Preliminary summing up of Project 06 in Binh Duong: Towards a digital ecosystem to serve the people

In order to speed up the implementation of "Developing the application of population data, electronic identification and authentication for national digital transformation in the period of 2022-2025, with a vision for 2030" (referred to as Project 06) in the province, the Provincial Police in collaboration with Department of Information and Communications are checking and reinforcing personnel and material facilities of this project. The Provincial People's Committee also demanded relevant agencies to strengthen propagation and information so that the folks understand clearly about Project 06.

Many units make efforts to implement the Project

From the beginning of the year, the Project 06 Working Group, with Chairman of the Provincial People's Committee as the head, and Director of the Provincial Police as deputy head, promptly directed, urged and assigned works to its member, departments, agencies, local administrations and people. The district level also established 9 working groups; commune level established 91/91 working groups and has mobilized the entire political system from the province to grassroots to take part in the implementation of Project 06, in which the standing force is the police.

Talking about the implementation results of the Project 06, Colonel Trinh Ngoc Quyen, Director of the Provincial Police, said that by August 15, the Provincial Police had deployed 10 /11 services out of 25 essential public services under Project 06. In addition, departments, agencies and branches have implemented 11/14 types of administrative procedures, and 3 services have not been implemented yet (including: Integrated deductions for payment in renewal of health insurance cards by household has been put on the public service portal, but is waiting for the Government to fix the software; registration of birth - registration of permanent residence - issuance of health insurance cards for children under 6 years old; registration of death - deletion of permanent residence - funeral allowance have not been realized, because the process is being completed and a software for coordination between units is being developed).

During a meeting to evaluate the progress of Project 06 in Binh Duong on August 24, Le Tuan Anh, Director of the Provincial Department of Information and Communications, said that this unit is urgently fixing security errors pointed out by Department of Professional Affairs under Ministry of Public Security and Department of Professional Affairs under Provincial Police. Currently, 5/15 errors are fixed. The upgrade of the new operating system for the server and connection with the existing single-window software is being set up and tested to avoid errors and data loss as it officially puts into operation. It is expected that the system would officially run in September.

To overcome difficulties to serve better

According to Le Tuan Anh, the connection with the national database on population to automatically authenticate data when people make declarations, the receiving and implementing process still have limitations. To process and receive public dossiers on the single-window website, it is still complicated and takes a long time. The information processing system runs slowly, and the network connection to national population database is often disconnected, affecting the time of receiving, processing dossiers and cleaning population data. In addition, citizens are also concerned that personal information would be in unsafe condition as submitting dossiers on the public service portal and think that applying dossiers directly would be safer.

“In the near future, the Department of Communications will coordinate with Provincial Police to procure, upgrade equipment and software, and complete, fix information security problems to soon connect to the national population database. To intensify information dissemination, and accept online documents submitted by people and businesses using mobile digital signatures (using sim cards), remote digital signatures without submitting papers," said Le Tuan Anh.

Meanwhile, Colonel Trinh Ngoc Quyen, Director of Provincial Police, added that the Provincial Police are using a transmission line from Ministry of Public Security to commune-level police (101 installation points) to carry out the collection, update and edit of citizen data in service of the national population management on the national population system. Currently, the whole province is equipped with 246 computer sets to connect and exploit residential data for 101 installation points to be put into operation. In terms of human resource, there are 236 police officers who perform professional tasks and simultaneously receive and process documents on the public service portal.

“Project 06 is in the implementation phase, hence there are still many problems in the coordination between relevant units. However, the Provincial Police identified the project as the backbone from which to build a digital ecosystem, a digital government, and the Government's digital map. Therefore, the Provincial Police as well as other departments and agencies are remedying the shortcomings, promote good and creative ways to serve the completion of Project 06", Colonel Trinh Ngoc Quyen emphasized.

At the six-month summing up conference of Project 06 in the province, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that the Government's Project 06 contributed to the transition from traditional management system to application of science and technology, connecting and sharing population data with specialized databases in service of building e-Government for economic development, solving administrative procedures and providing online public service; completed the ecosystem for connecting, exploiting, supplementing and enriching population data. For Project 06 to be more complete, he requested that the propagation and information should be carried out extensively, especially the dissemination of utilities and implementation results of all levels and branches to help improve services for people.
