Despite difficulties and challenges, communes implementing new rural area construction have carried out measures to meet the targets from 2011 to 2015. Phuoc Sang Commune Center of Culture has been beautifully constructed Beside 5 successful commune in 2013, Binh Duong Province has 30 remaining communes chosen for construction from 2011 to 2015 while the remaining communes shall be on 2016-2020 period.Under reports of Department of Agriculture and Rural Development by the middle of 2013, 26 communes have been approved with plans for 2011-2015. In two years, the chosen communes have achieved high results from good starting positions. This leads to dilemma for those communes of lower starting point. In two years, the program of constructing new rural areas has been basically accomplished in terms of official and public awareness which has been enhanced.Some hard to achieve criteria have been achieved while only a few criteria have been achieved in certain communes. Currently, at 60 rural communes of Binh Duong Province, 4 communes have met less than 5 criteria while 28 others meeting 5-9 criteria in the program of new rural area construction.Those left-behind communes have gradually been improved in terms of meeting criteria by learning from reality and high determination of local people.Phuoc Sang Commune of Phu Giao District, up to date met only 5 out 19 criteria namely schools, residential housing, labor structure and forms of production organization and social security.Phuoc Sang Commune has been facing drawbacks of socio-economic infrastructure where new rural area construction is exposed to certain challenges.“We still have lower criteria, including power supply, rural traffic, income, and cultural house which required investment capital while the funding is a great challenge because local people can only donate their land-use. Notwithstanding, we have overcome those challenges to continue with potential encouragement to boost up the program,” said Mr. Trinh Thanh Loc, Deputy Chair of Phuoc Sang Commune People’s Committee.He asserted that recent adjustment of the central government for some of the criteria has been effective; however, so as to make those criteria effective, harmonious implementation should be encouraged by sectors and agencies, i.e. medical insurance criteria which should be improved in health-care services before getting local people to join in.Awareness has been proven to hold the key to promote new rural area construction.It is required that sectors and agencies should conduct detail guides so that localities shall implement the criteria easier. Besides, regular inspection and evaluation should be organized to help communes with possible adjustment. In some localities, planning for new rural areas has been very slow due to their dependence on approval which is their most encouraging cue to start up with the plan.
