In the past time, the contingent of political lecturers and propagandists of the province has been regularly strengthened to improve the quality of activities, meeting the proposed requirements and tasks. Through dissemination of guidelines and decisions of the Party, political lecturers and propagandists oriented cadres, party members and the people to contribute to the Party's consensus.

Staffs enhanced

Over the past years, the Party Committee has been deeply aware of the role and position of the ‘word of mouth’ in the dissemination and propaganda of the Party's guidelines, policies, and laws for officials and the Party members. Staff and people. In addition, this is also a sharp weapon to timely struggle against the conspiracy, "peaceful evolution" tactics of sabotage, protecting the ideology of the Party. Political lecturers and communicators have become the bridge between the Party and the people, as the core force to carry out word of mouth. Therefore, at the beginning of each term, the Party committees in the province are interested in building and regularly strengthening and improving the quality of the work of the team of reporters and communicators to meet the requirements and tasks.

The province currently has 394 political lecturers and communicators standardized as required in terms of competence, qualifications, and in-depth knowledge and methods. At the commune level, apart from the contingent of reporters, the Party committees of communes, wards and towns also established a propaganda staff composed of 1,463 staffs in the grassroots propaganda departments. Particularly, the propaganda staffs of the socio-political organizations include 3,084 people, regularly disseminating information oriented towards their organizations' activities to members and the public. The propagandists are people who are close to the people, close to the grassroots and have favorable conditions to grasp up the ideological activities and propaganda of the Party and State's policies, laws and policies to the people with positive contribution to oral communication at the grassroots. In addition, localities also have legal advocacy force with 2,377 people to carry out extensive, comprehensive and synchronous in law dissemination and education for people.

Communication method reformed

Over the past years, the world situation has been complicated and unpredictable. Domestically, hostile forces and political opportunists have stepped up their aggression by plotting "peaceful evolution" and promoting "self-evolving" and "self-transforming" within the nation. In such situation, the propaganda branch has advised the Party Committee to continue carrying out propaganda missions in various forms in order to improve the combat and persuasiveness of ideological work in the new situation.

Accordingly, the propaganda in general and the oral communication in particular focused on the contents: propaganda, education, broad Marxism-Leninism, Ho Chi Minh ideology; of major holidays, important political events of the country and the province; celebrations of all levels and branches; patriotic emulation movements and the implementation of annual socio-economic development tasks; to discover, propagandize, praise for new and positive factors, good people, good deeds, advanced portraits; to fight against misconceptions, hostility. In particular, the propaganda continues to focus on implementing the resolutions on Party building, on learning and following the ideals, ethics and style of President Ho Chi Minh, contributing to the transformation in Building the Party and promoting the movement of learning and following President Ho Chi Minh in the whole society.

Besides, the propaganda method has been reformed in many ways that many political lecturers have applied information technology in propaganda such as using projectors and illustrations in presentations to contributing to attractiveness and persuasiveness. At the same time, the two-way communication method is implemented in the direction of enhancing dialogue and exchanges to listen directly and answer questions of officials, party members and people.

Nguyen Kim Loan, the deputy head of provincial propaganda, said that in the past years, the team of political lecturers and propagandists has been built and regularly strengthened from provincial to grassroots levels to meet the requirements and tasks assigned. The activities of announcers and communicators have been constantly innovated in terms of contents and methods of propaganda, especially the enhancement of information technology use, combination of interpretation and picture presentation, creating good impression.
