Optimization of agencies and organizations to be synchronously and instantly implemented

Concluding the conference of the provincial Party Committee of term 11, tenure 2020-2025 summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017, of the Central Committee of the 12th CPV on "Some issues on continuing to innovate and reorganize the organizational apparatus of the political system to be streamlined, effective, and efficient" held on the morning of December 17, Mr. Nguyen Van Loi, a member of the Central Committee of the CPV, Secretary of Binh Duong provincial Party Committee, and Head of the National Assembly Delegation of the province, emphasized the need to proceed urgently with the highest political determination.

Beforehand shuffle and streamline

The report on the implementation results of Resolution No. 18-NQ/TW at the conference stated that in order to implement it in accordance with the situation and characteristics of the locality, the Standing Committee of the provincial Party Committee issued Plan No. 43-KH/TU dated February 12, 2018, to implement Resolution No. 18 and Decision No. 711-QĐ/TU dated May 11, 2018, approving the Project to reorganize the organizational apparatus of the political system of Binh Duong province to be streamlined, effective, and efficient (Project 711).

Based on that, the departments, branches, sectors, the Vietnam Fatherland Front, and the provincial mass organizations, as well as the district and city party committees, have proactively developed plans and proposals for reorganizing the organizational apparatus and streamlining personnel in accordance with the characteristics and situation of their agencies and units, ensuring overall requirements. In addition, the provincial Party Committee's Organizing Board also issued Official Letter 2349-CV/BTCTU dated June 27, 2018, requesting units and localities to develop a project for reorganizing the organizational apparatus. The provincial People's Council issued Resolution No. 15/2018/NQ-HĐND dated November 30, 2018, on the policy to support individuals when implementing the reorganization of the organizational apparatus and streamlining personnel in the province.

In agreement with the direction and tasks of the Party building work for 2025 of the Party organization sector, the provincial Party Secretary emphasized some additional tasks that need attention for implementation, which is: continue to quickly update and proactively implement the directives of the Central Government related to streamlining the apparatus, as well as the work of the Party congresses at all levels in the spirit of not interrupting or hindering the work of the people, businesses, and society; uphold the spirit of responsibility, especially for the heads of agencies and units in carrying out their tasks.

Theo assessed that after 7 years of implementing Resolution No. 18, the organizational structure in many agencies and units has been consolidated and streamlined; the arrangement and placement of officials, civil servants, and employees in agencies and units are basically aligned with their professional qualifications and job positions; the concurrent holding of positions, contributing to the leadership and direction of the party committee, implementing the policies and resolutions of the Party, and the laws of the State in a focused, unified, consistent, and strict manner; officials, civil servants, public employees, and non-professional activists who do not meet the requirements for qualifications and capacity are removed from the political system, helping to recruit new personnel to meet the task requirements.

A better engine assured

Implementing the directive spirit in Conclusion No. 09-KL/BCĐ dated November 24, 2024, of the Central Steering Committee on summarizing the implementation of Resolution No. 18, the provincial Party Committee's Standing Board has focused on leading the arrangement and streamlining of the organizational apparatus according to the models in line with the central orientation. Accordingly, the province merges the provincial Party Committee's Propaganda Department and the provincial Party Committee's Mass Mobilization Department; ends the operation of the provincial Health Care Protection Committee, transferring functions, tasks, organization, and apparatus to the provincial General Hospital; ends the operation of the Party Committee of the provincial Agencies Block, the Party Committee of the provincial Enterprises Block, and various Party groups and party committees; establishes 2 Party Committees under the provincial Party Committee, including the Party Committee of Party agencies, mass organizations, People's Council, judiciary, and the provincial government Party Committee; merging the Department of Planning and Investment with the Department of Finance; merging the Department of Transport with the Department of Construction; merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; merging the Department of Information and Communications with the Department of Science and Technology; merging the Department of Labor, Invalids and Social Affairs with the Department of Home Affairs, transferring some state management functions to the Department of Education and Training, and the Department of Health.

For the organizational arrangement direction, the district-level apparatus will merge the Propaganda Department and the Mass Mobilization Department of the district party committee; merge the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs; merge the Department of Economics and the Department of Natural Resources and Environment.

In the coming time, the province will direct localities, agencies, and units to continue researching and proposing models and plans for arranging and streamlining the organizational apparatus to operate effectively and efficiently; reviewing and reorganizing the internal structure of each agency and unit. During the implementation process, if the Central Government has new regulations or directives, the province will adjust and supplement them to align with the regulations and practical circumstances.

In his concluding remarks at the conference, Mr. Nguyen Van Loi, Member of the Central Committee of the CPV, Secretary of the provincial Party Committee, and Head of the National Assembly Delegation of the province, emphasized that with a very high political determination from the Central to the local level, this is a decisive time to resolutely direct the organization of a streamlined apparatus that operates effectively and efficiently. In that spirit, it is necessary to continue implementing synchronized solutions, first and foremost to strictly adhere to the directives of the central government; linking ideological work and personnel work with the arrangement and orientation in the personnel work for the upcoming Party Congresses at all levels. At the same time, agencies, units, and localities continue to review and reorganize their internal structures with the spirit of eliminating intermediate levels, ensuring no overlap in functions and tasks, while also adding new tasks in line with the development direction of the country and the province in the coming time.

Concurrently, aims to enhance propaganda work through mass media are to create a high level of unity within the Party, the political system, and the people. Relevant agencies of the province promptly absorb the directives from the Central Government and develop local policies that are suitable for implementing a streamlined apparatus, ensuring that the new apparatus must be better than the old one.
