Opening of the 19th session of 10th provincial People's Council: Positive economic growth, with social welfare ensured

Yesterday (December 9), at the opening session of the 19th meeting (the last regular meeting of 2024), provincial People's Council reviewed and assessed the implementation of tasks related to socio-economic development, national defense and security for 2024. Attendees at the session included Nguyen Van Loi, Member of the Central Party Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation; Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee; former leaders of provincial Party Committee, People's Council and People's Committee as well as members of provincial Party Standing Committee.

Many economic targets achieving, exceeding set plan

In the report on the implementation of tasks related to socio-economic development, national defense and security for 2024 at the 19th session, Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee stated that the global, regional and domestic situation in 2024 continued presenting many challenges that affected the local development. In this context, since early this year, provincial People's Committee has proactively implemented the Government, provincial Party Committee and People's Council’s directives regarding tasks and solutions for socio- economic development on a monthly and quarterly basis. With the united efforts by the business community and the people, production and business activities rebounded positively, yielding many promising results, with social welfare ensured, political stability, social order-safety maintained.

An overview of the meeting

Based on the results of the last 11 months, it is estimated that 31 out of 36 economic, social, environmental and smart urban development targets for 2024 will meet or exceed the set plan. The targets that are close to being met show a higher growth rate compared to 2023... Specifically, the province's economic growth rate for 2024 is estimated to increase by 7.48%, higher than the same period in 2023. The per capita GRDP is expected to reach VND 182.6 million, an increase of VND 12.4 million compared to 2023. Foreign direct investment (FDI) is estimated to exceed US$ 2 billion by the end of 2024, surpassing the annual target. Notably, export turnover is expected to reach US$ 34.5 billion and import turnover is expected to reach US$ 24.5 billion, both showing significant increases compared to the same period last year and surpassing the targets set by the resolution. The province is also expected to maintain a trade surplus of US$ 10 billion.

In addition, the province has effectively implemented social welfare policies, job creation and vocational training. Public healthcare has received significant attention and private education institutions have continued developing. The quality of general education and vocational education has been consistently improved. Specifically, in the 2024 high school graduation exam, the province achieved a graduation rate of 99.81%, with an average score of 7.32 across all subjects, ranking 4th out of 63 provinces and cities nationwide. At the same time, the province has carried out comprehensive tasks with focus on administrative reform that has continued being a breakthrough field. The online public service portal has been fully implemented and is seamlessly connected to 100% of communes, wards, towns…

"Breakthrough" and acceleration

Speaking at the session, Nguyen Van Loc, Chairman of provincial People's Council noted that 2024 marked the fourth year of implementing the 2021-2026 socio-economic development plan. Despite facing numerous challenges at national and provincial levels, the efforts by the political system, business community and citizens have led to continued positive socio-economic development in the province. Along with results done, there are still many challenges for change. For example, although per capita income has reached a relatively high level, it has not met the set target. Business activities remain challenging. Although efforts have been intensified to accelerate public investment disbursement, the disbursement rate remains low. Urban rejuvenation projects in some areas are slow to implement with the lack of resources. The socialization of healthcare, education and culture has faced obstacles related to mechanisms and policies. Attracting investment and human resources for some 4.0 industries, green industries and high-quality services remains limited…The 19th session occurred right after the 39th provincial Party Executive Committee meeting (extended), which outlined major targets, crucial directions and solutions to address bottlenecks and ensure the successful implementation of socio-economic development and political tasks for 2025​​​.

Mr. Loc emphasized that this session is of great significance as provincial People's Council will discuss and decide on many important issues to find solutions to remove obstacles in mechanisms and policies, address bottlenecks and unlock resources for socio-economic development, ensuring national defense, public security and the well-being of the local people. He urged members of provincial People’s Council to promote democracy and intelligence, focus on comprehensive opinions on draft resolutions, on the suitability, feasibility, and effectiveness of regimes and policies; consistency and synchronization with the provisions of law; ensuring the control of power, prevent and combat corruption and negativity in the work of building resolutions so that the resolutions passed by provincial People's Council are of high quality, creating favorable conditions and giving proactive and flexible authority to provincial People's Committee in the process of organizing and implementing in  association with the formulation and implementation of resolutions to achieve the highest efficiency...

Speaking at the session, Nguyen Van Loi, Member of the Central Party Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation emphasized that 2025, being the final year of the current term, is designated by provincial Party Committee as a year of "breakthrough" and acceleration. The goal is to successfully achieve the targets and tasks for the 2020-2025 term, creating momentum and a solid foundation for strong development in the following term. Provincial Party Committee has issued a resolution that outlines key targets, tasks and breakthrough fields to focus on in 2025​​​.

In 2025, the province will focus on 3 breakthroughs and 2 key priorities. Specifically, the 3 breakthroughs are: Breakthough in mobilizing all investment resources, with the principle that public investment will lead private investment in infrastructure sectors such as transportation, industry, urban development, services, culture, healthcare, education and sports; breakthrough in the development of regional and intra-regional transportation infrastructure, optimizing investment in highways, belt roads and ensuring seamless connections with Ho Chi Minh city and international seaport and airport systems; breakthrough in the implementation of tasks by ensuring clear responsibilities, timelines and results while enhancing monitoring and supervision. The 2 key priorities are: Maintaining national defense and security, improving social welfare; Strengthening leadership and management to successfully organize Party congresses at all levels towards the 12th provincial Party Congress and the 14th National Party Congress. The province will also summarize the results of the Central Party Executive Committee’s Resolution No. 18, dated October 25, 2017, on renewing and restructuring for a more streamlined, efficient and effective political system, as directed by the Government while intensifying  decentralization of power under the principle of "localities decide, localities implement, localities are responsible". The immediate focus will be on decentralizing power in such fields as State budget collection, expenditure, public investment…

Mr. Loi suggested provincial People's Council to focus on discussing, reviewing and deciding on key issues to contribute to the successful implementation of the goals and tasks set for 2025, in collaboration with the political system. With the spirit of promoting democracy, responsibility, discipline and intellect, at the 19th session, provincial People's Council will make sound decisions on important matters, which will help drive socio-economic development and ensure the completion of goals and tasks in 2025 and in the following years.
