Part 2: Building a healthy cultural environment
"Building a good and healthy cultural environment" is one of tasks and solutions identified by our Party to build and promote Vietnamese cultural values and human strength in the new context. Accordingly, Binh Duong is making efforts to have a good and healthy cultural environment commensurate with the development of the economy, truly becoming an endogenous resource and driving force for sustainable development.
Building workplace culture
Typically, the emulation movement “Officials, civil servants emulate to implement workplace culture" of provincial Labor Union has been realized since 2019. As soon as the movement was launched, all-level authorities have promptly concretized and widely deployed the emulation movement among officials, civil servants in agencies and units.
The emulation movement of “Workplace culture in provincial armed forces” gets animated
Accordingly, provincial trade unions at all levels have closely coordinated and accompanied authorities at the same level in responding to the emulation movement with the content of emulation in accordance with the actual situation of performing tasks of agencies and units. The contingent of officials and civil servants has the spirit of solidarity, responsibility to work, creativity and dynamism in performing tasks, contributing to the completion of the groups of targets and tasks for the local socio-economic development.
Luu The Thuan, Head of provincial Labor Union’s Commission for Propaganda and Education said that the emulation movement has created a democratic, cultural, friendly and modern working environment; green, clean, beautiful, safe agency, ensuring solemnness and effectiveness in performing tasks and public duties, creating a strong change in awareness and actions of cadres and civil servants, employees in cultivating, training and making self-discipline, preventing and fighting corruption, wastefulness and practicing thrift, contributing to building pure and strong agencies and units, successfully completing assigned tasks, building a cultural and civilized lifestyle at workplace.
In the armed forces of the province, there is an emulation movement "Officers and soldiers of provincial armed forces emulate the implementation of workplace culture, worthy of being Uncle Ho's soldier". Over the years, the emulation movement of "Workplace culture, worthy of being Uncle Ho's soldier" was closely organized by the Party committees and commanders at all levels of provincial Military Command in association with order and discipline building, acceleration of learning and following Ho Chi Minh's thought, morality and lifestyle.
Assessing the effectiveness of the movement, Colonel Nguyen Dinh Chuan, Political Commissar of provincial Military Command said that over the past time, implementing the emulation movement of "Workplace culture, worthy of being Uncle Ho's soldier" in provincial armed forces were initially effective, creating strong changes in spirit, working attitude, communication standards, behavior, ethics and lifestyle in association with building a green - clean - beautiful, friendly cultural environment... Officers and soldiers were deeply aware of the meaning and importance of raising awareness, responsibility, working style and observance of administrative discipline in association with the implementation of daily and weekly regimes. The Party committees of agencies and units paid attention to creating favorable conditions for working environment, investing in building infrastructure facilities, purchasing equipment to serve the needs of culture and life, thereby contributing to the formation of personality, improving the quality of political, spiritual, working attitudes, standards of communication, behavior, ethics, lifestyle, rituals and military style.
Thu Dau Mot city has implemented a project on the organization of the campaign "Building an urban cultural - civilized lifestyle" for the period 2016-2020. The campaign has built and spread many models and movements about urban cultural - civilized lifestyles in each agency, unit and locality under the criteria of city with 3 no-s, quarter with 3 yes-s, creating positive effects throughout the city. As a result, the city now has no beggars; no spontaneous garbage collection point; all 30 streets without illegal ads; 100% of alleys covered by asphalt or concrete; 100% of roads with public lights and public wastebaskets…
Value orientation
From realizing the Party's resolution, Binh Duong has had many suitable solutions. Specifically, Thu Dau Mot city’s Party Committee has continued implementing the Project on Improving the Quality of the campaign building a civilized urban and cultural lifestyle. Accordingly, the city has focused on building a city under the "3 no-s, 4 good performances" criteria; propagandized and mobilized people to develop habits in daily life and communication under the criteria of "5- exemplary citizens"...
According to Colonel Nguyen Dinh Chuan, for the emulation movement "Workplace culture, worthy of being Uncle Ho's soldier" in the next period reaching high effectiveness, all-level Party committees and commanders continue directing and well doing education, propaganda to raise awareness of all-level authorities, mass organizations, each cadre and soldier about the necessity and urgency of building workplace culture on the basis of documents promulgated while concretizing practical programs with good, creative ways, creating unity and synchronization in the cultural environment associated with the maintenance of regular regimes and routines. In addition, it is necessary to have a strong and drastic involvement of organizations, in which the Party organization plays a central and directional role, and the heads of agencies and units play an important role, creating a friendly working environment, build trust and action goals of agencies and units, thereby gathering the strength and support of officers and soldiers to perform together.
Especially, in the era of digital technology, the Internet's extensive development now brings much benefit to cultural access. There are both positive and negatives aspects. Therefore, it is very necessary for all-level Party committees and unit commanders to regularly pay attention to educating and promoting the beauty of the nation's traditional culture associated with features in the army. On the other hand, it is necessary to further study and follow Ho Chi Minh's thought, morality and lifestyle, especially his teachings on realizing cadre work, devotion, thrift, integrity, impartiality; take national interests and people's happiness as their own happiness and joy; continue improving the operational efficiency of cultural institutions in agencies and units in the direction of unity, organizational stability, and creativity in terms of staff’s working forms and methods, especially about political qualities, ethics, lifestyle, responsibility, ability to operate in order to meet requirements in the new period...
