At the 25th meeting of Binh Duong Provincial Party Committee, 11th term (expanded), the Provincial Party Committee unanimously assessed that the situation would still be very difficult, and the remaining workload was heavy. Provincial Party Committee asked each level, each branch, each party member to try harder, be more united and well collaborate between branches, levels to successfully implement the goals and tasks of 2023, creating motivation for the successful fulfillment of goals and tasks of the whole term 2020-2025.

At the 25th meeting of Provincial Party Committee - 11th term (expanded), the delegates spent most of their time discussing the socio-economic situation, national defense-security, and Party building over the first 6 months of the year; orientations and key tasks for the last 6 months of 2023.

Economic recovery but not powerful

The draft report of Provincial People's Committee shows that out of 35 key indicators, so far, 19 have achieved over 50% of the plan and exceeded the annual plan. Two bright spots in the provincial economic picture over the first 6 months are that the total social development investment capital is estimated at 69,864 billion VND, up 10.3%year-on-year and budget revenue is estimated at 31,550 billion VND, equal to 42% of the estimate approved by Provincial People's Council and equal to 48% of the estimate assigned by the Prime Minister. Production and business activities were maintained in some industries with a good increase; service sector made progressing steps when most of service and entertainment activities are growing again. Agricultural production was stable, some agricultural products gained reasonable productivity, quality and prices.

However, adverse and unpredictable developments of the world continued to greatly affect production and business activities and growth drivers, such as industrial production, investment, consumption, and export of the province, thus GRDP in the first quarter only increased by 1.71%, in the second quarter increased by 5.73% and over 6 months reached 3.76%, all lower than the growth rate of the same period last year.

In order to successfully implement the goals and tasks of socio-economic development, national defense and security in 2023, Provincial People's Committee asked all levels and branches to make greater efforts and determination in directing, controlling activities, and to actively coordinate closely, promote the achieved results, take advantage of all resources and opportunities, focus on supporting businesses in production and business and socio-economic development. Especially some main tasks are to continue implementing the Government's resolutions, the direction of the Prime Minister, ministries, central branches and Standing Board of the Provincial Party Committee; firmly grasp the situation, analyze, forecast, develop economic growth scenarios for the third quarter and the whole year of 2023 to have appropriate solutions, strongly stimulate economic growth drivers such as consumption, investment, export..., strive to best complete the set tasks and plans; continue to perform well the social security work, pay attention to and support the people’s lives, especially workers living in difficult circumstances...

Resolutely implement development solutions

Concluding the conference, Nguyen Van Loi, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the provincial National Assembly delegation, emphasized that in the first 6 months of the year, the domestic and international situation was still difficult. Despite challenges in many aspects, the whole political system, business community and people of all classes in the province united and implemented drastically and synchronously the tasks and solutions, thus the socio-economic, defense-security situation, Party building and political system construction in the province over the first 6 months achieved some good results.

However, according to the Provincial Party Secretary, there are many works that have not been implemented or were implemented but progress was very slow, many socio-economic development indicators are low. Economic sectors showed signs of recovery but not clearly. The cooperation to solve problems between agencies, units and localities was not very close and the efficiency was not high…

“The Provincial Party Committee requires each level, each branch, cadres and party members, especially the heads, to seriously recognize and self-examine, correct and overcome their own limitations and shortcomings in order to be determined to complete the set goals and tasks of 2023…”, Nguyen Van Loi said.

The Provincial Party Secretary also emphasized some key tasks in the last 6 months of the year, namely reviewing the remaining socio-economic development tasks and targets of the year, closely forecasting the situation to focus on lead and direct the organization and implementation to achieve the highest efficiency; continue to pay attention to accompany, support, and remove difficulties for businesses with each specific job, especially removing bottlenecks and problems in administrative procedures, land, credit..., console and help investors overcome the current difficult period.

In the face of a sharp decline in import and export and many difficulties in production and business, the Government continues to implement many tax exemption, extension and reduction policies, especially from July 1, 2023, a 2% reduction in value added tax (VAT) from 10% to 8% has been applied, requiring the management of budget revenue and expenditure to be really flexible and effective, many synchronous solutions to exceed the annual estimate. The Secretary of Provincial Party Committee emphasized the need for synchronous management of solutions, the determination to disburse public investment capital over 95%; regularly review and flexibly adjust the public investment plan for 2023 and the medium-term public investment plan for 2021-2025, ensuring sufficient capital is allocated for key projects; focus on completing the provincial planning for the period 2021-2030, with a vision to 2050 to ensure quality, and submit it to the Prime Minister in December 2023; at the same time, speed up the process of formulating policies and deploying the establishment of industrial clusters to relocate businesses from the south to northern localities…

At the conference, Nguyen Hoang Thao, Permanent Deputy Secretary of Provincial Party Committee, approved the draft resolution of Provincial Party Executive Committee on continuing to arrange the organizational structure to be lean, effective, efficient, and some policies in the coming time. The resolution sets out the goal that by 2025, the organizational apparatus and public non-business units will be basically arranged, not concurrently holding leadership and management titles, and continuing to merge organizations, clearly assigning people and jobs, ensuring high consistency in order to create motivation for socio-economic, cultural and social development, maintain political security and social order and safety.

In the immediate future, implementing the Notice of Conclusion No. 16-TB/KL dated July 7, 2022 of the Politburo, the province will arrange the following positions: Secretary, Chairman of People's Committee at district level; Head of Mass Mobilization Committee, Chairman of Fatherland Front Committee at provincial and district levels; Chairman of Inspection Committee, Chief Inspector at district level; Head of the Organization Committee at the Party Committee level, Head of the Department of Home Affairs at the district level... and a number of titles at the commune, quarter, and hamlet levels, and the downsizing of the staff according to regulations; invest in the construction of modern facilities, ensure standard workplaces, regularly foster and update skills for civil servants; implementing reform of administrative procedures, application of information technology, digital transformation, urban construction and smart government.

Earlier, at the opening of the conference, the Office of Provincial Party Committee introduced the application "HopKhongGiay" to provide documents for meetings of Standing Committee, Standing Board of Provincial Party Committee and Executive Committee of Provincial Party Committee; at the same time, report on the midterm review of Party Committees under the Provincial Party Committee and the overall report on the preparation for the midterm conference of the 11th Provincial Party Congress, term 2020-2025.
