Prioritizing investment resources for essential projects

Binh Duong will prioritize resources to concentrate on the execution of key projects, which include three initiatives: the development of the Saigon River road, the upgrading and expansion of Cai stream, and the development of An Tay general port. Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, stated that the prompt completion of site clearance for these key projects will facilitate the acceleration of public investment capital disbursement, thereby assisting the province in achieving its economic growth target for 2025. 

Yesterday afternoon of March 6, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the 85th meeting of the Provincial People's Committee. In attendance were leaders from various departments, branches, sectors, and localities within the province.

The meeting reviewed and approved the draft policy regarding the preparation of a pre-feasibility study report for the investment project aimed at completing the My Phuoc - Tan Van road under the public-private partnership (PPP). Additionally, it addressed the investment policy for the project to expand the road along the Cai stream in Tan Uyen City, the initiative to mobilize resources for constructing the road along the Saigon River with a focus on implementation during the 2025-2030 period and beyond, as well as the proposal from the People's Committee of Tan Uyen City concerning the report evaluating the capacity and experience of investors interested in executing the education-training complex project.

Investment in the expansion of roads along Suoi Cai 

Mr. Doan Hong Tuoi, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Tan Uyen City, announced that the city is expeditiously revising its local planning to present to the Provincial People's Committee for approval of the investment policy aimed at upgrading and expanding the Cai Stream project. This initiative entails a total investment of 1,086 billion VND, with the objective of enhancing the urban landscape, increasing the proportion of greenery, and developing green spaces along rivers, streams, canals, and ditches. This endeavor will foster a clean environment for the city and contribute to improving the living conditions for residents, in alignment with the province's overarching planning. The city is currently examining the general and zoning plans to further delineate the land clearance requirements along both banks of Suoi Cai, while proposing the establishment of green parks and areas to enrich urban aesthetics, enhance natural surface drainage along the banks, and facilitate the dredging and reinforcement of Suoi Cai from Tho Ut Bridge to the Dong Nai River.

During the meeting, Mr. Vo Van Minh, Chairman of the Provincial People's Committee, urged that for the Cai Stream expansion project, Tan Uyen City must finalize the adjustment of the local planning by March 2025 to facilitate prompt project approval. The Chairman highlighted that this project possesses significant advantages regarding site clearance. Any delays in site clearance could hinder swift implementation in the future, particularly as compensation costs for site clearance are expected to rise. This project is also a pivotal initiative for the province, contributing to the timely disbursement of public investment capital in 2025. The Chairman emphasized the necessity for the project to proceed with construction and installation, while selecting an appropriate timeframe to ensure cost-effectiveness.

Enhancing the My Phuoc - Tan Van roadway 

A representative of Becamex IDC Corporation stated that the organization is currently preparing a pre-feasibility study report for the investment project aimed at completing the My Phuoc - Tan Van road through the PPP method, ensuring no overlap with other projects. It is anticipated that by April 2025, Becamex IDC Corporation will finalize the feasibility report for the construction of the route to present to the Provincial People's Committee for review and approval.

Mr. Vo Van Minh, Chairman of the Provincial People's Committee, underscored the significance of the investment project aimed at completing the My Phuoc - Tan Van road, which serves as a vital traffic connection. He further highlighted that the expansion and enhancement of the non-standard intersection designs along the route will play a crucial role in alleviating traffic congestion and improving vehicle capacity in the near future. "The investment project to finalize the My Phuoc - Tan Van road through the PPP method will enhance the landscape and mitigate traffic congestion on this route, aligning with the province's development plans as well as the broader planning for the Southeast region," Mr. Vo Van Minh stated.

Developing the Saigon River corridor 

The investment project for the Saigon Riverbank Road spans nearly 100 km. Assessments indicate that this route is a vital transportation artery, facilitating regional connectivity and contributing to the socio-economic development of the province. Therefore, it is imperative to devise strategies for capital mobilization and resource allocation to ensure the prompt and effective execution of the project. Currently, construction has only commenced on select sections, which exhibit inconsistent cross-sectional dimensions. Specifically, in Thuan An City, the cross-section measures 18 meters, while in Thu Dau Mot City, it ranges from 14 to 24 meters; the segments traversing Ben Cat City and Dau Tieng District remain uninvested. The Saigon Riverbank Road is planned to connect with Vanh Dai 3, Vanh Dai 4 of Ho Chi Minh City, and DT744 Road, among others.

Mr. Vo Van Minh, Chairman of the Provincial People's Committee, emphasized that this project is pivotal for the province, aimed at enhancing the riverside corridor connecting the four localities of Thuan An City, Thu Dau Mot City, Ben Cat City, and Dau Tieng District. Consequently, departments, branches, and localities must expeditiously finalize procedures and documentation while maximizing resources to initiate the project promptly. The development of the riverside road between Thu Dau Mot City and Ben Cat City must ensure a "soft connection" to foster landscapes and spaces that align with the development plans of both localities and the entire riverside corridor in the future.

The Chairman of the Provincial People's Committee emphasized that the Saigon River route must achieve the dual objectives of alleviating traffic issues while also expanding developmental opportunities. The project will be executed in tandem with the promotion and mobilization of social resources for associated initiatives, such as the enhancement and expansion of Ba Lua port in alignment with the province's strategic direction. Priority will be given to the development of the road linking An Son port to Ho Chi Minh City Ring Road 3 and An Tay General Port, addressing the developmental needs of the province and its localities in this new era.

Another significant initiative is the An Tay General Port (Ben Cat City). This project spans an area exceeding 97 hectares and facilitates import and export operations for the industrial parks in the vicinity. The total investment for the project amounts to over VND 5,621 billion, with a capacity of 7 million tons per year and an initial target of 100,000 passengers annually, which aims to increase to 200,000 passengers per year. Phase 1 is anticipated to commence operations prior to 2030. 

Mr. Vo Van Minh, Chairman of the Provincial People's Committee, stated that this project is crucial for the planning of the province's transportation network and port facilities, as approved by the Prime Minister. Alongside the network of ports on the Saigon River, An Tay General Port will enhance the capacity for river freight transport while also fostering the growth of passenger transport and tourism development.
