Province creates favorable conditions for people to submit online administrative applications

One significant concern for individuals and businesses today is the online submission of administrative procedures. This entails digitizing documents and reusing them, either for the entire process or in part. This topic was recently discussed at the 16th meeting of the 10th Provincial People's Council.

Nguyen Thi Thao Nguyen of Tan Uyen City Delegation Group, raised the issue: “I strongly agree with provincial leaders in drastically implementing online administrative procedures. However, many people live in remote areas and are elderly. When they come to submit their documents, officers of single-window departments refuse to accept paper documents and require registered digital signatures to submit an online application. Could the Chief of Office of the Provincial People's Committee tell me if online application is mandatory, and in such a case, how should it be resolved to make it convenient for the people?”

In response to this issue, Vo Anh Tuan, Office Chief of the Provincial People's Committee, said that this is not mandatory. According to regulations, people can choose to submit online applications or paper documents. However, Binh Duong is encouraging people to submit online documents for many benefits to limit travel time. Online applications can be done anytime, anywhere, and the settlement results are digitized and can be reused. Currently, all single-window departments have a team to support people in submitting online documents and using the public service portal; creating an account and digital signature for free; or converting login with VNeID account. Therefore, people should consider submitting online documents to save time and be more convenient.

Up to now, Binh Duong has also deployed teams and volunteers to support people at the provincial, district, and commune levels. The team of volunteers provides online service instructions for individuals and organizations who carry out administrative procedures at the Provincial Public Administration Center, district public administrative service centers, and departments receiving and returning results of administrative procedures at the commune level. To help people overcome difficulties, especially the elderly, volunteers wholeheartedly assist people in carrying out administrative procedures.

Increase information about digital notarization

Delegate Tran Thi Hong Hanh, Ben Cat City Delegation Group, said that there is still a situation where some agencies, units, and businesses require people to provide notarized contracts and documents when carrying out administrative procedures or job applications. Digital notarized documents have not been accepted by many institutions such as businesses, banks, insurance... She requested the Provincial People's Committee to provide solutions for propagating, inspecting, and monitoring this issue.

Mr. Vo Anh Tuan said that through the implementation process, the notarization of digital copies of primary documents has had many changes; and official, civil servant, business, and people’s knowledge of digital notarization is improved. Namely, in 2022, the district and commune People's Committees digitally notarized 27,328 records; and in 2023, there were 67,380 digitally notarized records, an increase of 612.4% compared to 2022. In the first six months of 2024, 161,039 records were digitally notarized, doubling the number compared to the same period in 2023.

Tuan shared that during the implementation process, the digital notarization still encountered some difficulties and limitations, such as: This is quite new issue, so some people are not really comfortable using it; Many agencies, organizations and businesses have not used digital notarized copies to resolve administrative procedures; A part of the population has not been able to access and use information technology applications; technical inadequacies; Institutions are not wholly synchronized, some fields and current legal documents still require the receipt and storage of paper documents when handling administrative procedures...

In the coming time, the Provincial People's Committee will continue to direct departments, branches and localities to promote the handling of administrative procedures in the digital environment, via Binh Duong Provincial Service Portal, National Service Portal, using digital notarized copies according to Article 11 of Decree No. 45/2020/ND-CP on the procedure of receiving and resolving administrative procedures in the digital environment. The Provincial People's Committee continues to enhance propaganda and widespread dissemination in many forms about the digital notarization process to resolve administrative procedures in the digital environment, the utility of this service and the use of digital notarization results; and recommend competent authorities to amend and supplement regulations to ensure legal uniformity.

The Provincial People's Committee urgently needs the consensus and cooperation of all businesses, people, and administration levels to help the province soon switch to digital government, serving people well," Mr. Vo Anh Tuan wished.
