Opening the 8th session of 10th provincial People's Council: Delegates speak highly of targets on socio-economic development

Yesterday (December 8,), the 10th provincial People's Council held its 8th session. Attending the meeting were Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Nguyen Hoang Thao, Permanent Vice- Secretary of provincial Party Committee; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee; Nguyen Van Loc, member of provincial Party Standing Committee, Head of provincial Party Committee’s Mass Mobilization Commission, Chairman of provincial Fatherland Front Committee; former leaders of provincial Party Committee, People's Council, People's Committee; leaders of departments, agencies, sectors in the province, provincial National Assembly, People's Council deputies.

At the session, delegates continued appreciating the local socio-economic development targets in 2022.

Many stable growth targets

Speaking at the opening session, Nguyen Truong Nhat Phuong, Vice-Chairwoman of provincial People's Council said that looking back on the past year, it can be seen that this was a year with many complicated changes in the world and in the region, deeply affecting the situation in the country in general and Binh Duong province in particular. Inflation pressure increased and input factors fluctuated sharply, with the price of gasoline and raw materials affecting people's lives and enterprises’ production and business situation. In that context, the whole political system, the business community and people from all strata made efforts in overcoming difficulties and continued maintaining economic growth with production and business activities recovered positively, people's lives and workers' incomes improved.

Among the 34 targets approved in the Resolution No. 42/NQ-HDND dated December 10, 2021 of provincial People's Council on socio-economic development plan in 2022, the province reached 29 targets, basically completing the year’s tasks. Along with that, the province marked with many important economic - political events, receiving the deep attention of the leaders of the Government and localities at home and abroad, clearly showing the local dynamic, creative and innovative development.

Regarding economic growth, the province overcame difficulties, due to the negative impact of the world and regional situation, the heavy influence from the Covid-19 pandemic taking place in the last months of 2021. The province’s economic growth had a positive recovery, increasing by 8.01%. A number of trade, service and industrial sectors quickly recovered with good growth, creating a driving force for the local economic growth in the following years. The province’s industrial production kept good growth over the same period. The province’s manufacturing sectors also recovered quickly from the pandemic. The province’s entertainment service activities got vibrant again. The supply of goods was abundant at supermarkets and traditional markets in the province, meeting people’s demand for shopping. The province’s total retail sales revenue of goods and services increased by 16.8%, up 3.4% with the consumer price index under control.

The province's investment climate continued being improved, creating favorable conditions to attract many domestic and foreign economic sectors to invest in production and business. The number of newly established enterprises increased by 32.3% over the same period last year, which was seen as a good sign for the local economic recovery.

Attaching special importance to growth solutions

Tran Thi Minh Hanh, Head of provincial People's Council’s Economics and Budgetary Committee acknowledged that along with achieved results, delegates agreed with provincial People's Committee on shortcomings mentioned in the report. In order to fully and comprehensively see the local socio-economic development situation in 2022, the province was requested to pay attention to a number of issues such as: Accelerating public investment disbursement, improving the investment environment, administrative reform, especially administrative procedures related to land, construction and investment, creating the most favorable conditions for investment attraction and economic development, speeding up the progress of the provincial planning for the period of 2021-2030 and a vision to 2050 in accordance with regulations; further directing and having solutions to combat traffic jams and local flooding in the province.

In the face of the situation of workers losing jobs and reduced working hours, affecting their income, it is necessary for the province to take measures to stabilize the situation and strengthen the connection between labor supply and demand, advise and introduce new jobs for employees at enterprises’ recruitment needs in order to minimize labor disputes, contributing to well implementing the motto of linking economic development with well solving social problems.

Speaking at the session, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation said that 2023 is a pivotal year, which is very important for the successful implementation of the Resolution of provincial Party Congress for the 2020-2025 tenure, so the expectation for the development in 2023 is very large. Although it is forecasted that in the coming time, the world’s economy in particular and the international situation in general will have many complicated and unpredictable developments, but the set goal is that the province must continue developing quickly, comprehensively, sustainably and pay attention to in-depth development in all areas. Especially, the province must set up development targets to return to normality as before the Covid-19 pandemic, even set up higher targets to compensate for the years affected by the Covid-19 pandemic.

He suggested that there should be solutions to increase State budget revenue in a reasonable way, increase public investment for key works and projects; take public investment to lead investment, serving sustainable development. In 2023, the province’s State budget revenue target will reach over 74 trillion, an increase of nearly 20% compared to 2022. The province’s public investment expenditure will be over 18 trillion, nearly double that of 2022. These are difficult targets. But, there is still fiscal space, plus drastic direction and determination, so they will be done definitely.

He also suggested provincial People's Council to focus on discussing solutions to further reform administrative procedures, build e-government, implement the Government's Project No.06, the project of security and traffic surveillance cameras; perfect an IOC system to manage smart cities and improve the quality of social governance while maintaining national defense - security, which is a prerequisite to ensure the development and peaceful life of the people.

Provincial People's Council needs to regularly and promptly concretize central and local guidelines with specific policies in line with local conditions, creating stronger changes in all fields. In 2023, provincial People’s Council needs to focus on promulgating policies on training and attracting high-quality human resources; policies to encourage digital transformation, digital economy and digital society; encourage enterprises to restructure towards green industry, circular industry, industry 4.0 and innovative start-up movement...

In 2023, the projects that need to be prioritized for investment are the belt roads 3, 4, Ho Chi Minh city - Thu Dau Mot - Chon Thanh expressway, national highway 13, My Phuoc - Tan Van expressway; traffic intersections connecting Ho Chi Minh city and seaports. The province needs to mobilize capital to complete the North Tan Uyen - Phu Giao - Bau Bang arterial street and the street connecting Phu Giao with Dong Phu in 2023; start and complete the construction of the street No.746, start the project of riverside road connecting with Ho Chi Minh city, improve and upgrade the internal traffic system; start the project of An Tay port, the project of upgrading and expanding An Son port and a number of other river ports; make pre-feasibility study of Bau Bang - Di An - Cai Mep railway; invest in improving the quality of rural traffic infrastructure and urban residential areas; launch the movement of people participating in making each alley, hamlet, and quarter bright - green - clean - beautiful - safe - orderly - civilized.
