One of the major and important issues considered and approved at this meeting was the 2025 public investment plan. Assessing the results of implementation and disbursement of public investment capital in 2024, Mr. Vo Anh Tuan, Chief of Office of the Provincial People's Committee, said that as strictly implementing the directions of the Standing Committee and the Standing Committee of the Provincial Party Committee, the capital allocation work focused on key projects and works, basically ensuring the needs according to the actual progress of the project; promptly transferring capital from projects and works with low disbursement rates and unable to disburse to projects and works that can disburse well and need additional capital. The progress of key projects and works is being closely monitored and accelerated.

Also at the meeting, delegates reviewed and discussed the plan for public employee payroll and state budget-paid public employee payroll in public service units in 2025. Based on the number of staff assigned by competent authorities and the requirements of local tasks, the Provincial People's Committee submits to the Provincial People's Council for approval the total number of civil servants in the agencies of the Provincial People's Council and People's Committee; districts, cities and the number of employees receiving salaries from the State budget in public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the State budget in 2025, as follows: Regarding the civil servant establishment, the total civil servant establishment in the agencies of the Provincial People's Council, Provincial People's Committee, districts and cities in 2025 is 1,780 establishments (equal to the number of establishments assigned by the Provincial People's Council in 2024). Regarding the number of employees receiving salaries from the State budget, the total number of employees receiving salaries from the State budget is 23,322 positions (1% reduction in positions compared to 2024 and 200 positions transferred to the Party bloc); of which the additional positions for the education sector in the 2024-2025 school year are 308 positions...
Review and decide on some specific policies

After reviewing the submissions from the Provincial People's Committee and the examination reports from the Provincial People's Council committees regarding draft resolutions within their areas of responsibility, the delegates of the Provincial People's Council expressed strong agreement with both the submissions and the reports during the session. Emphasizing a spirit of innovation and democracy, the Council reviewed and approved seven resolutions related to the budget and public investment, achieving a broad consensus. These resolutions will provide a legal basis for the Provincial People's Committee and relevant agencies to fulfill their tasks in the upcoming period. Additionally, other draft resolutions will be considered, discussed, and approved by the delegates on the second working day of the session.
