Province gains encouraging socio-economic results

On the afternoon of October 31, provincial People's Committee held a periodic session in October 2022. Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired the session with the participation of vice-chairpersons of provincial People's Committee and leaders of departments and localities. At the session, provincial People's Committee approved a report on the local socio-economic situation, national defense and security in October, set out orientations, tasks for the last months of the year and approved the reports of departments, sectors and localities.

Strong economic growth

According to a report by provincial People's Committee, the local socio-economic situation in October 2022 reached encouraging growth. The province’s index of industrial production was estimated at increasing by 1.4% and 19.7% over the previous month and the same period last year, respectively. The province’s total retail sales revenue of goods and services was estimated at increasing by 0.6% and 17.7% against the previous month and the same period last year, respectively. The province’s average consumer price index grew by 2.6% over the same period last year.

Also in October, the province’s export turnover was estimated at surging 7.1% and 10.3% over the previous month and the same period last year, respectively. Meanwhile, import value was also estimated at increasing by 8.6% and  40.3% against the previous month and the same period, respectively. These figures confirm the impressive recovery and growth of the province’s economy in general and the production and business activities of enterprises in the province in particular. Another figure that also clearly reflects the growth of the province's socio-economic development is that domestic investment attraction in the month reached VND 9,444 billion, bringing the figure over the past 10 months to  more than VND 75.91 trillion. Meanwhile, the province’s FDI attraction in the month was US$ 119 million, lifting the figure over the past 10 months to more than US$ 2.73 billion, up 57% compared to the same period last year. With the above growth, the province’s State budget revenue in the month also reached VND 6.9trillion, bringing the figure over the past 10 months to VND 55.2trillion, or 99% of the revenue in the same period in 2021 and 92% of provincial People's Council estimate. The local State budget balance expenditure in the month was estimated at VND 1.6trillion, raising the figure over the past 10 months to more than VND 12.45 trillion, or 83% over the same period and 61% of the plan assigned by provincial People's Council.

Urgently completing targets

Although the province’s socio-economic situation had encouraging results, there are still some bottlenecks for change. Particularly, disbursement of public investment capital is the top concern of the province. Source from provincial People's Committee said that as of October 15, 2022, the province’s total disbursement value of public investment capital was estimated at more than VND 3.69 trillion. Although this figure increased over the same period, it still only reached 41.4% of the year’s plan assigned by provincial People's Council. In order to thoroughly solve bottlenecks in mechanisms and policies that departments and localities are facing, in the periodic session, provincial leaders listened to the opinions of most departments and localities. Noticeably, they focused on the opinions of the local sectors in judiciary, finance, natural resources - environment, construction, tax, customs... Speaking at the session, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee suggested departments and localities to strive to complete disbursement of 85% of the value of public investment capital. To do this, provincial leaders required departments and localities to urgently and seriously perform their professional tasks and coordination.

In order to promptly complete the set targets, provincial leaders suggested departments and localities to further stick to key tasks in the last months of the year. Accordingly, from now until year-end, the units will focus on implementing the Government’s Resolutions No. 01/NQ-CP, 11/NQ-CP, 38/NQCP and conclusions of leaders of provincial Party Committee at the 15th open Party Executive Committee conference on removing obstacles in each production and business field while reviewing and assessing the implementation of the 2022 plan, urgently setting up orientations, tasks in 2023. Provincial leaders also requested departments and localities to well perform monitoring, supervision and management of the market, commodity prices, ensuring the balance between supply and demand of essential goods for production and consumption, considering this as one of the strategic tasks; focus on implementing seriously, effectively and practically to contribute to solving obstacles for enterprises and employees, especially enterprises in industries of furniture, garment-textile and footwear.

In the last months of the year, the province will further accelerate the construction of the local planning for the 2021-2030 period, with a vision to 2050 while setting up a separate plan to integrate into the general planning of the province and making adjustments to district-level general planning, land allocation plan to create new development space, planning for the resettlement land fund. Joining hands in the strategy of building the southern key economic region, the province will also strive to mobilize resources to well implement regional linkage projects. Specifically, the province will continue mobilizing resources to invest in traffic infrastructure, such as: the belt roads 3, 4, Ho Chi Minh city - Thu Dau Mot - Chon Thanh expressway and a number of projects on traffic infrastructure, electricity and telecommunications with regional connectivity.

In parallel with interior direction and management activities, provincial People's Committee will be also proactive to implement a number of external cooperation programs. On that basis, the province further attracts and calls for investment, especially groups of projects with high technology, grey matter content in association with smart and environmentally friendly production and business programs. This will also be an important premise to help the province gradually form up a smart city, where people are the center and technology is a useful tool, serving the needs of production, business and human life the best.

*Colonel Trinh Ngoc Quyen, Director of provincial Police Agency: In order to suppress and attack crimes more effectively, provincial leaders should direct departments and agencies to soon give opinions on the implementation of the project to install a traffic surveillance camera system. The early completion of the installation will help the local functional forces have more effective tools to perform their functions. In addition, through the traffic surveillance camera system, the local functional sector also easily organizes crackdowns and attacks on groups of violent subjects, helping reduce the rate of crimes and dangerous ones in the area.
*Nguyen Trong An, Chairman of Ben Cat town’s People's Committee: As of late October, Ben Cat town fulfilled 65% of plan on public investment capital disbursement. Currently, the town is accelerating investment in upgrading roads while making plans to remove 88 local cemeteries. Urban rejuvenation work is being carried out seriously and quickly by the town in the context that the dossier to upgrade Ben Cat urban area from town to city is received the attention of provincial People's Committee, ministries and central sectors.
*Nguyen Phuong Linh, Chairman of Dau Tieng district’s People's Committee: As of now, the volume of work for public investment projects in the district has reached over 72% of the year’s plan. The implementation of public investment projects was carried out methodically and seriously by the district over the past time. However, there are now a number of the local projects with difficulties. The district has also proposed provincial People's Committee and other departments to have a plan to support the projects, especially compensation and site clearance to get the land fund for implementing the projects.
