Positive effects from the implementation of friendly government

After nearly six months of piloting the friendly government model for people serving, administrative procedures (AP) reform of Phu Cuong ward People's Committee (TDM City) has created a breakthrough. Local people have showed satisfaction because of friendly, open attitudes of public servants. This has contributed to building a government of the people, by the people, for the people.

People are pleased 

Ms. Ho Ngoc Trinh living in quarter 14, Phu Cuong ward said, she received the birth certificate enclosed with a congratulation letter for her newborn son. Ms. Trinh said, she was surprised at this letter from ward People's Committee. Mr. Pham Le Son living at quarter 14, Phu Cuong ward was the same as receiving the certificate and a congratulation letter. This is the newly applied model of “friendly government” that people will receive a congratulation letter besides marriage certificate or birth certificate.

Ms. Van Nguyet Anh, Chairwoman of Phu Cuong ward People's Committee, said, after over 5 months of implementation, AP receiving and returning division has sent congratulation letters to 38 cases of new marriage, 72 cases of newborn baby, and condolences letters to 38 cases. There was no apology letter, because most people were pleased according to results of surveys. On the other hand, compliments from people have motivated civil servants.

According to Ms. Anh, from late October 2014, implementing the “friendly government” model, Party Committee, People's Committee of Phu Cuong ward have directed to make drastic changes, especially at AP receiving and returning division. Aps have been resolved quickly and reasonably. Personnel have also been standardized in the implementation process. "5 Know" (know to listen to people, know to explain to people, know to how to make people trust, know to say sorry and thank), “3 show” (show respectful, civilized, and close attitude to people) have been implemented well.

Many remarkable features

A highlight at Phu Cuong ward People's Committee is that offices were logically arranged. Waiting space is airy and provides people with free water and necessary things. Public servants have also shown their dedication to work and serving people. Ms. Anh said: “Public servants here have abided by regulations, civilized and democratic offices to be close to people and help them. The positive change coming from this model is the improvement in cadres’ awareness of serving people”.

Currently, civil servants at AP receiving and returning division have university or college degree. Therefore, the People's Committee has many advantages in propaganda and public relation during the implementation process. In addition, publishing of AP has been focused. Qualified personnel have been developed to meet people’s needs and serve people better. 

"In 2015, we will continue to send cadres to training of AP; remind cadres to constantly better themselves to build up a friendly government serving people. We will also set up standardization of public servants to serve people, resolve AP”, said Ms. Anh.
