Methods and contents to be innovated to improve propaganda and education

In each term and stage of nation development, propaganda and education agencies have out-played their roles of ideology and culture consultancy for the Party. Ever since its establishment, Binh Duong Provincial Propaganda and Education Board has made significant contribution to people’s liberation and nation construction and protection in the cause of reforms led by the Party. On marking 85 years of propaganda and education sector, Binh Duong Provincial Newspaper reporter had an interview with Mr. Nguyen Minh Giao - Member of Standing Committee cum Head of Propaganda and Education Board, on historical pathway and major orientation of propaganda and education for the time to come.

Reporter: Sir, being an important part of the Party operations, propaganda and education had contributed greatly to the cause of people’s liberation and nation construction and protection. What are your evaluations of the development stages and significant contribution of Thu Dau Mot propaganda and training board which is now Binh Duong Provincial Propaganda and Education Board?

Mr. Nguyen Minh Giao: In 85 years of combats, constructions, and growing-up, our Party has always considered propaganda and education as the vital factor in its operations. Propaganda and education are vital in constructing and improving political ideology foundation ò the Party and the regime. Through 85 years, changes may have been made to the staffs of propaganda and education but the consultancy for the Party in the fields of ideology, information dissemination, theories, culture, science, and education have been thoroughly ensured. The glory has been maintained, promoted and become prosperous. The propaganda and education staffs have been improved in terms of quantity and quality, making efforts to fulfill the assignments with worthy contribution to the cause of constructing and protecting Socialist Republic of Vietnam.

As for local Party Committee’s Propaganda and Education Board, the operations have been widened thanks to the combination of training and education. During the process of nation liberation and development, local propaganda and education organ has been developed constantly in terms of organization and professional operations, fulfilling all assignments of local party committees and senior authority.

Ever since the establishment on May 10, 1949, the propaganda and education organ has been improved by its staffs. During the construction and development process, local propaganda and education organ has been honored by the State’s President with first rank Labor Decoration and third rank Independence Medal. Prime Minister, Party Committee, and People’s Committee have awarded various emulation flags and merit certificates. Those are general achievements and efforts of generations of propaganda and education staffs in Binh Duong Province. Such achievements have also contributed significantly to the general development of the province.

Reporter: To ensure information dissemination, oral and speeches by lecturers play significant role. Recently, how have them been improved and developed regarding their operations, sir?

Mr. Nguyen Minh Giao: The oral and speech information dissemination by lecturers of the local Party Committee has been based on leadership and direction of central propaganda and education organ, local Standing Committee, and local reality. All-level committees have frequently focused on improvement of lecturers, bringing up effects on general information dissemination activities. Up to date, all the 16 grassroots party committees of Binh Duong Provincial Party Committee have their own lecturer staffs to satisfy local political needs.

Through local political activities and by oral presentation, lecturers have delivered hot news, political views on homeland and nation traditions, and local revolutionary history to inspire people’s pride and improve public trust in national and local innovation. Binh Duong Provincial propaganda and education lecturers are well qualified in terms of ability, political theories, firm political points of view, ethics, life-style, basic knowledge of Marxism-Leninism and Ho Chi Minh Ideology and doctrine of the Party, policies and laws of the State. They are generally knowledgeable of political, economic, cultural, and social fields including national defense and security. Majority of them have good presentation, communication, and information treatment skills. They have methodologies in analyzing, reasoning, and convincing the public. They are highly aware of disciplines, especially for the statements they may deliver. They are responsible, enthusiastic, and devoted to the assignments by maintaining frequent information updates for improvement of their profession of oral delivery which has been effective in delivery of the Party’s resolutions among secretaries and standing committee members.

The information dissemination methods of the lecturers have been constantly reformed. Some of them have made use of information technology to prepare slideshows to make the speeches more attractive. They also have turned to more interaction with the listeners so that they can grasp up social rumors and extend their orientation of ideology among officials, Party member and the public.

Reporter: For the time to come, it is unpredictable to follow the world’s and nation’s development, what are the innovation measures for contents and operations of propaganda and education to fulfill the assignments, sir?

Mr. Nguyen Minh Giao: Aside from the achievements, Binh Duong Province is still facing socio-economic challenges, requiring more efforts to overcome. Thus, local propaganda and education organ, for the time to come, should made more efforts to improve their operations in the new stage. The persuasive effects should be intensified. The board should be in service of socio-economic development and constructing a strong and transparent Party; to build up and develop culture as well as Vietnamese people for sustainable development of the nation. Particularly, the propaganda and education should be focused on prevention of “peaceful overturning” in the fields of ideology and culture, contributing to the cause of constructing and protecting Socialist Republic of Vietnam in general and for a civilized and beautiful city out of Binh Duong Province.
