The lowest of a five-stage storm alert is in place on the country's northeastern coast.
In a notice, the Philippines’ national weather agency said typhoon Kong-rey will bring heavy rain and severe wind to land in later October 28, and cause rough seas off the eastern coast.
Kong-rey will strengthen into a typhoon by October 29 and pass close to small Philippine islands in the North as early as October 30.
The storm is forecast to make landfall in Taiwan (China) in the early morning of November 1.
Meanwhile, nearly 1 million people are still sheltering at evacuation centres or with relatives after losing their homes or being driven out by floodwater brought by storm Trami which struck the Philippines October 22.
According to the National Disaster Risk Reduction and Management Council (NDRRMC) of the Philippines, typhoon Trami has claimed at least 116 deaths while 39 people are still missing./.
