Project on upgrading, expanding National Highway 13: Compensation and site clearance progress accelerated

On the afternoon of October 27, Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee, Head of the Steering Group for the implementation of the BOT project on upgrading and expanding Highway 13 had a meeting to survey the progress of compensation and site clearance for the section passing through Thuan An city.

People, enterprises with high consensus

Reporting on the implementation of compensation and site clearance for the project on upgrading and expanding National Highway 13, Thuan An city’s People's Committee said that the section 1 from Vinh Phu welcome gate to Ong Bo bridge intersection is 4.9km long through 3 wards of Lai Thieu, Binh Hoa, Vinh Phu with about 255 households, 30 organizations. Up to now, the city has inventoried 9 land plots out of 12 documents; is evaluating the plan of survey, measurement, inventory and notice of the first land acquisition; is expected to appraise and approve the unit price of compensation land and the price of land for resettlement in December 2022, which will cover about 20-30% of the total project in the 2022 capital plan, with an amount from VND200 billion to VND300 billion.

The section 2 from Ong Bo bridge to Huu Nghi intersection is 2.9km long through Lai Thieu and Binh Hoa wards, with 91 households, 11 organizations, more than 12,817 square meters of land within the project scope eligible for land compensation. As of now, the city has completed the inventory of 90 households and 11 organizations. The city’s People's Committee has issued a notice on land acquisition for 90 households and 11 organizations. Currently, the city is waiting for the approval of the land unit price to take the next steps to ensure the disbursement of VND 506 billion in the fourth quarter, reaching nearly 95% of the total compensation estimate of the project.

The section 3 from Tu Do intersection to Le Hong Phong intersection in Thu Dau Mot city is nearly 4.9km long. The segment through Thuan An city has 128 cases (including 106 households and 23 organizations). The goal is to complete by November 2022 and hand over the site of the project in December 2022. The segment through Thu Dau Mot city includes 26 households and 1 organization. It is expected to complete dossiers and submit them to Thu Dau Mot city’s Natural Resources and Environment Division for considering and appraising the compensation plan before October 30, which will be approved and may start paying VND104 billion in compensation cost for households from December 2022.

At the working session with leaders of provincial Party Committee, Nguyen Thanh Tam, Chairman of Thuan An city’s People's Committee informed the delegation of the implementation of the province's policy of expanding National Highway 13. Accordingly, Thuan An city and Becamex IDC have regularly held meetings with people, propagandizing the goals and meaning of the project on upgrading, expanding National Highway 13 among them as well as implementing compensation, site clearance, investment and construction of the project. Up to now, the project has received high consensus from the majority of people and enterprises. The section through Thuan Giao ward has been done very well. The city has determined to speed up the compensation and site clearance of the section through Thuan Giao ward to create pervasion. During the implementation process, Thuan An city has closely cooperated with provincial Land Fund Development Center.

Many suggestions

Nguyen Thanh Tam, Chairman of Thuan An city’s People's Committee has suggested the province to direct relevant departments and agencies to support the city's resettlement projects. To ensure the progress of the work, the city’s People's Committee has proposed the province to soon approve the price plan of the segments 2 and 3 so that the locality can propagandize, mobilize and pay compensation to the people. It is expected that in the near future, the city’s People's Committee will submit many land price appraisal certificates of projects in the city, so the city proposes provincial Department of Natural Resources-Environment and Department of Finance to further support and guide the city to give priority to reviewing and appraising dossiers of key projects so that the city can promptly process and correct the dossiers in accordance with current regulations.

Speeding up the progress of compensation and site clearance will greatly contribute to the completion of the project upgrading, expanding National Highway 13 on schedule. In picture: National Highway 13 at the section through Thuan Giao ward is underway

At the working session, Mr. Tam proposed provincial People's Committee to give opinions on how to handle the relocation of Binh Duong Electricity and other enterprises’ infrastructure system located within the road protection corridor of the expanded National Highway 13 project. Leaders of Thuan An city’s Party Committee proposed relevant units to establish a propaganda group to explain queries by people. With a high sense of responsibility, the city will further coordinate with relevant units to speed up the progress of the implementation, completing the project soon.

Speaking at the working session, Mr. Thao asked for departments and localities to review all work to remove  all obstacles during the process of implementing the project. The work of compensation and ground clearance should pay attention to calculating reasonable and beneficial prices for people. For resettlement areas, they need to be ensured about living and economic values. The site clearance work must follow the rolling and synchronous plan, requesting units, departments and localities to have coordination in speeding up the progress of the project’s site clearance and compensation. He also suggested provincial People's Council and Department of Justice to further study the legality of the project to facilitate its implementation on schedule.

On the National Highway 13, there will be also an overpass at Huu Nghi - Binh Hoa intersections, with a scale of 880m long and 17m wide; an overpass at Hoa Lan intersection 646m long, 17m wide. The province will also build and expand Tan Phu bridge by 1 unit from Ho Chi Minh city to Thu Dau Mot city, bringing the total width of the bridge to 40.5m; construct 3-lane box culverts at Suoi Giua toll station. In addition, on National Highway 13, there will be the province’s two important traffic projects against traffic jams, including the underpass at Phuoc Kien 5 intersection and the overpass at Cho Dinh intersection, which are also completing documents and procedures to solve site clearance for construction.

National Highway 13 is not only the backbone of the province’s traffic system, but also the arterial road connecting Ho Chi Minh city with Binh Phuoc and Central Highlands provinces. In the development strategy, the province has paid special attention to investment in order to promote the advantages of National Highway 13. The investment policy in the BOT project to upgrade and expand National Highway 13 with the section adjacent to Ho Chi Minh city to Thu Dau Mot city from 6 lanes to 8 lanes will contribute to creating another new development space for the province.
