Propaganda work always leads, effectively serving political tasks

After  94 years of struggle, construction and development, the propaganda sector of the Party, despite having various names to suit different tasks, has consistently held a crucial position in the Party's revolutionary leadership.

Glorious tradition

From the very early days of its establishment, our Party has recognized that ideological work is of utmost importance, constituting a major component of the Party's overall activities. Every victory of the Vietnamese revolution has seen significant contributions from ideological work. The traditional day of the propaganda sector (August 1st) carries profound political, ideological and cultural significance. This day marks the birth and growth of the Party's propaganda sector—a sector that emerged early in the Party's leadership activities, emphasizing the paramount importance of ideological work in the formation and leadership of the Communist Party.

2024 also marks the 75th anniversary of the establishment of the Thu Dau Mot Propaganda Department - now Binh Duong provincial Party Committee’s Propaganda Department (May 10, 1949 - May 10, 2024). According to Truong Thi Bich Hanh, Member of provincial Party Standing Committee and Head of provincial Party Committee’s Propaganda-Education Commission, throughout revolutionary stages since 1930, propaganda work has played a vital role in fostering unity in thought, will and action. It has been a special strength in all leadership, direction, and Party-building activities. "In the harsh times of war, amidst the persistent terror and siege by the enemy; the rains of bombs, storms of bullets, chemical toxins, hunger, disease and lack of medicine could not shake the will and spirit of the propaganda officers; could not erase the designation of the Party's propaganda sector. The more the enemy surrounded and terrorized to suppress our public propaganda efforts, the more we had secret methods of propaganda and mobilization to counter the enemy. Like the military needing factories to produce and repair various types of weapons and ammunition, the propaganda sector must also establish printing houses, which were capable of producing spiritual weapons for the ideological and political front, despite initial rudiment. Despite rudimentary technology and difficult working conditions, these printing houses managed to produce newspapers, news, leaflets and slogans to be distributed to grassroots levels. Revolutionary leaflets and secret newspapers built and solidified the people's trust in the Party and the local revolution. Mobile cinema teams serving military units and the people in the war zones motivated soldiers to fight enthusiastically while the people were very excited, confident and contributed their manpower and resources to the resistance. "During bombardments from the enemy, officers and artists not only engaged in mass mobilization, but also continued performing, earning the admiration of a large number of people. The belief created the spiritual strength to fight and win.

Meeting requirements in new context

Recently, provincial propaganda sector has closely followed the leadership and direction of provincial Party Committee and the key political tasks of provincial Party Committee, uniting and renewing efforts to make significant contributions to the Party's ideological and cultural front. The glorious tradition of the province’spropaganda sector is upheld and promoted by the generations of propaganda cadres who constantly learn, train and grow through practical work, excellently completing all assigned political tasks and positively contributing to the construction and development of Binh Duong.

In 2023 and the first half of 2024, the province’s propaganda sector marked strong, continuous innovation in contents, methods and working approaches. They stayed close to grassroots realities, firmly grasped the ideological and social situation, enhanced predictive capabilities, strengthened inspection and supervision; identified key work programs, tasks and major solutions to effectively perform the sector's functions and duties. Specifically, provincial Party Committee’s Propaganda-Education Committee continued actively advising provincial Party Standing Committee to research, study, disseminate and summarize the government and provincial Committee's directives, resolutions, and conclusions; diversified propaganda forms, innovated the contents and methods of ideological work to be proactive, practical, timely and effective, enhancing the combative, educational and persuasive aspects of propaganda...

Notably, after three years of launching the emulation movement of "Innovating and improving the quality of propaganda work", nearly 80 effective models and methods have been developed across various fields such as political theory, Party history, protection on the ideological foundation of the Party, studying and following Ho Chi Minh's ideology, morality, and lifestyle, social opinion, propaganda, cultural-artistic activities, journalism-publishing, external information, and scientific-educational work. Mrs. Hanh stated that in the future, the propaganda sector will further maintain effective models and methods while reviewing, selecting names and criteria for each model in specific fields to further enhance their quality.

Additionally, provincial Party Committee’s Propaganda-Education Commission focused on innovating and improving the quality of reporters and propagandists at all levels. Provincial Party Committee’s Party Propaganda Commission as the standing agency of provincial Steering Committee 35, proactively increased efforts to counter false viewpoints and hostile forces on the ideological and cultural front, especially in cyberspace. The Steering Committee 35 enhanced the responsibility and proactivity of its members, expert groups, secretarial teams, functional agencies, press agencies and Party members in vigorously propagandizing the Party's policies and the State's laws as well as combating, removing fake news and harmful information on the internet and social networks, ensuring political security-social order and protecting the Party's viewpoints and guidelines.

With its pioneering role on the ideological-cultural front, provincial propaganda sector continues being proactive and creative in fostering unity in perception and action within the entire Party Committee and consensus among the people. This effort awakens the will and aspiration of building Binh Duong into a smart, modern, worth-living and affectinate city.

On August 1, 1930, on the occasion of the International Day of Struggle Against Imperialist War for Peace, the Propaganda and Mobilization Committee published a document titled "Red International Day August 1".

"This is the only and earliest document still preserved to this day that clearly states 'Published by the Propaganda and Propaganda Committee of the Communist Party of Vietnam. "Immediately after its release, the document created a significant impact, strongly encouraging our revolutionary masses to rise up against imperialism, oppression, exploitation to oppose wars while supporting the national liberation movement. Since then, August 1st has become a milestone, marking a highly meaningful event for the Party's propaganda and education work.  In 2000, the 8th Politburo  decided to designate August 1st each year as the Day of Tradition for the Party's ideological and cultural work. By 2007, after merging the Central Committee's Ideological and Cultural Commission with the Central Committee's Science and Education Commission to form the Central Propaganda Commission, the Secretariat of the 10th Party Central Committee decided to designate August 1st each year as the Day of Tradition for the Party's propaganda sector…"
