Provincial People’s Council: Adoption of key resolutions to drive socio-economic development
Early June 20, the 10th provincial People’s Council for the 2021–2026 tenure held its 24th (thematic) session to review and decide on a number of important matters within its authority, contributing to the timely implementation of socio-economic development tasks in response to the province’s new development phase. The session was attended by Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Nguyen Loc Ha, Pernament Vice Secretary of provincial Party Committee; Vo Van Minh, Vice Secretary of provincial Party Committee, Chairman of provincial People’s Committee; Nguyen Van Loc, Member of provincial Party Standing Committee, Chairman of provincial People’s Council; members of provincial Party Standing Committee, provincial People’s Council deputies and leaders of relevant departments and sectors.
9 resolutions approved
At the session, the deputies focused on studying, discussing and giving opinions on the submissions and draft resolutions presented by provincial People’s Committee, based on the appraisal reports from the Committees of provincial People’s Council. With the spirit of responsibility, urgency and democracy, the session successfully voted to approve 9 important resolutions with high consensus.

One of the key contents was the approval of the investment policy for the Suoi Giua – Bung Cau Drainage Axis Project, aiming at addressing water drainage in the central urban area, reducing flooding and protecting the ecological environment. Another project approved was the project of upgrading and expanding the road DT742, a vital traffic route enhancing connectivity and promoting socio-economic development between the Central Highlands provinces and those in the Southeastern region. These efforts aim at gradually completing the province's transport network in accordance with planning, improving regional traffic infrastructure and meeting the growing demand for the transport of goods and passengers, thereby accelerating regional development and construction.
Notably, provincial People’s Council also decided to commit resources for the implementation of the Metro Line No.1 Project from Binh Duong New City to Suoi Tiên in Ho Chi Minh city. This is a strategic project with high regional connectivity, playing an important role in linking the transport infrastructure between Binh Duong, Ho Chi Minh city and promoting interregional socio-economic development in a modern direction. The project has total investment of about VND 46.725 trillion, of which provincial State budget contributes VND 16.725 trillion (36%) and the remaining VND 30 trillion (64%) is expected to be mobilized through the Transit-Oriented Development (TOD) model. The province’s proactive commitment of capital demonstrates strong political determination and a sustainable development orientation in this new phase.
Expanding high-tech industrial development space
At the session, provincial People’s Council also approved the planning task for the 1/5,000-scale general construction planning of Vinh Lap Industrial Park in Phu Giao district’s Tam Lap commune. This is an important step in expanding industrial development to new areas. The planning area of Vinh Lap Industrial Park covers 750.34 hectares, expected to create jobs for around 37,000 workers. The park is oriented to become a multi-sector centralized production area, prioritizing the attraction of high-tech, modern and environmentally friendly industries. In the future, this industrial park could develop into a green, circular industrial park, aligned with Binh Duong's strategic vision. Developing industrial zones in Phu Giao area will also open up investment opportunities, create jobs for local and neighboring workers and contribute to balanced development among regions in the province.
In addition to key projects, provincial People’s Council also discussed and unanimously approved several practical matters such as adjustments and additions to the list of projects requiring land recovery; list of land-use conversion for rice cultivation in 2025; adjustments and additions to land plots for investor selection via bidding; the task of naming and renaming streets and public works in Tan Uyen city and Di An city. These matters all play a specific role in standardizing planning management, promoting effective land use, fostering urban investment and development activities throughout the province.
Prompt and effective implementation of resolutions
In his closing speech, Nguyen Van Loc, Chairman of provincial People’s Council praised the serious, responsible working spirit and the high consensus of the deputies. To quickly bring the resolutions into practice, he requested provincial People’s Committee and related departments, agencies and localities to focus on implementing four major groups of tasks.
First, immediately after the session, agencies must urgently concretize the resolutions, especially by completing legal procedures and documents to soon start the projects approved by provincial People’s Council. Transparent public disclosure of the land bidding list, accelerating the planning process is also crucial to attract investment. Second, properly prepare the necessary conditions for the rearrangement of provincial- and communal-level administrative units in accordance with the National Assembly’s Resolution, ensuring the two-tier local government officially comes into effective operation from July 1, 2025. This is a turning point that requires strong initiative from all-level authorities. Third, the Chairman urged agencies to thoroughly study the Law on Organization of Local Government No. 72/2025/QH15, recently passed and effective from June 16, 2025. This new law features many key innovations such as clearly defining the functions and duties of each government level; enhancing decentralization and delegation of authority; improving the effectiveness of People’s Councils and People’s Committees; aiming for a streamlined, efficient government and promoting digital transformation in governance and public service. Fourth, provincial People’s Council will continue accompanying provincial People’s Committee in completing the remaining development tasks of the year.
Mr. Loc also stated that at the end of June, provincial People’s Council will hold another thematic session to review and approve the 2024 State budget revenue settlement and local budget revenue-expenditure finalization before June 30, 2025. This is a critical legal condition to ensure the synchronous operation of commune-level governments after the district-level administration is dissolved. He also requested departments and agencies to proactively coordinate with the Standing Committee and Committees of the People’s Council in preparing contents for upcoming sessions, ensuring completeness, accuracy and compliance with regulations.
The 24th (thematic) session of the 10th provincial People’s Council concluded with many major policy decisions that lay a foundation for the province’s socio-economic development and urban planning strategies. With the spirit of consensus, determination and openness, the resolutions passed will soon be realized through practical projects and works that serve the people’s interests and enhance the province’s position in the new era of integration and development.
With a high sense of responsibility, the 24th (thematic) session of the 10th provincial People’s Council (2021–2026 term) has reviewed and adopted 9 important resolutions in the fields of public investment, planning, land use and urban management, laying the groundwork for breakthrough development in the near future.
