Measures for recovery of production and business operations flexible

The Management Board of Binh Duong provincial Industrial Parks is developing an economic recovery plan on the principle of safety and flexibility to gradually adapt to the state of the Covid-19 epidemic to reopen all production and business activities in industrial zones.

To facilitate production recovery

Before the complicated developments of the Covid-19 pandemic, Binh Duong has been continuing to maintain production and business activities in eligible places under the motto of "being safe to produce and production must be safe". The province is making every effort to protect and create conditions for enterprises to implement "3 on site" and "1 route, 2 destinations" to continue maintaining production. In the province, about 3,200 enterprises have registered and been operating under the "3 on site", "1 route, 2 destinations", and "3 green" solutions with nearly 265,000 working employees.

Recently, the Management Board of Industrial Parks of the province has issued Plan No. 27/KH-BQL on the prevention and control of the Covid-19 epidemic and the restoration of production and business activities of enterprises in the industrial zones. The plan aims to continue to support and create favorable conditions for enterprises to maintain production and business activities and ensure safe production conditions; thereby, contributing to stabilize economic growth, recover and develop production and business operations when the epidemic is under control by ensuring state budget revenue, social security, employment, health care, and living conditions for workers.

According to Mr. Bui Minh Tri, Head of the Management Board of the provincial Industrial Parks, currently about 64% of enterprises in industrial zones are maintaining production activities under the "3 on site" option or “1 route, 2 destinations". However, the "3 on the spot" option faces many drawbacks. Therefore, in the new situation, production plans of enterprises need changing to ensure safety and suit the situation of the Covid-19 epidemic, especially the areas that have been announced "green zones" in order to help businesses reduce costs, maintain supply chains, create jobs and ensure the lives of workers to bring the operation of the industrial park back to life.

Safety ensured

According to the business recovery plan of enterprises in the industrial parks and striving in the coming time, enterprises in the industrial parks will apply a roadmap to reorganize production and business operations according to specific timelines. For enterprises that are maintaining operations, from September 16 to December 31, 2021, will reach 80% of their capacity compared to before the epidemic occurrence; for enterprises that are shutting down, from September 16 to October 31, 90% of enterprises will return to production activities and by December 31, 2021, 100% of enterprises will be working as compared to before the epidemic.

In order for businesses to return to operations according to the above roadmaps, the Management Board of the provincial Industrial Parks said that businesses can apply the model of "3 green" or "3 flexible on site" depending on the situation of epidemic control and technology enabling green zone declaration of local authorities. For green areas, the "3 green" model which is "green factory, green accommodation, and green worker" is applied. For the rest of the region, the model of “3 flexible on site” is applied. Accordingly, enterprises of "3 on the spot" are allowed to let employees go home after each shift when fully meeting the regulations. Mr. Nguyen Minh Hai, General Director of Sonova Vietnam Company, VSIP I, said: “We are monitoring the business and production recovery plans of the province and the Industrial Park Management Board about the reopening schedule for economic activities to prepare for the formulation of plans to increase the number of employees and expand the production scale.”

In order to further strengthen safety measures to prevent and control the Covid-19 epidemic and to support enterprises in industrial parks to restore production and business, the Management Board of the provincial industrial parks has asked industrial park investors and enterprises to quickly deploy the establishment of mobile medical stations in the industrial parks. Accordingly, each industrial park must have a mobile medical station established; and in large-scale cases, at least 2 medical stations must be established, and 5,000-7,000 employees must be covered by a mobile medical station. The health stations will actively coordinate with Department of Health to receive professional guidance in association with fully equipped facilities, human resources, medical supplies and necessary medicines. Mobile medical stations regularly check and supervise to ensure that they can meet Covid-19 epidemic prevention and control activities in industrial parks.
