On February 11, Binh Duong Provincial Party Committee held a conference to review propaganda and mass mobilization work in 2024 and deploy tasks for 2025. Innovation, improvement of operational quality

The report presented at the conference stated that in 2024, the entire propaganda sector was active, proactive, innovative, and creative in advising and organizing the implementation of key tasks outlined in the annual work program, as well as addressing sudden and emerging issues. This sector focused on enhancing the quality and effectiveness of coordination in carrying out tasks related to propagation and education. The organization of studying, grasping, propagating, implementing, and summarizing the Party's directives and resolutions, especially regarding propagation and education, is increasingly innovative in content and methods, focusing on online forms and direct forms combined with online.

The Provincial and District Commission of Propagation and Education performed well the role of the standing agency of Steering Committee 35; regularly organized core forces to actively participate in the fight against wrong views, protect the Party's ideological foundation and refute wrong information related to the situation of localities and units, especially on cyberspace, contributing to stabilizing the ideological situation and public opinion in the area; promptly oriented press activities inside and outside the province, propaganda work on important events of public interest, implemented in depth, with many new features.

Regarding mass mobilization work, in 2024, the provincial political system continued to have many positive changes and achieved outstanding results. Party committees and organizations at all levels paid attention to leading and directing mass mobilization work and organizing direct dialogue conferences between heads of Party committees and heads of authorities at all levels with residents in districts, cities and provinces; concretizing documents of the Central and higher-level Party committees; focusing on inspecting and supervising the implementation of documents on mass mobilization, religion, and implementing the democratic regulations at the grassroots level; effectively organizing and implementing Project 02 "Mass mobilization work participates in building a cultural and civilized lifestyle" in Binh Duong province, period 2021-2025 combined with organizing the launch of "Civilized Saturday". The government's mass mobilization work had positive changes, especially in continuing to reform administrative procedures, building working style, improving working methods, raising awareness and attitude towards serving the people in a way that is close to the people, creating favorable conditions for people and businesses when participating in implementing administrative procedures. The Provincial Party Mass Mobilization Commission took the initiative to coordinate and successfully organize three major mass mobilization campaigns in Di An City, Ben Cat City, and Dau Tieng District. These campaigns had a budget exceeding 4.5 billion VND and involved over 1,000 participants, including cadres, soldiers, civil servants, union members, and association members. This effort significantly contributed to strengthening the role and importance of mass mobilization work, fostering a team of dedicated cadres and civil servants committed to serving the community, promoting socio-economic development, and ensuring social security.

Provincial Fatherland Fronts, socio-political organizations, and Red Cross societies continue to innovate the content and methods of operation, focusing on the grassroots level, and implementing many effective and practical programs. Festivals and religious activities are guaranteed in accordance with the provisions of law; ethnic minorities and the Catholic community actively participate in local socio-economic development activities. Military recruitment work was well carried out, completing assigned targets in 2024; political security and social order and safety in the province continued to be maintained and stable.

Merge to be stronger, more effective

Speaking at the conference, Mr. Nguyen Van Loi, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, said that implementing the direction of the Central Committee, the Provincial Party Propagation Education Board and the Provincial Party Mass Mobilization Board were merged into the Provincial Party Propaganda and Mass Mobilization Commission with the function of being an advisory and assisting agency of the Provincial Party Committee, directly and regularly providing the Standing Committee and the Provincial Party Committee's Standing Committee with advices on guidelines, policies and major policies of the Provincial Party Committee in the field of propaganda, mass mobilization, and Party building in terms of politics, ideology, ethics, and the close relationship between the Party and the people; at the same time, it is a specialized and professional agency for the Party's propaganda and mass mobilization work.

The Provincial Party Secretary welcomed and highly appreciated the fact that the Provincial Party Propaganda and Mass Mobilization Commission promptly organized a conference to deploy the directions and tasks for 2025 right after the Provincial Party Committee announced the decision to merge the two boards on February 10, 2025. At the same time, the Provincial Party Secretary affirmed that the merger of the Provincial Party Propagation Education Board and the Provincial Party Mass Mobilization Board is not simply to streamline the apparatus, but to become stronger, to streamline to become more effective, and to achieve the common goal of maximizing the strength of great national unity based on the foundation of people's trust in the Party. However, despite being a new organizational model, propaganda and mass mobilization continue to perform their basic functions and tasks.

Entering a new phase, with a new organizational model, the tasks set forth are also greater, requiring higher determination. In order to avoid interruptions, missed work, and gaps in task performance, the Provincial Party Secretary requested that the Provincial Party Propaganda and Mass Mobilization Commission focus on immediately implementing key tasks, which are: Urgently stabilize the organization and apparatus within the provincial and district-level Propaganda and Mass Mobilization Committees; continue to focus highly and resolutely on the role of the standing agency of the Congress Content Subcommittee; thoroughly review to complete the draft documents of the Provincial Party Congress to achieve the highest quality; at the same time, preside over and coordinate with relevant units to appraise the district-level congress documents and promote propaganda work, organize to collect comments from all levels, sectors, and people of all walks of life, creating a broad political movement.

Besides, it is necessary to continue to effectively deploy and replicate new models and good practices of both the Propaganda Board and the Mass Mobilization Board in the past. The province's propaganda and mass mobilization sector, according to its functions and tasks, must actively participate with the political system to achieve the target of double-digit economic growth by 2025. In the immediate future, focus on thoroughly grasping, propagating, and raising awareness of all levels, sectors, localities, and units about the significance and importance of Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation for the development of the province in the new situation; focus on building a team of propaganda and mass mobilization cadres with strong political will, clean and healthy lifestyle ethics, passion, dedication to the profession, always focusing on the grassroots, closely following reality and closely attached to the people, doing a good job of setting an example, always cultivating thinking skills, speaking and writing skills, always taking Ho Chi Minh's ideology as the basis for propaganda and mobilizing the masses...

Emphasizing that 2025 is of special significance, a year of acceleration and breakthrough to the finish line to successfully implement the Resolution of the 11th Provincial Party Congress, term 2020 - 2025, a year of many important events of the country, the Provincial Party Secretary hopes that the entire political system, including the propaganda and mass mobilization sector, more than ever, needs to promote the spirit of "Solidarity, dynamism, creativity, autonomy, self-confidence, self-reliance, self-strengthening, daring to think, knowing how to do, daring to break through for the common good", determined that by 2030 - the 100th anniversary of the Party's founding, Binh Duong will be built into a centrally-run city, a smart, civilized, prosperous, and affectionate urban area.
