Perfecting smart city project, raising development

Being in line with the new era, Binh Duong is further giving top priority to the development and completion of the smart city construction project in accordance with the orientation set forth by the Resolution of the 11th provincial Party Congress, contributing to maintaining the local economic growth, creating a breakthrough in attracting investment, reaching a new height. Many key solutions and projects have been implemented by the province in 2022.

Promoting 4.0 technology application

One of the Smart City Project Implementation Program’s important goals in 2022 is to promote the development and application of 4.0 technology with focus on completing and effectively putting into operation provincial Intelligent Operation Center (IOC) for the phase 1 and connecting the IOC in Thu Dau Mot city. This is also the key project of provincial IOC in 2022. Provincial IOC is an important nucleus in commanding and administering provincial activities through data collection and processing.

At the recent meeting, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation asked for departments, sectors, and provincial Executive Board of Smart City Project to quickly bring the IOC to grassroots level. In 2022, 3 cities and 2 towns of the province must complete the establishment of the IOC. The remaining localities will complete this task by 2023.

Binh Duong will also promote the building of database for industries, especially all key ones, with the drastic participation of the whole province. Particularly, the province will perfect the GIS system, regularly manage, maintain, update and exploit information on the system to ensure smooth operation and high efficiency. Simultaneously, the province will pilot application of 3D GIS and 3D city models in urban management and construction activities in Thu Dau Mot city. In order to promote economic development and build a smart city, in 2022, Binh Duong will promote activities to improve business productivity and quality, welcoming the 4.0 trend. Specifically, the province will effectively implement national programs on supporting enterprises and improving productivity based on science, technology and innovation.

Ly Thai Hung, Head of the Sub-Department of Standards - Metrology - Quality under provincial Department of Science and Technology said: "In 2022, provincial Sub-Department of Standards - Metrology - Quality will carry out the Project on "Implementation, application and management of the traceability system” for the period of 2020-2025 and orientation to 2030; realize the Program on supporting enterprises to improve productivity, quality of the local products and goods in the period of 2021-2030. In addition, the sub-department will also implement the Project to improve the contribution ratio of total factor productivity (TFP) to the local growth process; the Project on "Strengthening and renovating measurement activities to support Vietnamese enterprises in improving their competitiveness and international integration in the period to 2025, with orientation to 2030".

Balanced and comprehensive economic development

In 2022, Binh Duong will further develop the Binh Duong New City World Trade Center as an important lever to promote services and connect international trade in the vision of a smart city. Accordingly, the province will open the WTC Expo of about 22,000 square meters, speed up the progress of infrastructure facilities in zones A1, A9, including offices specially designed for start-up innovation. The province will also commence construction of the cross-border e-commerce zone under cooperation between Becamex IDC and Warburg Pincus in the U.S, a new start for the local e-commerce ecosystem in the future while effectively putting an e-commerce platform into operation to support enterprises, catching up with the development momentum of the 4.0 trend and the context of adaptation to Covid-19 pandemic, especially small and medium-sized enterprises.

In addition, the province will promote international connection and investment attraction activities, including organizing international events suitable to the situation of Covid-19 pandemic, especially organizing large seminars on science and technology…; further maintain and develop relationships with foreign localities, especially Hollanf’s Eindhoven city, Japan’s Yamaguchi province, South Korea’s Daejeon city, Italy’s Emilia Romagna region...

The province will also conduct research, initially building a Smart Village model in association with new-style countryside, high-tech agriculture and eco-tourism in line with the local strong points and potentials; encourage the application of innovative technological solutions, creating breakthroughs in terms of quality and quantity in production and services, economic competitiveness, social welfare, clean and green environment…in rural areas.

Peter Porthenie, Brainport Program Director, member of the Executive Board of Binh Duong Smart City project: "For Binh Duong's economy developing sustainably, it must be accompanied by tasks such as enhancing the roles and responsibilities of the "three sides", promoting economic development associated with society and green growth. The province also needs to carry out projects pioneering in the construction of Binh Duong Smart City in 2022, including realizing project on digital transformation, strategies for developing science and technology industrial parks, implementing the innovation boulevard for Binh Duong new city and establishing the IOCs. To implement these projects in the coming time, the province needs to build a digital society towards green growth and green corridors.
