Ministry of Construction Nguyen Thanh Nghi: Social housing program in Binh Duong is whole country’s model

Early November 16, a delegation of the Ministry of Construction, led by Nguyen Thanh Nghi, member of the Party Central Committee, Minister of Construction, visited and worked with Binh Duong about the local social housing development, State management of the construction industry. Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee received the delegation.

Solutions to ensure social welfare

Speaking at the meeting, Mr.Nghi emphasized that promoting social housing projects, especially ones for workers in industrial parks (Ips), is one of the major policies, always receiving attention from the Government, especially after the 4th wave of Covid-19 pandemic. But now, the demand for social housing is very large, but the number of social housing projects to meet this demand is too small. In the coming time, leaders of the Ministry of Construction will consider and allocate State budget capital or call for socialization to invest in more social housing projects, continue vigorously implementing social welfare policies, contributing to ensuring the local social welfare.

The province now has a total of 34 Ips with 14,790 hectares approved by the Prime Minister. Up to now, 29 IPs have been established with ​​12,662 ha, 27 of which are operational. The total number of employees in the local Ips is more than 479,000 out of 1,648,000 laborers in the whole province. According to Vo Hoang Ngan, Director of provincial Department of Construction, in 2011, Binh Duong built a program on social housing development, aiming to meet the housing demand of workers in urban areas in the local process of industrialization and modernization right after the Prime Minister made decisions on housing for workers, low-income people, students in urban areas.

From 2011-2020, the province developed various types of housing. There are now 40 social housing projects completed and put into use. In addition, employers built houses for workers. There were also many lodging facilities by built by people with a total floor area of over 1.7 million square meters and over 600,000 rooms, providing accommodations for over 1,481,000 employees.

 

Mr. Ngan said that every year, Binh Duong needs additional tens of thousands of workers to ensure the development of industries and economic growth, so housing and urban development is always concerned by provincial leaders. The goal of the province in the 2021-2025 period is to develop additional 1 million houses, aiming to provide accommodations for workers and low-income people. The province will also further develop social housing projects to serve the demand of housing for workers, low-income people in urban areas; focus on developing houses for workers in industrial parks and compounds.

Encouraging investment

After learning about people's lives in the social housing areas of Phu Hoa, Hiep Thanh 3 and Becamex Dinh Hoa, Minister of Construction Nguyen Thanh Nghi spoke highly of the social housing model of Binh Duong. The minister said that over the past time, Binh Duong was evaluated very successfully in developing social housing projects, especially ones for workers. In the coming time, the province should further focus on promoting the implementation of social housing programs; promote reform of administrative procedures, create favorable conditions for enterprises and people to actively participate in social housing development...

Becamex IDC is an unit taking the lead in the implementation of a social housing project with an initial scale of 120,000 apartments, providing accommodations for more than 300,000 people. The social housing model of Becamex IDC is built on a clean land fund with the selling price of between VND100million and VND200 million per apartment with 30sq.m of floor, well serving workers and low income people’s housing demand.

 

Mr.Minh said that Binh Duong is a locality with industrial development, so the construction of social housing projects for low-income people is very important and always receives more attention from the province. The province's housing development orientation is to implement a policy of socialization, encouraging all economic sectors to invest in building houses for sale or rent, solving policy beneficiaries, workers and low-income people’s demand for housing, contributing to socio-economic development.

The province needs to effectively implement preferential mechanisms and policies on land and finance for social housing development projects under the law in order to encourage and create favorable conditions for organizations and individuals to invest in social housing projects for workers.

The province is recalculating its project on social housing to add it into the local land use plan for the next 5-10 years. In the period of 2021-2025, the province’s floor area of ​​social housing and resettlement will increase by about 2 million square meters, with a total area for social housing and resettlement about 125.5 hectares. Currently, land and procedures are available. Enterprises only need to be quick in administrative procedures to be able to proceed investment in this field. The province always wants to create the most favorable conditions for workers in settlement, thereby making contributions to the local development.
