Provincial People's Committee promulgates the recruitment plan for leadership and management titles

The Provincial People's Committee has issued a recruitment plan for leadership and management titles. The purpose of the plan is to detect, attract and employ people who are ethical, talented, have good qualities, qualifications, capacity and experience to contribute strength and wisdom to the sustainable development of the country and the province; improve the quality of civil servants.

According to the plan, the province will hold a recruitment examination for the titles of leaders and managers in administrative agencies including: Deputy heads of specialized agencies under the Provincial People's Committee; heads and deputy heads of specialized agencies under the People's Committees of districts, towns and cities. Civil servants are eligible for appointment and is included in the examination title planning, is working at agencies and units wishing to appoint; The above-mentioned subjects, if they do not participate in the recruitment, must have a good reason. Civil servants are working at other agencies and units if it has the eligibility, criteria for appointment and is in the planning equivalent to the title of examination. Applicants who meet the general standards and conditions as prescribed shall be admitted to leadership and management positions no higher than 2 levels higher than the current titles and positions.

Candidates: Civil servants are not included in the examination title planning or the equivalent planning of the examination title is appointed by the leadership team of the competent agency to appoint the title of candidate and is approved by the committee of the competent authority to appoint such title in writing, they may participate in the examination. The candidates who are nominated to participate in the recruitment if they are holding leadership or management positions shall be recruited in leadership and management positions no higher than no more than 1 level higher than the current position...
