Problems of human resources in public healthcare: To find ways retaining talented people

Currently, 3,052 employees are working in provincial healthcare sector; however, a part of them are leaving to private sector.

“Public demands of healthcare are increasing while we are overload in terms of human resources and facilities. We have recruited 100 more medical officers but failed to compensate for the vacancies left behind by retirees. We are lacking of well-qualified and experienced personnels,” said M.D. Ngo Dung Nghia, Director of Provincial Hospital.

 

“Some employees to our hospital has quit their jobs to seek for higher paid positions in other private clinics which may offer them with payment thrice or even quadrup higher than what we have been paying. Staffs are lacking but it is still good that the staying employees are working well to fill in the vacancies. We, then, offer them with training courses,” said M.D. Huynh Thi Kim Chi, Director of Binh Duong Private Maternity Hospital.

 

“However, it is sad to see that those who are leaving only seek for material supports and help only high-income people while what we are trying to do is to support the poor medically,” she said.

 

So as to maintain enough work force for public healthcare, the sector has been promoting training courses and attract more talented people. Currently in Binh Duong some 3,039 students are attending Binh Duong Medical College. In the 2011-12 school year, the college is approved by Ministry of Education and Training to open two new training faculties of medicine and maternity.

 

With policies to attract talents, the provincial authority has taken good care for training courses and allowances to encourage employees to stay. In its construction, Binh Duong provincial authority has also reserved a housing location for 360 healthcare officials.
