Premises made for stronger development in 2023

At the 15th executive meeting of the 11th extended tenure Party Congress organized last September 29, Mr. Nguyen Van Loi – Member of CPV Central Committee cum Secretary of Binh Duong provincial Party Commitee and Head of the provincial NA Delegation, stressed on the matter that all-out reviews and assessments should be made to propose measures and express determination to effectively overcome all drawbacks, challenges, and limitation to successfully implement tasks and achieving the targets of 2022, creating premises for stronger development in 2023.

Brilliant highlights

Going over socio-economic, national defense and security situations, construction of CPV and political system in 9 months of the year, major tasks in Q4 of 2022, and orientation of some major tasks in 2023, Mr. Nguyen Hoang Thao – permanent Deputy Secretary of Binh Duong provincial Party Committee, informed that targets and tasks of socio-economic development, national defense and security, and construction of CPV and political system, under the spirit of proactiveness, determination, flexibility, creativity, active innovation of leadership agenda and methods of Binh Duong provincial Party Committee, the administration of Binh Duong provincial People’s Committee, the trust and support of local people and business communities, have gained relatively comprehensive results.

The province's socio-economic status continued to prosper and achieve positive results. Gross domestic product (GRDP) was estimated to increase by 7.36% over the same stage in 2021. Total budget revenue was estimated at VND 48,500 billion, gaining by 81% of the estimation assigned by the provincial People's Council. The province has attracted VND 66,468 billion in domestic business registration capital,  increasing by 5% over the same period and USD 2 billion 619 million or gaining 145% of the plan and increasing by 74% over the same period. Export turnover was estimated at over USD 27 billion, increasing by 11.9% over the same period in 2021; import turnover was estimated at more than USD 19 billion, decreasing by 1.6%; a trade surplus of USD 7.8 billion was maintained. By September 15, 2022, the total disbursement value of public investment capital was about USD 3,365 billion; disbursement rate reached 37.8% of the plan assigned by the province, and reaching 38.3% of the plan assigned by the Prime Minister (for the same period the figure reached 23.5%).

Social welfare are paid attention to as regimes and policies for the beneficiaries are thoughtfully implemented. The province has focused on consolidating the entire medical apparatus from the provincial to the commune levels; and drastically and synchronously implemented measures to prevent and control COVID-19 and other infectious diseases. The quality of education at all levels is stable. The province has decided not to increase tuition and service fees for all levels of education. Political security is maintained, and social order and safety are stable. Administrative procedure reforms and digital transformation continue to be of great interest. External activities, investment promotion and international cooperation have been enhanced. The province has successfully organized many scientific seminars in a number of industries and fields, creating resonance and impressions among experts and scholars. CPV construction, administration and mass organizations continued to be effectively consolidated and promoted.

More unity and determinaton in more hardship

Concluding the conference, Mr. Nguyen Van Loi, member of the CPV Central Committee, Secretary of the provincial Party Committee, Head of the provincial National Assembly Delegation, said that the results achieved in socio-economic development, the construction CPV and political system in the first nine months of 2022 is very important and meaningful in motivating, encouraging and promoting the province to successfully implement the goals and tasks of the whole year. "The provincial Party Committee commends, appreciates and sincerely thanks the efforts and contributions of the whole political system, business community and people of all walks of life," emphasized Mr. Nguyen Van Loi.

Besides the achieved results, the Secretary of the provincial Party Committee also pointed out the limitations and shortcomings that need to be focused on overcoming, which is the slow progress of provincial planning and the low rate of disbursement of public investments. Some cases of fires, explosion, and environmental pollution had been incurred causing particularly serious consequences. Besides, the reform of administrative procedures and digital transformation is still slow while the coordination to solve problems for people and businesses is sometimes not simultaneous.

Regarding the tasks in Q4 of 2022 and orientation of a number of key tasks in 2023, the Secretary of the provincial Party Committee emphasized that each level and each branch should continue to pay attention to solving problems and supporting businesses to substantively overcome drawbacks. "It is necessary to instill and better implement the view that the problems of enterprises are also the setbacks of the province and the success of enterprises is also the success of the province," emphasized the Secretary of the provincial Party Committee.

At the same time, it is necessary to further accelerate the progress of provincial planning for 2021-2030 with a vision to 2050 by which sectors and localities must consider as a particularly important and urgent task that must be focused on in terms of coordination with agencies and units, especially consulting units and groups of experts, so that the provincial planning products would achieve the highest quality and the set schedule would be fulfilled. The plan would be urgently completed to adjust the public investment capital in 2022 and in the whole term of 2021-2025 to submit to the provincial People's Council for decision at the thematic meeting in mid-October. Solutions to resolve to disburse public investment capital should be synchronously implemented to achieve over 95% of the set plan in 2022.

The province should continue to strengthen the state management of budget revenue and expenditure, striving to exceed the estimation in 2022 and in the following years to gain more resources for development investments. The provincial People's Committee and Party Committee should focus on leadership and operations to increase revenue from land resources by combining with other forms of investment to arrange enough investment resources to complete key transport projects of the province.

The Secretary of the provincial Party Committee also asked to keep on to pay attention to investment in the fields of culture, society, health and education, to maintain the security and order situation, to effectively carry out the work of constructing the CPV and political system, to make strong changes in administrative procedure reforma, digital transformation, and construction of e-government and smart cities. In the immediate future, the province will focus on completing 25 administrative procedures and uploading them to the national website under the direction of the government in the fourth quarter of the year.
