Party Standing Committees of HCMC , Binh Duong and Ba Ria - Vung Tau provinces hold meeting to carry out arrangement of administrative units

On May 14, in Ba Ria - Vung Tau province, Standing Committee of Ho Chi Minh City (HCMC) Party Committee, Standing Committee of Binh Duong Provincial Party Committee, and Standing Committee of Ba Ria - Vung Tau Provincial Party Committee jointly held a conference to evaluate the implementation, coordination and progress of the Project on arrangement and merger of provincial and communal levels of the 3 localities; and deploy some key tasks in the coming time.

The conference was chaired by the following comrades: Nguyen Van Nen, Politburo member, Secretary of Ho Chi Minh City Party Committee; Nguyen Van Loi, Party Central Committee member, Provincial Party Committee Secretary, Head of the National Assembly Delegation of Binh Duong province; Pham Viet Thanh, Party Central Committee member, Provincial Party Committee Secretary, Chairman of People's Council of Ba Ria - Vung Tau province. Also attending were Standing Committee members, leaders of departments and branches of Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau.

At the conference, Standing Deputy Secretary of Ho Chi Minh City Party Committee Nguyen Thanh Nghi reported on the implementation, coordination and progress of the Project on arrangement and merger at the provincial and communal levels of the three localities of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau; and deployed some key tasks in the coming time.

Accordingly, Ho Chi Minh City has coordinated with Binh Duong and Ba Ria - Vung Tau provinces to urgently and actively thoroughly grasp and synchronously implement the policy of streamlining the government apparatus, ensuring effective and efficient operations, in accordance with the requirements of urban and socio-economic development in the new situation. Standing Committees of Provincial Party Committee and City Party Committee lead and directs Organizing Committees of the Provincial Party Committees and the City Party Committees to coordinate with relevant agencies to advise Party Standing Committees at all levels to organize many conferences to thoroughly disseminate and widely implement the Central's policies to the entire political system from the provincial and city levels to the grassroots level, raising awareness and creating consensus in the political system and among the people.

Up to now, the three localities have developed a project to rearrange commune-level administrative units and submitted it to the Party Standing Committee and Executive Committee; organized public consultations to submit to People's Councils of provinces and cities and completed the dossier to submit to the Government within the prescribed time, before May 1.

Regarding the number of commune-level administrative units, after the merger, the total number of commune-level administrative units in Ho Chi Minh City is only 168 (113 wards, 54 communes and 1 special zone), a decrease of 61.9% compared to the original 441 commune-level administrative units. According to the project, the political and administrative headquarters will be located in Ho Chi Minh City and there will be two more facilities in Binh Duong and Ba Ria - Vung Tau provinces to stabilize the apparatus in the initial period after the arrangement. Then, during the implementation process, suitable options will be researched and proposed.

Regarding the preparation of the provincial-level personnel plan (when arranging and merging), the three localities agreed to develop a report and assess the situation of the staff of the three localities; develop a personnel plan for Party Executive Committee, Standing Committee of the City Party Committee, and Inspection Committee of Ho Chi Minh City Party Committee (after arranging, merging, and consolidating) according to Directive 45 of the Politburo, Conclusion 150 of the Politburo, and Instruction 31 of the Central Organizing Committee.

Regarding the implementation of personnel policies and regimes, up to now, all three provinces and cities have focused on understanding the thoughts and feelings of cadres, civil servants, and workers to promptly issue policies and regimes according to the direction of the Central Government.

Regarding the names of commune-level administrative units, the three localities agreed to name the new commune-level administrative units to ensure that there are no duplicate names within the new Ho Chi Minh City to facilitate the management process as well as the use of administrative, population, and land data in accordance with the Central Government's direction.
