Preparing early for Party congresses at all levels

Yesterday morning (August 9), the 11^th provincial Party Executive Committee convened its 36th open session to discuss and provide opinions on matters under the competence of provincial Party Committee. The session was chaired by comrade Nguyen Van Loi, Member of the Central Party Committee, Secretary of provincial Party Committee and Head of provincial National Assembly deputy delegation, along with comrade Nguyen Hoang Thao, Permanent Vice Secretary of provincial Party Committee.

Focusing on successfully realizing socio-economic development goals

At the session, comrade Nguyen Van Danh, Vice Chairman of provincial People's Committee and Chairman of provincial Fatherland Front Committee, representative of the Party Affairs Committee of provincial People's Committee, presented a report on the local socio-economic situation and national defense-security for the first seven months of 2024 and key tasks for the remaining months of the year. In the first seven months of 2024, the province's economy grew by 6.19% compared to the same period in 2023. The province’s FDI attraction reached US$1.065 billion while domestic investment capital amounted to VND 47.51trillion. To date, the province has absorbed 4,342 FDI projects with total capital of US$40.9 billion and 70,500 domestic enterprises with total capital of VND 774 trillion...

Additionally, provincial People's Committee has directed the acceleration of the construction progress on projects such as the belt road 3, National Highway 13 and North Tan Uyen - Phu Giao - Bau Bang arterial road; implemented investment procedures for the belt road 4, the Ho Chi Minh City - Chon Thanh expressway; collaborated with Ho Chi Minh city on steps related to the investment in the urban railway line connecting Binh Duong and Dong Nai provinces with the Ben Thanh - Suoi Tien metro line.

Comrade Nguyen Van Danh stated that to successfully achieve the local socio-economic, national defense, and security goals and tasks for 2024, provincial People's Committee requested all-level authorities and sectors to increase efforts, show greater determination, build on the results achieved and take advantage of all resources and opportunities. The focus is on supporting enterprises in production-business and socio-economic development. Among the key tasks, the province will focus on further implementing central resolutions and directives; making compensation and site clearance, and accelerating the construction progress of the belt road 3; urgently completing the investment preparation for projects planned to start by the end of 2024, including belt road 4, Ho Chi Minh city - Chon Thanh expressway;  implementing solutions to develop and attract high-quality human resources in conjunction with promoting research, development, application of science and technology, innovation; vigorously carrying out administrative reform, digital transformation combined with green transformation, Project 06, the smart city …

Thorough preparation for Party congresses at all levels

At the session, delegates offered numerous suggestions for effectively organizing Party congresses at all levels for the 2025-2030 tenure across the entire provincial Party Committee, ensuring their success. These suggestions specifically focused on the preparation of the congress documents, the process of drafting and contributing to these documents and the propaganda work before, during and after the Party Congresses at all levels.

Comrade Truong Thi Bich Hanh, Member of provincial Party Standing Committee, Head of provincial Party Committee's Propaganda-Education Department and Permanent Member of the Content Subcommittee for the 12th provincial Party Congress for the 2025-2030 term stated that the subcommittee had advised provincial Party Committee on several orientation-related issues and important tasks regarding the guidance for propaganda before, during, and after the Party Congresses at all levels as well as the 12th provincial Party Congress towards the 14th National Party Congress.

Speaking at the session, comrade Nguyen Van Loi, Member of the Central Party Committee, Secretary of provincial Party Committee and Head of provincial National Assembly deputy delegation emphasized that one of the key points of this session was to continue thoroughly implementing the Politburo’s Directive No.35 regarding the Party Congresses at all levels towards the 14th National Party Congress. Previously, provincial Party Committee had twice organized the thorough dissemination of the full text of Directive No.35 while setting up a plan by provincial Party Standing Committee on the implementation of the Politburo’s Directive No.35.

Comrade Nguyen Van Loi emphasized several points regarding the preparation of documents for the Party Congresses at all levels. He urged a focused leadership in organizing thorough, deep, and effective discussion on the views, goals, policies, and major orientations outlined in the draft documents of the Party's 14th National Congress and the upper-level Party Congress. The discussion should be concise and scientific, facing the truth to accurately assess the situation, analyze and clarify shortcomings, identify causes, draw lessons learned, and find effective solutions. Particularly, it is crucial to identify breakthrough socio-economic development directions in line with the province's planning while maintaining national defense and security, building a strong, pure Party and political system.

Regarding personnel work for the 2025-2030 tenure, comrade Nguyen Van Loi called on all-level Party committees to proactively review their cadre planning and set up personnel proposals for each level. The personnel work must ensure continuity, with a contingent of dynamic, creative, and constantly innovative officials. The right people should be selected—those with both virtue and talent, who match their words with actions and act drastically for common benefits.

Comrade Nguyen Van Loi also emphasized the need to focus on strengthening propaganda efforts before, during and after the congress. He stressed that each Party committee should prepare socio-economic projects for groundbreaking or inauguration, in association with these projects for the sake of the community and people, thereby creating an atmosphere of excitement and trust in the Party congresses at all levels and in the Party's leadership. Additionally, he requested that all-level Party committees organize pilot congresses and model congresses where the Party secretary is directly elected successfully. After these pilot and model congresses, review conferences should be held to draw lessons and ensure the success of congresses at the same level.

The plan of provincial Party Standing Committee clearly outlines the orientations, plans, and guidelines for organizing the Party congresses at all levels towards the 14th National Party Congress. With the spirit of early and proactive preparation, comrade Nguyen Van Loi urged the Party committees at all levels to drastically direct the preparation work for organizing the Party congresses from grassroots to provincial levels, ensuring  that they will take place safely, seriously, and successfully.
