Organizing administrative apparatus and building two-tier local government
On the afternoon of June 20, provincial Party Committee held a conference on organizing the administrative apparatus and building a two-tier local government. The conference was attended by comrade Nguyen Minh Triet, former Politburo Member, former State President, former Secretary of Song Be provincial Party Committee; comrade Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; comrade Nguyen Loc Ha, Standing Vice Secretary of provincial Party Committee; comrade Vo Van Minh, Vice Secretary of provincial Party Committee, Chairman of provincial People’s Committee along with former provincial leaders of Song Be – Binh Duong from various periods.

Binh Duong continues its relentless transformation
At the conference, comrade Nguyen Loc Ha, Permanent Vice Secretary of provincial Party Committee, on behalf of provincial leaders, presented a general report on the 28-year development journey of provincial Party Committee. Over the past 28 years of relentless transformation, Binh Duong has gradually affirmed its position as a bright spot in the country’s industrial-urban development as one of the leading dynamic and modern industrial-urban centers, the industrial capital of the nation, a highlight in attracting investment and one of the four growth poles of the Southern Key Economic Region.

The province’s economic scale has increased by 132 times compared to 1997, reaching over VND 520 trillion; State budget revenue has increased by 93 times, exceeding VND 76 trillion, ranking third nationwide, only after Ho Chi Minh city and Hanoi, and is one of the few localities contributing revenue to the Government. The average per capita income has reached VND 200 million and Binh Duong has been evaluated by the Government as the locality with the highest per capita income in the country. Infrastructure and urban development have progressed rapidly, synchronously and modernly, with an urbanization rate of 87%, the highest in the country, accompanied by a well-invested regional and intra-regional transportation system.
The achievements that Binh Duong has gained results from the tireless efforts of the entire political system, the sharp mindset and breakthrough policies of the generations of leaders of Song Be and Binh Duong provinces, with effective, breakthrough, creative models and approaches from a dynamic leadership team that dares to think and act, along with the motto of “Rolling out the floral mat to call for investment” and “Laying out the red carpet to attract talents”, the consensus of the people and the shared sense of responsibility and solidarity of businesses, all for the highest goal, the most common benefit of paving the way for the cause of renovation and development.
With these outstanding achievements, Binh Duong has been honored by the Central Theoretical Council as the selected locality to summarize the development model for the review of 40 years of implementing the Party’s renovation policy. The Council evaluated this as a typical example of miraculous development, in which the role of the state economy, especially Becamex IDC played a direct leading role, creating development momentum and attracting investment in the province. Becamex IDC pioneered in forming model industrial-urban zones, with the pinnacle being the Vietnam–Singapore Industrial Park (VSIP), which has now expanded widely to many provinces and cities nationwide. The Becamex brand is not only a source of pride for Binh Duong, but also a national symbol of industrial development and international integration.
Efficient apparatus arrangement
In the report evaluating the organization of the administrative apparatus and development orientation in the expanded Ho Chi Minh City urban space, comrade Nguyen Loc Ha stated that for the project of terminating district-level operations, arranging, merging commune-level administrative units and reorganizing the political system at the commune level after the rearrangement, the Steering Committee worked urgently and seriously to advise the Standing Committee of provincial Party Committee and the Executive Committee of provincial Party Committee to consider carefully and prudently many times; opinions were solicited from former provincial leaders through various periods, cadres, Party members and the people throughout the province, with results showing an overwhelming majority—over 95%—strongly agreeing with the central resolution on merging three localities under the name Ho Chi Minh City with the headquarters located in present-day Ho Chi Minh city, and also strongly agreeing with the project to rearrange commune-level administrative units from 91 communes, wards and townships down to 36 units, including 24 wards and 12 communes.
Comrade Nguyen Loc Ha emphasized: "Through 13 days of pilot operation of the 36 new communes and wards, the localities have shown great flexibility, initiative with many effective and practical methods, well prepared for official operation from July 1, 2025, ensuring smoothness and efficiency, serving the people and businesses even better. He emphasized:"The revolution in organizing the administrative apparatus, merging provinces, terminating district-level operations, merging commune-level administrative units and building a two-tier local government will form a new super urban area with a GRDP scale close to 25% of the country’s total, on par with major cities in Asia and the world”.
In his speech at the conference, comrade Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation, conveyed his trust and hope that despite the change in work positions and organizational structures, comrades will always preserve and promote the valuable qualities of Binh Duong’s cadres: “Say what you do, do what you say, follow through to the end and never back down from any difficulty”. From the traditional foundation of provincial Party Committee, comrades will be “red seeds” continuing to spread the spirit of discipline, creativity and effectiveness in the new government system, further honoring the homeland once known as the "industrial capital of the country”.
Comrade Nguyen Van Loi emphasized: "The merging of provinces, termination of district-level administration, restructuring of commune-level administration and building of a two-tier local government is a revolution in the administrative apparatus, the largest and most profound reform in the past 80 years since the country gained power in 1945. In that context, with seriousness, discipline and firm political courage, Binh Duong has promptly implemented the major policy of the Government, complying with the correct process and regulations of the Party and the State, clearly demonstrating high political responsibility and the pioneering, exemplary spirit of a Party Committee with a rich tradition. As of now, we have basically completed the entire process of arrangement, consolidation and organization of the political apparatus at all levels—from province to district to commune—in a methodical, timely, and effective manner...".
At the conference, the province held a gratitude ceremony for comrade Nguyen Minh Triet and former provincial leaders of Song Be – Binh Duong through various periods. Provincial leaders presented flowers to congratulate 36 comrades appointed by competent authorities to join the Party Committee of Ho Chi Minh city and congratulated comrades from departments and sectors continuing to work in Ho Chi Minh city. The province also held an inauguration ceremony and presented flowers to congratulate the Party committees and key officials of the 36 newly formed commune-level administrative units.
