Provincial Trade Union strengthens the well-being and protection of workers

In 2024, Trade Unions at all levels in the province will proactively coordinate with employers and authorities to organize activities to practically care for workers' lives. Salary, insurance, and education policies for workers' children are provided, which helps workers remain in Binh Duong for the long term.

Recreational activities for union members and workers are enhanced by trade unions at all levels.

Protect legitimate rights

The Provincial Labor Confederation reports that last year, the production and business environment for enterprises was largely stable. However, some companies in the wood, textile, and electronics industries experienced a decline in orders, which impacted the jobs and income of certain workers. The Provincial Labor Confederation coordinated with local labor management agencies to discuss plans for labor rearrangement and assist union members and workers in finding new jobs.

Over the past 10 months, trade unions at all levels mediated labor disputes leading to collective work stoppages at enterprises. In general, labor disputes occurred spontaneously, without following legal procedures, and were mainly related to salary increases, support for diligence, and improvements to shift meals.

Immediately after the incidents occurred, trade unions at all levels promptly coordinated with authorities to resolve the issues, ensure legitimate rights for workers, and persuade workers to return to work normally and stably. Companies are dedicated to implementing the legitimate recommendations made by their employees.

Ms. Ong Thuy Hoang Mai, Vice President of the Provincial Labor Confederation, said that to ensure workers' rights, provincial trade unions at all levels have actively participated in developing legal policies related to workers' rights. This includes policies to support housing rent for employees, establish minimum wages for those working under labor contracts, and contribute to discussions on amending regulations regarding union allowances. Additionally, it involves organizing delegations to monitor the implementation of legal policies for female employees and ensuring that gender equality is upheld according to the regulations in each enterprise.

Along with that, the work of reviewing and disbursing the support package of the Vietnam General Confederation of Labor for union members and workers affected by the Covid-19 epidemic was carried out well. Mobilizing support for building “Trade Union Shelters”; visiting and sharing difficulties with hundreds of workers having especially difficult circumstances through the “Fund to support workers in especially difficult circumstances”. Legal consulting and processing of employee complaints are carried out carefully.

Strive for 100% of disadvantaged workers to be taken care of

In 2024, trade unions across all levels in Binh Duong province, with the support of union funds, local authorities, and socialized resources, are prioritizing the well-being of workers. They have allocated over 350 billion VND for this purpose, with more than 21 billion VND coming from socialized resources. This funding source is mainly focused on Tet care activities, supporting travel expenses, giving gifts and visiting thousands of workers having difficult circumstances, and taking care of both material and spiritual needs in Workers' Month activities.

In 2024, most provincial grassroots trade unions collaborate well with businesses to care for all aspects of workers' lives.

Ms. Nguyen Hoang Bao Tran, the Permanent Vice President of the Provincial Labor Confederation, stated that during the 2018-2023 term, trade unions at all levels in the province have effectively implemented welfare initiatives for union members and workers. These efforts have addressed numerous practical issues, benefiting a significant number of union members, workers, and trade union organizations. As a result, they have made a substantial contribution to the successful implementation of the 10th Congress resolutions of the Binh Duong Provincial Trade Union.

Despite the progress made, there are still shortcomings in the effort to care for the welfare of union members and workers that need to be addressed with comprehensive solutions. Thereby, the Standing Committee of the Provincial Labor Confederation built a plan to implement Resolution No. 07/NQ of the Vietnam General Confederation of Labor on "Focusing on caring for the welfare of union members and workers in the new situation".

In the past 10 months, trade unions at all levels coordinated to successfully mediate 21 labor disputes leading to collective work stoppages, with a total of about 11,500 worker participants. In general, labor disputes occurred spontaneously, without following legal procedures, and were mainly related to salary increases, support for diligence, and improvements to shift meals.

The criteria set out in the implementation of Resolution No. 07/NQ by 2030 are that 100% of union members will be fully informed of the welfare policies and programs of trade union organizations; 100% of union members will be encouraged and receive gifts when facing difficult circumstances, and benefit from the welfare policies and programs provided by either the trade union organization or through collaboration with other trade unions. The Provincial Labor Confederation and over 50% trade unions at the grassroots level directly organize "Tet Sum Vay", "Workers' Month", "Trade Union’s Tet Market" in appropriate forms. Strive to spend at least 60% of total expenditure from trade union financial resources on activities to care for the welfare of union members and employees. 100% full-time trade union officials at grassroots level assigned to welfare jobs are trained and equipped with the necessary knowledge and skills to perform welfare care tasks; at least 50% of collective labor agreements signed or participated in by trade unions to be classified as quality B or higher...

Trade unions at all levels in the province will actively engage in the development and implementation of policies and laws aimed at enhancing workers' welfare in the near future. They will ensure there are enough human resources allocated for the effective execution of welfare initiatives. A variety of welfare activities will be implemented effectively, and there will be a strengthened emphasis on inspecting and supervising these welfare programs for union members and workers...
