Yesterday (August 1), Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation chaired a meeting to hear a report on administrative reform, digital transformation and e-government building in the last months of 2022. Attending the meeting were leaders of provincial People's Committee, sectors and departments.
Deployment of many tasks on digital transformation
The report at the meeting showed that in the first 6 months of 2022, provincial People's Committee issued a plan on digital transformation for 2022; a pilot plan on Binh Duong Intelligent Operation Center (IOC); a plan on the implementation of a camera system to monitor, control traffic, security and order and handle administrative violations in the province. Provincial People's Committee advised provincial Party Standing Committee to issue a resolution on digital transformation to 2025, with a vision to 2030. Provincial People's Committee also supported and promoted departments, agencies and localities to set up projects, plans on digital transformation. Up to now, there have been 18 out 19 departments, agencies and sectors and 8 out of 9 localities establishing steering committees for digital transformation; 14 out of 19 departments, sectors and 6 out of 9 localities issuing plans on digital transformation for 2022.

Regarding the progress of building e-government, Le Tuan Anh, Director of provincial Department of Information and Communications said that the province's Data Center has been invested with the main Data Center and backup Data Center models at the needs of deploying shared application data for the government while ensuring infrastructure facilities for the local smart city development. Currently, the Data Center has continued being expanded, adding more security equipment to serve the implementation of the Project 06. The backup Data Center has further perfected in the direction of hiring services to ensure data backup for the province. “The province's e-government development level under the Government's guidance model has reached the completion level of all 4 development levels compared with guidance and prepared to move to the stage of digital government formation - a higher level of development than e-government. This digital government model consists of 5 development steps, ending with a complete digital transformation of government and the formation of a smart city ...", Mr. Anh said.
The province has completed the task of providing data to evaluate the rankings of digital transformation (DTI) index of ministries, sectors, localities under the guidance of the Ministry of Information and Communications. It is expected that this year, the province will improve its DTI ranking compared to 2021. The province ranked 31 out of 63 provinces and cities nationwide in DTI last year. The province has established a contingent of provincial-level digital transformation reporters who are the core force in the work of disseminating and training on digital transformation with coordination and support from experts of the Ministry of Information and Communications. Regarding the implementation of the digital address platform application for households in the province, by the end of May 2022, provincial Post Office basically completed the first phase of collecting, updating and supplementing information on digital addresses for 286,947 households, offices and enterprises.
Determined to "resolve difficulties", successfully building digital government
At the meeting, provincial Party Committee Secretary listened to leaders of provincial departments and sectors reporting on the results and tasks of administrative reform in the first half of 2022 and setting out orientations and tasks, especially on e-government building. Nguyen Van Minh, Director of provincial Department of Home Affairs said that in 2021, the province's Provincial Governance and Public Administration Performance Index (PAPI) ranked among the group with the highest scores. If being calculated under the score from high to low, Binh Duong ranked second nationwide in PAPI. In the first half of 2022, provincial Public Service Portal deployed 1,159 out of 1,913 online public services at levels 3 and 4. Of these, there were 1,015 and 144 online public services at levels 4 and 3, respectively; 100% online public services with e-form. The rate of online public services at levels 3 and 4 deployed on provincial public service portal reached 60.58% of the local total administrative procedures.

At the meeting, leaders of provincial departments and sectors raised difficulties at present in building e-government and proposed next options, especially a plan for training and fostering civil servants; a plan on communication to people and enterprises, capital...After hearing reports from departments and sectors, provincial Party Committee Secretary asked for heads of the Party Committees to always innovate in the 4.0 era, knowing how to order new softwares to serve people; how to use artificial intelligence to serve people. He suggested leaders of departments and sectors in the province to put themselves in the role of people and enterprises to see all their difficulties in implementing administrative procedures in the 4.0 era for better ways.
Provincial Party Committee Secretary suggested departments, sectors and localities, especially all-level Party committees to be more drastic, promote stronger internal resources, work more substantively so that people and enterprises can truly benefit from the values of the local development. He also suggested departments and sectors to really focus on developing digital infrastructure to serve digital government and digital transformation while requesting provincial Department of Finance to promptly allocate capital for projects related to digital transformation and e-government building. Along with that, he suggested the whole political system to deeply disseminate the meaning and importance of digital transformation and e-government building. In addition to combining propaganda on Binh Duong Newspaper, Binh Duong Radio and Television Station, mass organizations and localities need to drastically participate in propaganda work, raising cadres, Party members, people’s awareness of the meaning and importance of digital transformation and e-government building This is an important and solid foundation for Binh Duong to comprehensively realize digital transformation and successfully build Binh Duong smart city.
In the coming time, Binh Duong province will develop IT applications and services for specialized and internal professional work for all State agencies to form up digital data; connect and share with the national population database and enrich data for the local State management. The province will deploy a shared reporting information system under the Prime Minister's Decision No. 54/2016/QD-TTg to gradually automate reporting and statistics for quick direction and administration; upgrade a software on document management, build and deploy electronic archive subsystems of agencies, which will be completed in 2022-2023. The province will merge its online public service portal and electronic one-stop software at the requirements of the new architectural model under the direction of the Government in Decision 468/QD-TTg in 2021 approving the Scheme on renewal of the implementation of the one-stop mechanism in handling administrative procedures to better serve people and enterprises in order to complete digital government utilities.
Binh Duong has implemented a project "Securing human resources on information technology and digital transformation in State agencies for the period of 2022-2026" and set up community-based digital technology groups with the core force from the Youth Union, Labor Union, Farmers' Associations, cooperatives, education sector, leaders of quarters and hamlets. From this resource, the province will popularize digital skills, basic information safety and network security skills for people and enterprises through propaganda on the mass media, social networks and community-based digital technology groups; mobilize social resources to accelerate the implementation.
