Quality of CPV membership within enterprises enhanced

Clearly delineating the role, significance, and importance of Party development and Party member advancement within non-state enterprises, Di An city Party Committee has put forth plans and practical solutions aimed at increasing the number and enhancing the quality of Party members, Party organizations, and unions in the business sector. 

Exceptional outcomes 

The Standing Committee of Di An city Party Committee has established a Steering Committee dedicated to the development of Party organizations and socio-political organizations within non-state enterprises, led by the Standing Deputy Secretary of the city Party Committee. This Steering Committee is responsible for the dissemination, deployment, and implementation of projects, programs, and plans from the Provincial Party Committee and the city Party Committee concerning the advancement of Party organizations and socio-political organizations in non-state enterprises, including Program No. 25-CTr/TU, Project No. 03-DA/TU, and Plan No. 72-KH/TU from the Standing Committee of the city Party Committee. Concurrently, the city Steering Committee emphasizes directing and allocating specific objectives to agencies and units across the entire city Party Committee regarding the development of Party organizations, socio-political organizations, and the growth of Party membership. Consequently, Party committees and units are encouraged to achieve the targets set for the development of Party members, Party organizations, and socio-political organizations within non-state enterprises as outlined in the established plan.

Di An city Trade Union Party Cell conducted a ceremony to welcome new Party members

In 2024, the city Party Committee welcomed 57 Party members from the workforce, achieving 162.86% of the target; admitted 5 Party members who are private business owners, reaching 250%; and established 3 Party cells within enterprises, fulfilling 100% of the planned objective. Currently, the city Party Committee comprises 22 Party cells, including those in non-state enterprises, totaling 388 Party members.

The assessment conducted by the city Steering Committee indicates that the Party cells and Party Committees within non-state enterprises function effectively, organizing Party cell and Committee meetings in accordance with established regulations. Concurrently, these cells and Committees consistently support enterprises, fostering the development of sustainable production and business practices. Furthermore, the Party Committees and Steering Committees of the wards regularly focus on enhancing and consolidating the activities of Party organizations, emphasizing the education and training of exemplary individuals for Party introduction. Notably, the Dong Hoa Ward Party Committee in 2024 nominated four outstanding individuals to participate in the Party admission training class for workers; similarly, the An Binh Ward Party Committee in 2024 welcomed two new Party members from enterprises, successfully meeting the assigned target.

In addition, socio-political organizations have devised numerous strategies to effectively advance the development of union members and to cultivate a robust organization. In 2024, Di An city Trade Union established 26 new grassroots unions, resulting in the addition of 997 union members. The city Youth Union formed 2 additional branches, bringing the total to 28 branches in non-state enterprises, with 543 union members. The city Women's Union also established 2 new branches while continuing to maintain and enhance the activities of 13 women's branches in non-state enterprises, totaling 369 female workers as members. Socio-political organizations within non-state enterprises have reinforced their role in representing and safeguarding the legitimate rights of union members, while also providing practical and effective support for the welfare of members and workers.

Emphasize the advancement of Party members 

Mrs. Ngo Ngoc Diep, Standing Deputy Secretary of the city Party Committee and Head of the Steering Committee for the development of Party organizations and socio-political organizations in non-state enterprises in Di An city, stated that to achieve the objectives of developing Party members, Party organizations, and socio-political organizations within non-state enterprises, the city Steering Committee has concentrated on thoroughly implementing and effectively executing the project established by the Provincial Party Committee Standing Committee, as well as the plan from the city Party Committee Standing Committee directed to the Party committees of various units, wards, and enterprise Party cells. This includes the implementation of numerous solutions aimed at reviewing, identifying, and nurturing outstanding candidates from the masses for Party consideration; enhancing the quality and effectiveness of developing Party organizations and socio-political organizations in non-state enterprises; and actively promoting the role of organizing movements and activities within the unit, alongside programs that provide practical and effective support for Party members, union members, and association members who are workers. Consequently, the city has consistently met and exceeded its targets for the development of Party members, Party organizations, and socio-political organizations in non-state enterprises as outlined in the established plan.

In 2025, the city Steering Committee and the Party Committees of the wards aim to establish three Party organizations within non-state enterprises; recruit a minimum of 30 Party members from among the elite workers in these enterprises, including two Party members who are business owners. Additionally, they strive to create four new grassroots trade unions and two Youth Union organizations within enterprises. The Women's Union and the Veterans Association will continue to reinforce the activities of existing branches while enhancing advocacy and outreach efforts to establish new branches in enterprises when conditions permit. 

To continue effectively advancing the development of Party members, Party organizations, and socio-political organizations within non-state enterprises, Mrs. Ngo Ngoc Diep stated that in 2025, the city will concentrate on five key tasks. Accordingly, the city Steering Committee will persist in thoroughly understanding, deploying, and effectively implementing Program No. 25-CTr/TU of the Provincial Party Committee, which focuses on developing Party members among workers during the period of 2021-2025. Additionally, it will execute Plan No. 72-KH/TU of Di An city Party Committee aimed at establishing and enhancing Party organizations and socio-political organizations in non-state enterprises from 2022 to 2025. Furthermore, there will be an emphasis on promoting awareness and guidance for business owners and workers residing in boarding houses and residential areas in Di An city regarding the formation and participation in Party organizations and socio-political organizations within enterprises.

The socio-political organizations within the city concentrate on enhancing the quality and efficacy of propaganda while mobilizing enterprises and business owners to establish socio-political organizations in non-state enterprises when circumstances allow. They are tasked with formulating plans to collaborate with local Party committees and guiding affiliated organizations to effectively create sources for the development of party members. This includes the timely identification and cultivation of positive elements, as well as the recruitment of party members from among union members, association members, youth, workers, intellectuals, and others.

Party committees at the ward and branch levels, as well as those within enterprises, should enhance their surveys to better understand the circumstances of Party members employed in various organizations. They must formulate plans and engage in outreach efforts to establish Party organizations and socio-political entities in eligible enterprises. Additionally, there should be ongoing education and training for union members who are exemplary workers in non-state enterprises, aimed at cultivating Party membership from the pool of outstanding workers and direct laborers within these organizations.
