Provincial People’s Council approves resolution on establishment of new specialized agencies under provincial People’s Committee

Yesterday morning (February 26), the 10th provincial People’s Council for the 2021-2026 term held its 21st session. During this session, provincial People’s Council officially passed a resolution on the establishment and restructuring of specialized agencies under provincial People’s Committee.

Establishment of six new departments

During this session, provincial People’s Council unanimously passed a resolution on the establishment and restructuring of several specialized agencies under provincial People’s Committee, with the goal of ensuring unified leadership, direction and management from central to local levels, contributing to the province’s overall development by streamlining and optimizing the organizational structure for greater efficiency and effectiveness.

Accordingly, six new departments have been established under provincial People’s Committee. They include the Department of Finance – formed by merging the Department of Planning and Investment with the Department of Finance; the Department of Construction – created by merging the Department of Transport and the Department of Construction; the Department of Agriculture and Environment – established by merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; the Department of Science and Technology – formed by merging the Department of Information and Communications with the Department of Science and Technology; the Department of Home Affairs – created by merging the Department of Labor, Invalids and Social Affairs with the Department of Home Affairs; the Department of Ethnic and Religious Affairs – restructured from the Religious Affairs Committee under the Department of Home Affairs and incorporating ethnic affairs management functions from provincial People’s Committee Office.

Thus, after the restructuring, provincial People's Committee now has 14 specialized departments, reducing four compared to before. They include the Department of Finance, Department of Construction, Department of Agriculture and Environment, Department of Science and Technology, Department of Home Affairs, Department of Ethnic and Religious Affairs, Department of Education and Training, Department of Culture, Sports and Tourism, Department of Health, Department of Justice, Department of Foreign Affairs, provincial People's Committee Office, provincial Inspectorate and provincial Industrial Parks Management Board.

Provincial People's Council also unanimously approved resolutions related to public investment, planning and land policies, aiming at mobilizing all resources and creating breakthroughs in infrastructure development, shaping new growth spaces. This effort contributes to realizing the province's goal of achieving double-digit economic growth in 2025 and the following years.

In addition, delegates also voted to approve the dismissal of Mai Hung Dung from the position of Vice Chairman of the 10th provincial People's Committee, for the 2021-2026 tenure, due to retirement. The delegates also voted to dismiss Le Tuan Anh, Vo Hoang Ngan and Ngo Quang Su from their positions as members of provincial People's Committee for the 2021-2026 tenure, due to their reassignment to other positions.

Urgently implementing resolutions

The 21st session of the 10th provincial People's Council took place in the first months of 2025 amid the spirit of enthusiasm and optimism about the province's development achievements. With a sense of responsibility and urgency, the session unanimously approved 13 resolutions, including 6 resolutions on organizational restructuring and 7 resolutions in the economic sector, covering public investment, planning and land policies. These resolutions aim at facilitating the direction and administration of provincial People's Committee, contributing to promoting the province’s socio-economic development in the coming period.

Speaking at the session, Nguyen Van Loc, Member of provincial Party Standing Committee and Chairman of provincial People's Council emphasized that with a sense of urgency, democracy and responsibility, the 21st session of the 10th provincial People's Council successfully completed its planned agenda. Notably, the resolutions on organizational restructuring and personnel matters passed at the session serve as a critical legal foundation for the timely implementation of the Party and State’s policies on streamlining and restructuring administrative agencies and political organizations in the province, meeting the goal of building a "streamlined, efficient, effective and strong" political system while accelerating administrative reforms to enhance public service efficiency. Provincial People’s Council urges provincial People’s Committee, all-level authorities and relevant sectors to proactively and decisively implement the adopted resolutions with determination and action-oriented execution.

Mr. Loc stated that the Law on Organization of Local Government was passed by the 15th National Assembly on February 19, 2025 and will take effect from March 1, 2025. The revised law ensures alignment with the Party's directives on promoting decentralization of power, enhancing the proactiveness and creativity of localities and upholding the motto of "Local decision, local action, local responsibility". Therefore, he urged the People’s Councils and People’s Committees at all levels to implement and thoroughly disseminate the law’s contents, especially its new provisions, to improve the efficiency, effectiveness, and operational capacity of local authorities at all levels.

At the same time, provincial People's Council firmly believes that under the close leadership of provincial Party Committee; the active involvement of the entire political system, all-level authorities and sectors and the solidarity and determined efforts of the entire Party, people, armed forces and business community, Binh Duong will undoubtedly overcome all difficulties and challenges, successfully achieving the goals and tasks set for 2025 and the following years. This will lay the foundation for the country to enter a new era—an era of national rise and prosperity.

The 21st session of the 10th provincial People's Council approved 13 resolutions, including the establishment of the Department of Finance, Department of Construction, Department of Agriculture and Environment, Department of Science and Technology, Department of Home Affairs and Department of Ethnic and Religious Affairs; adjustments to certain contents of provincial People's Council’s Resolution No. 41/NQ-HĐND dated December 9, 2024, on "Adjusting the mid-term public investment plan for the 2021-2025 period using local State budget (6th adjustment)"; adjustments to certain contents of provincial People's Council’s Resolution No. 44/NQ-HĐND dated December 9, 2024, on the "2025 public investment plan using State budget"; adjustments to the investment policy for the project to upgrade and expand DT.746 road from Tan Thanh to Hoi Nghia intersections; repeal of provincial People's Council’s Resolution No. 50/NQ-HĐND dated December 10, 2021, on adjusting the investment policy for the project to create landscapes and reduce traffic congestion on My Phuoc - Tan Van expressway, DT.746, DT.747B, DT.743 streets under the public-private partnership (PPP) model; repeal of provincial People's Council’s Resolution No. 29/NQ-HĐND dated September 14, 2021, on authorizing provincial People's Committee to decide on investment policies for Group B and Group C projects under the authority of provincial People's Council; approval of the zoning plan at a 1/2,000 scale for an eco-tourism, resort and entertainment service area on the Tha La Peninsula, Dau Tieng reservoir, Dau Tieng district, Binh Duong province and regulations on preferential policies for land rental exemption for projects utilizing land for production and business purposes in priority investment sectors (industries and professions eligible for investment incentives) in Binh Duong province…
