from the Government, particularly regarding the restructuring and reorganization of the administrative apparatus and the establishment of two-tier local government. The Resolution No. 57-NQ/TW has received focused, timely, and effective attention. The province has proactively developed plans for adjustments and additions based on the guidance and instructions from the Government, ensuring that no assigned task is delayed. To date, 28 out of 87 tasks have been completed, 58 tasks are in progress and one task has not yet been implemented as it is pending further guidance from the Government (specifically, the development of a plan to support enterprises in creating new digital applications and services under the public-private partnership (PPP) model).
Along with economic development, the province consistently focused on social welfare. Timely support was provided to people with meritorious services, the poor, near-poor and disadvantaged individuals, particularly during holidays and New Year festivals. Employment services were offered to 67,993 workers, creating new jobs for 19,417 people (36.9% of the yearly target). Efforts to eliminate substandard houses were implemented effectively, with 332 of 403 houses either newly built or repaired; 71 houses are under construction (including 1 for a person with meritorious service and 70 for poor households), with a firm commitment to complete and hand over all by June 30.
Thorough preparation for two-tier local government
From now until the end of June 2025, the province will focus on the following priorities: Ensuring absolute security and safety for strategic targets, infrastructure and political-cultural events; continuing regular patrols and surveillance to maintain political security, social order and fire/explosion prevention; ensuring the progress of the surveillance camera project. The province will urgently finalize military and police personnel arrangements for newly formed communes and wards to ensure operational readiness by July 1, 2025. All procedures related to establishing new administrative units must be carried out strictly and legally, including restructuring Party, People’s Committees, People’s Councils and the Fatherland Front to ensure seamless operation from July 1 as per central directives. Timely and sufficient policies for officials, civil servants and part-time staff will be implemented. The province will also focus on organizing grassroots-level Party congresses under regulations and central guidance to ensure completion by June 30 and commune/ward-level Party congresses for the 2025–2030 term by July 31. The province will proactively contribute to the draft documents for the Party Congress of Ho Chi Minh City post-merger.

In his directive remarks at the conference, comrade Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation acknowledged and commended the spirit of solidarity and tireless dedication of all comrades in the Party Executive Committee, all-level Party organizations, authorities, Vietnam Fatherland Front, mass organizations, armed forces, the business community and the people of the province. He particularly highlighted their efforts during the first six months of 2025, a period full of challenges, but also marked by significant achievements.
Provincial Party Committee Secretary emphasized that in accordance with directives from the Government, the provincial merger must be completed by July 1. At the same time, district-level operations must be concluded and 36 newly established communes and wards must become operational. With the principle of ensuring no disruption in governance, service delivery or jurisdictional coverage, the entire political system is required to carry out an enormous volume of work within a very limited timeframe—only 11 days remain. In parallel, the province must focus on directing and accelerating construction progress, expediting the disbursement of public investment capital, thoroughly resolving the remaining difficulties and bottlenecks facing businesses in order to promote socio-economic development.
Provincial Party Committee has instructed all-level authorities and sectors to focus on a number of key tasks, including focusing on addressing and resolving all difficulties and obstacles faced by businesses related to administrative procedures, land issues, stalled projects caused by complications in land valuation processes, especially those concerning investment, planning and land-use procedures in order to accelerate the implementation of strategic investors’ projects such as those by Becamex IDC, Sungroup, Thaco and FPT. Efforts must also be made to speed up the disbursement of public investment capital and enhance the accountability of leadership, with a strong and determined directive spirit under the following principle: “For projects lacking procedures, swiftly complete the necessary formalities; for projects with completed procedures, expedite the groundbreaking and for projects already underway, accelerate construction progress”.
At the district and commune levels, focus must be placed on site clearance for key projects and the disbursement of locally managed public investment funds. Final payments and handovers to relevant agencies must be completed before the conclusion of district-level operations. Determined efforts must be made to complete legal procedures and construction for critical infrastructure projects.
“In the context of undertaking a comprehensive reform of the administrative apparatus, including the provincial merger, the conclusion of district-level operations, the consolidation of commune-level administrative units, and the establishment of a two-tier local government, with an extremely heavy and demanding workload, it requires the entire political system to act with determination, unity, synchronization and simultaneity”, emphasized provincial Party Committee Secretary Nguyen Van Loi. At the same time, it is essential to maintain consistency and joint effort in striving to fulfill the assigned tasks in order to ensure the smooth and effective operation of the administrative system, ultimately bringing benefits and a prosperous, happy life to the people.
In the first half of the year, the province attracted VND 73.659 trillion in domestic business registration capital (equivalent to US$ 2.9 billion) and US$ 850 million in foreign investment (2.3 times higher than the same period last year). The province now has 78,418 operating businesses with total registered capital of VND 879.991 trillion and 4,512 projects totaling US$ 42.7 billion. Total development investment capital was estimated at VND 76.559 trillion, up 12.5% year-on-year. Export turnover was estimated at USD 18.416 billion, up 13.9% year-on-year, with a trade surplus of over US$ 5.3 billion. State budget revenue was estimated at VND 44.851 trillion, reaching 62% of the target set by the Prime Minister and 57% of the target approved by provincial People’s Council, an increase of 26% over the same period in 2024… |
