Province resolutely removes difficulties to soon open Ring Road 3

To contribute to the completion of a synchronous, modern, and regionally connected strategic infrastructure system, Binh Duong is accelerating the construction progress of Ho Chi Minh City Ring Road 3 Project through the province; focusing on completing the section from My Phuoc - Tan Van road to National Highway 13 and the main overpass at Tan Van intersection in December 2025.

 Land clearance is about to be completed

According to reports of Management Board of Provincial Traffic Construction Investment Project, the Ho Chi Minh City Ring Road 3 project passing through the province has so far paid 95.8% of compensation cost, and received 94.2% of the site handover for the implementation of the bidding packages. In construction package 1 (section through Di An city), the site handover has reached 98.6%, and it is expected that in March 2025, 100% of the site handover area will be achieved. For construction package 2, the site handover has reached 93%; construction package 3 has reached 92.2%; construction package 4 has reached 97%.

Mr. Tran Hung Viet, Director of Provincial Traffic Construction Investment Projects’ Management Board, said that the unit has proposed Provincial People's Committee continue directing People's Committee of Di An City and People's Committee of Thuan An City to complete 100% of the site clearance work in March 2025 so that the construction unit can carry out bidding packages of Ho Chi Minh City Ring Road 3 Project through the province according to plan.

Regarding sand materials for roadbed embankment, Mr. Tran Hung Viet said total demand for sand for the project's component 5 sections through the province is 700,211m3. As of March 10, 2025, total volume of sand brought to the construction site is 200,00m3 (including domestic sand and sand imported from Cambodia). Currently, the source of sand for the project's foundation needs about 500,000m3 to ensure the project is completed in 2025. Although the contractors have made great efforts to find sources of sand for roadbed construction, the volume of sand mobilized to the construction site is only about 1,000m3/day, not enough to meet the project's needs. The Management Board is continuing to urge contractors to urgently seek additional sources of sand for filling to bring to the construction site; at the same time, it has sent documents to contractors committing to meet the minimum volume of sand (according to the estimate) to ensure project progress.

Management Board of Provincial Traffic Construction Investment Projects has also proposed that Ho Chi Minh City People's Committee and Management Board of Ho Chi Minh City Traffic Construction Projects continue to work with two provinces of Tien Giang and Ben Tre to supplement sand from other mines, while increasing the mining capacity of existing mines to provide enough sand for the project and allocate sand resources to support localities.

According to Mr. Nguyen Thanh Tam, Deputy Secretary of Party Committee, Chairman of People's Committee of Thuan An City, to implement the Ho Chi Minh City Ring Road 3 Project through the province, the City Party Committee and People's Committee have resolutely directed relevant levels and sectors to coordinate with construction units to speed up the progress and promptly remove obstacles, especially in compensation and site clearance. The city commits to hand over all the land to construction units by the end of March 2025.

Be more resolute

Up to now, the construction volume of Ho Chi Minh City Ring Road 3 project through the province has reached 26%. For package XL1, the construction of Tan Van intersection, the construction volume value reached 12.03% compared to the contract performance volume; package XL2, the construction of Binh Chuan intersection, the construction volume value reached 37.11% compared to the contract performance volume; package XL3, the section from Binh Chuan to Saigon River, the construction volume value reached 25.03% compared to the contract performance volume; package XL4, the construction of Binh Goi bridge, the construction volume value reached 64.68% compared to the contract performance volume.

Regarding the project progress, Mr. Tran Hung Viet said that Provincial Traffic Construction Investment Projects’ Management Board committed to completing about 3km of the two packages XL2 and XL4 by December 31, 2025, striving for the construction volume value of package XL1 and package XL3 to reach 80%. The Management Board is focusing on completing the section from My Phuoc - Tan Van road to National Highway 13 and the main overpass at Tan Van intersection in December 2025; striving to open the entire Ho Chi Minh City Ring Road 3 section through the province to traffic by June 2026.

Speaking at the recent survey and inspection of the progress of Ho Chi Minh City Ring Road 3 Project through the province, Mr. Nguyen Loc Ha, Standing Deputy Secretary of Provincial Party Committee, acknowledged and commended the efforts of all levels, sectors, localities and construction units in overcoming difficulties and ensuring the progress of the project. At the same time, he asked localities to drastically speed up progress, soon complete compensation and site clearance work to serve project construction in March 2025; construction units need to focus on human and material resources to ensure implementation according to the set plan.

 Recently, Deputy Prime Minister Mai Van Chinh conducted an inspection of the Ho Chi Minh City Ring Road 3 Project at the Tan Van intersection in Di An City. The Deputy Prime Minister highlighted the project's significance, noting that it will expand urban space, alleviate traffic congestion, and support the economic development of both the region and the entire country. He acknowledged the initial progress made on the project and urged localities and relevant agencies to demonstrate strong determination. He called for the maximum mobilization of resources and machinery to advance the construction and emphasized the need for innovative solutions to ensure that key sections are substantially completed by 2025, in line with the Prime Minister's directives.
