Part 1: Practical effects

The practical outcomes of international integration have significantly contributed to socio-economic development of the province. To resolve drawbacks and facilitate socio-economic development for the time to come, Provincial People’s Committee proposed groups of measures to make wider and deeper integration.

Drawbacks clearly pointed out

Reporting the socio-economic development of Binh Duong Province in the process of international integration at Thu Dau Mot Town People’s Council Delegation Training Conference, Mai Hung Dung, the permanent Deputy Chair of Provincial People’s Committee informed of low economic scale and structure of business lines without actual sustainable development. Besides, the infrastructure, which has been basically able to connect developing centers of the province and the major economic zone of the South, has not yet been through from production zone to airport, sea harbors, and consuming zone, failing to create harmonized traffic system of roads, railroad, and waterway in the province. Meanwhile, social infrastructure of the province fail to catch up physical demographic growth.

Services, which have shown development, fail to be matched with potentials of the province, especially for services of high quality, yields, industrial and urban development assistance. The investment resources for development of socio-economic development are limited, failing to satisfy increasing needs of the province. Besides, production technology is not qualified enough to satisfy the needs of foreign investing enterprises.

However environment issues in industrial parks and new urban areas have been focused on, they fail to be optimized for production establishments. As for pollution caused by producers outside industrial parks and clusters, no resolutions have been thoroughly made.

Various major measure groups

Provincial People’s Committee has proposed various major groups of measures to resolve the drawbacks, facilitating socio-economic development in the process of international integration. Accordingly, for measure group of policies, provincial authority has constructed regime of attracting and encouraging investment to comply with each industry, business line, and law. The issued policies, especially those of leveling and mobilizing exploitation and use of investment resources, should be reviewed and amended rightfully. Concurrently, provincial authority shall construct regimes and policies of socialization in education, medicine, culture, sport, information, and communication.

As for training and use of human resources, provincial authority continues to support, supervise, and issue regulations to assure quality services of private education facilities. Labor qualifications of current positions should be enhanced to increase labor capacity. According to Mai Hung Dung, Provincial People’s Committee, for the time to come, shall promote and encourage socialization of education and improve career orientation and allocation of students after their junior and senior high schools so as to increase investment resources and quality of education levels.

Provincial People’s Committee shall also improve communication and contact with employees and employers while organizing law education among labor union officers of enterprises to improve human resource luring and assuring working people of working conditions and consider Binh Duong as their second homeland. Concurrently, provincial authority on annual basis shall preserve budget for site clearance and compensation to create clean land for organizations, individuals and investors to carry out socialized projects of education and vocational training so as to encourage socialized projects of education and vocational training.

In the process of non-stop reforms, science and technology have been upheld for integrating science and technological advancement into agricultural and rural development. The province authority has focused on investments into infrastructure and enhanced use of science and technology resources in making use of high-tech, IT and environment-friendly technology including waste treatment and recycling, lean and energy-saving production.

So as to ensure sustainable environment development, Provincial People’s Committee shall urge its functional agencies to inspect the investments into environment pollution treatment. Local authority has also require functional units to construct programs of responding to global climate change and resolving environment risks.
