Provincial Party Standing Committee gives opinions on plan to streamline organizational apparatus of local political system

On the afternoon of December 11, provincial Party Standing Committee met to listen and give opinions on the Draft Report summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee and the plan to rearrange and streamline the apparatus of the political system that operates effectively and efficiently. Comrade Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation, Head of the Steering Group summarizing the Resolution 18 chaired the meeting.

At the meeting, comrade Huynh Van Dan, Permanent Deputy Head of provincial Party Committee's Organization Commission presented the Draft Summary Report on the implementation of the 12th Party Central Committee’s Resolution No. 18-NQ/TW, dated October 25, 2017, on “Some issues regarding the continued renovation and organization of a streamlined, effective, and efficient political system'". Accordingly, under the Resolution No. 18, provincial Party Standing Committee has led and directed the issuance of documents to concretize the goals, viewpoints, tasks and solutions of the resolution in accordance with the local real situation.

The initial assessment of implementing the Resolution No.18 has brought positive results. The organizational apparatus in many agencies and units has been consolidated and perfected in a more streamlined direction and the arrangement of officials and civil servants has been improved. Employees of agencies and units are basically consistent with their professional qualifications and job positions, creating conditions for them to promote their abilities and strengths, improving the quality and efficiency of work. Agencies, units, and localities have streamlined the number of officials, civil servants and part-time workers who have not met qualification requirements while recruiting new staff to meet task requirements. The quality of the staff has been improved and can adapt to the increasing volume and intensity of work. The meeting listened to the presentation of a plan to streamline the organizational structure of the province's political system, closely following the requirements of the Resolution No.18-NQ/TW and the actual situation of the province.

Speaking at the meeting, comrade Nguyen Van Loi said that in order to implement a plan to summarize the Resolution No.18, the Summary Steering Group, Working Group and Standing Group worked very urgently and seriously; continuously worked to elaborately prepare a plan to streamline the organizational structure of the political system in the coming time. During the process of developing the plan, meetings with organizations, agencies, units and individuals were conducted to thoroughly understand, exchange and listen to thoughts and aspirations to create a high level of consensus. The process of developing the plan has absorbed new directions from the Government and consulted with provinces and cities. Provincial Party Committee Secretary requested comrades attending the meeting to contribute their opinions to complete the plan to rearrange and streamline the organizational structure of the political system under the required schedule.
