Ministry of Home Affairs surveys payroll, downsizing in Binh Duong

On September 20, at the Provincial Administration Center, a delegation of Ministry of Home Affairs led by Vu Hai Nam, Director of Organization and Payroll Department (Ministry of Home Affairs), carried out a survey and worked with Binh Duong Provincial People's Committee on the implementation of regulations on apparatus organization, job positions, payroll, payroll downsizing, and public non-business units in Binh Duong province.

According to a report of Provincial Department of Home Affairs, implementing the Resolution 18 of the Central Executive Committee, the administrative organization under the Provincial People's Committee has 18 departments and 2 management boards for industrial parks, with 16 branches and 154 divisions reviewed and rearranged. As a result, 18 departments, 1 industrial parks’ management board (reduced by 1 board) were retained with internal organizational structure, including: 13 branches and 115 divisions (reduced by 39 divisions).

Since 2021, Binh Duong has diminished to 11 branches and 109 divisions (reducing 6 divisions under departments). The number of divisions under branches decreased from 42 to 32. For specialized agencies at district level, Binh Duong province still maintains a unified organization of 12 offices in all 9 districts, towns and cities in the province. The total number of civil servants on the payroll at the provincial and district levels assigned by the Government in 2015 was 1,986; and in 2022 was reduced to 1,711 (down 10% of the payroll according to regulations).

At the meeting, Vu Hai Nam assessed that Binh Duong province had innovative ways to complete staffing tasks in difficult conditions. In the coming time, the Ministry of Home Affairs will propose a study on the mechanism of payroll for provinces with financial autonomy; and empower localities to determine payroll. Binh Duong province needs to propose appropriate implementation methods and staffing rates in light of its actual situation.
