Provincial Labour Federation strengthens the implementation of democratic institutions

Strengthening the implementation of democratic institutions in agencies, organizations, businesses; building harmonious labor relations in businesses; taking care of workers’ job, physically, mentally life; realizing regulations and policies … are essential missions of provincial Labour Unions at all levels in 2014.

During 2014, despite many difficulties, provincial Labour Unions at all levels have put more efforts to take care of workers, especially, works of representation and protection of the legitimate rights, interests of workers. Labour Unions participated actively in amendment of laws, policies on wages, social insurance, health insurance and other policies.

In particular, to increase understanding and awareness of law observance and protection of legitimate rights, interests of employees, provincial Labour Federation and its affiliates gave legal advices to more than 4568 employees. Particularly, provincial Law counseling center gave consultancy to 627 cases, online consultancy to more than 393 cases, instruction on how to write letter of claim; received and adjusted 695 complaints of workers, thereby, bringing benefits to 427 workers with total values of VND3.2 billion, 80 workers returning to work, and 97 cases being reduced discipline.

However, provincial Labour Federation had some weaknesses in 2014. According to provincial Labour Federation’s President Le Thanh Nhon, inspection of policies implementation was limited; some businesses have not realized workers’ legitimate interests. Sanctions for violating businesses have not been strong enough. Propaganda at non-state sector faced difficulties, because businesses did not facilitate propaganda among employees. Negotiation and signing of collective labour agreements, establishment of labour protection committees, registration of payroll, training on occupational safety, regular health check-ups… had low rate. Workers had to work with high intensity, had less leisure time; were not able to participate in learning and training, unstable and low salary…

Mr. Nhon said, provincial Labour Federation put forward 9 key tasks in 2015 to do a better job of taking care and protecting workers’ legitimate rights and interests. These are: strengthening the implementation of democratic institutions in agencies, organizations, businesses; implementation of Decree 103 / ND-CP dated 11-11-2014 regarding regional minimum wage; monitoring the implementation of policies to employees; examining labor laws observance, sanction violating businesses; constructing harmonious labour relations.

Provincial Labour Federation and its affiliates innovate, improve the quality of collective labour agreements; organize meetings, dialogues between provincial leadership, Labour Union cadres, and employees; take care of jobs, material and spiritual life of workers, policies, benefits of employees, activities on occasions of year-end, Lunar New Year…

"Another important issue is to focus on implementation, extensive propaganda of the Party's guidelines, State’s laws and policies, Government’s decrees, Trade Union law, labour law…”, said Mr. Nhon.
