ODA for environment sector well used in Binh Duong

The process of developing industry and urban in Binh Duong has created great pressure on environment protection. Making use of all resources including Official Development Assistance (ODA) funds have been well used in Binh Duong.

According to the leaders of the Department of Natural Resources and Environment, in the 2016-2020 period, the province will spend about VND13,230 billion on environmental protection, of which ODA will be around VND7,619 billion. Of the 14 environmental projects financed by the province, such as the Nam Binh Duong Water Environment Improvement Project and the Procurement of Equipment for the Environment To handle environmental incidents caused by fire and explosion, the scheme on medical waste treatment in Binh Duong province up to 2020 with a vision to 2025.

The Complex of Waste Treatment in Ben Cat Town

The Government of Japan has accompanied with Binh Duong in most major projects to improve the environment with preferential ODA. It can be referred to as a wastewater treatment plant for the whole city of Thu Dau Mot, capacity 17.650m3 / day and night. The project has completed and is functioning to collect and treat domestic wastewater for more than 13,000 households living in the area of ​​Thu Dau Mot; The Southern Binh Duong Water Environment Improvement Project is also under implementation in Sub-project 2 of the WW & D Project of Nam Binh Duong Urban Area with the capacity of 54,000 m3 / day. This project is divided into 3 phases; Phase 1 has a capacity of 17,000m3 / day and total investment of VND2,300 billion, of which ODA is 85% and reciprocal capital is 15%.

Mr. Mutsuya Mori, Chief Representative of Japan International Cooperation Agency (JICA) in Vietnam, said that Binh Duong is the most used ODA loan of Japan for the purpose and most effective in Vietnam. He was satisfied when the projects were implemented on schedule and soon put the works to improve the environment to serve people's lives.

In addition to the Nam Binh Duong Water Environment Improvement Project, JICA also helps Binh Duong to implement the Project for Strengthening Water Environment Management in River Basins. This is an ODA funded project of the Government of Japan to help the provinces and cities of Dong Nai and Saigon rivers improve the water environment in these rivers.

Process of projects accelerated

In early 2018, the Nam Binh Duong Waste Treatment Complex Project in Ben Cat District, completed phase II and put into operation (4 months earlier than planned). This project is implemented in two phases with an investment capital of US $ 30.5 million, including ODA and counterpart funds; Phase 2 has a total investment of more than 180 billion, of which ODA from Finland is nearly 131 billion. The project contributes to improve the environmental sanitation of Binh Duong, ensuring socio-economic development, towards sustainable development.

A project is also being considered by the provincial government as the Urban drainage and wastewater treatment project in the area of ​​Mae Ai town. This project has support from the World Bank. The project consists of 3 components: Waste water treatment and drainage; Renovation of rain drainage system of DT An; technical assistance and institutional strengthening for Binh Duong, Dien An Town and Binh Duong Water and Environment Joint Stock Company. Total investment capital of the project is US $ 115.234 million, including WB loans of US $ 92.212 million and counterpart funds of US $ 23.022 million. Once this project is completed, it will contribute to the improvement of water pollution control, the end of the illegal discharge of wastewater and the efficient use of water resources, contributing to the safe keeping of water sources and river basins. Dong Nai and ensure the main water supply for the Southern Key Economic Region.
